STATEMENT OF WORK

FOR

Removal/Installation of B10904 Auditorium Chairs

JBSA-Lackland, TX.

12 June 2017

1 DESCRIPTION OF WORK

Work to be accomplished: the contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to remove and replace all seating in room S007, Multipurpose Assembly Auditorium in Bldg 10904, Joint Base San Antonio – Lackland, TX.

Specific requirements are as follows:

· Contractor shall remove and replace 232 auditorium chairs.

· Contractor shall remove and dispose of all excess material/debris (off-property) at the end of each workday to include disposal of the 232 chairs being replaced per this statement of work.

· Contractor shall not work or store materials in a manner that would hinder or otherwise block pedestrian circulation to exit corridors and exit doors in the event of an emergency or fire. Storage of materials shall be coordinated with Facility Manager.

· Contractor shall provide new installation hardware to replace hardware damaged during the removal and installation of new chairs of an equivalent color and quality.

· Contractor is responsible for any and all damages that may be created due to the demolition and installation of chairs.

2 PRODUCT SPECIFICATIONS

Seating type: SITMATIC Tuxedo auditorium seating with the following (or equivalent) specifications:

· Maintenance-free seat with spring-less design and “tip-up” counter-weight

· Pressure cast foam with ergonomic contouring of seat and backrest shape, in high resiliency pressure cast foam

· Overall dimensions of 39”h x (Various)”w x 30”d. Installed “on center” dimensions of 21", 22”, 23" & 24"

· Chair uprights shall be oval aluminum extrusion 100% post-consumer recycled content, 4” x 1½”

· Uprights shall be capable of being divided to handle data and power in separate channels

· Finish shall be epoxy powder coating with thermal set

· Backrest shall have an upholstered dimensions of 22”w x 22½”h x 2½” thick

· Backrest cushion shall be individually molded and have a minimum depth of 2” and a density of 3 lbs./ft³ or greater

· Interior and exterior backrest structures shall be cross laminated veneer, 7/16” thick

· Outer backrest shell shall be laminate with options including fully upholstered with a steel kick panel to protect the lower portion of the backrest shell

· Interior surfaces of the backrest shall be fully upholstered. Outer backrest structure shall be high pressure laminate.

· Backrest angle shall be 16° in inclination

· Uprights shall accommodate sloped, bowled and flat floors as well as curved row configurations

· Interior backrest shall be available without foam and padding, with hardwood and/or vertical grade laminate

· Seat shall have an upholstered dimensions of 18¼”w x 19½”d x 3¾” thick

· Seat cushions shall be individually molded and have a minimum depth of 2½” and density of 3 lbs./ft³ or greater

· Seat structure shall be cross laminated veneer, Russian Birch or equal, ¾” thick

· Seats shall be fully upholstered. Seat “tip up” shall be counterweighted and completely silent

· All adhesives shall be HVOC free and use citrus-based solvents. Solvent-based adhesives will not be accepted

· Armrest caps shall be black polyurethane. Hard plastic arms will not accepted.

· Fabric shall be solution dyed (color-through) monofilament polyolefin, 17 oz. per 54” running yard or better

· All fabric, wood, laminate, or other chair component colors and/or finishes must be approved by the Government in writing before procurement and installation.

To maintain the exact current chair layout/configuration, the following specific chair sizes/types will be installed in the auditorium

Chairs that are to be removed will be turned over to the Government for further disposition.

WARRANTY

Chairs shall be warranted, including all components, for ten years. Warranty shall not exclude individuals of any size, or 24-hour use. Chair and warranty shall be the standard that is commercially available and not of special construct for the purposes of responding to this solicitation.

3 WORK HOURS AND SPECIAL CONDITIONS

Work hours shall begin at 7:30 p.m. through 4:30 p.m., Monday through Friday, exclusive of Federal holidays. At the option of the Government and with approval of the Contracting Officer, work may be permitted on Federal holidays, weekends, or after 4:30 p.m. at no additional cost to the Government.

4 ENVIRONMENTAL REQUIREMENTS

The contractor shall comply, and assure that all subcontractors comply, with all applicable federal, state, and local laws, regulations, ordinances, policies and JBSA-Lackland AFB standards related to environmental matters. The contractor shall also comply, and assure that all subcontractors comply, with all applicable specific instructions, policies, or references contained herein. Questions regarding Compliance with Environmental Laws are to be referred to the Contracting Officer.

The Contractor shall be held responsible for any damages that may result. Further, the Contractor shall conduct activities in such a fashion to avoid creating any legal nuisance, including but not limited to, suppressing noise and dust, controlling erosion (IAW local Storm Water Pollution Plans), and implementing other measures as necessary to minimize off-site impacts of work activities.

5 SITE MAINTENANCE AND CLEANUP

The Contractor shall maintain work areas in a neat, clean, and safe condition. The Contractor shall be responsible for providing, installing, and removing any temporary signage, barriers, barricade tape, etc. which may be required to control pedestrian and/or vehicle traffic in the work area.

The Contractor shall collect all trash, debris, refuse, garbage, etc., which is generated and place it in appropriate containers with lids or approved covers daily. The aforementioned materials shall be removed from the site by appropriate means daily, unless otherwise approved by the Contracting Officer. Disposal shall be outside the limits of Government property.

6 ENERGY CONSERVATION

The Contractor shall use good judgment in the conservation of Government utilities. The Contractor shall adhere to and enforce prevailing energy conservation practices.

7 DISPOSITION OF MATERIAL

Title to materials and equipment to be demolished, excepting Government salvage and historical items, is vested in the Contractor upon receipt of notice to proceed. The Government will not be responsible for the condition, loss or damage to such property after notice to proceed.

8 STORAGE AND PARKING

Contractor storage and parking shall be near the job site or as designated by the customer. The Contractor shall keep all customer approved storage areas free of debris, refuse, spills, leaks, stains, splashes and excessive materials. All storage areas shall be maintained in a neat, clean, and safe condition. The Contractor at no additional expense to the Government shall clean up any areas that incur contamination by any hazardous material or substances immediately. Remediation may include subsequent soil analysis if directed by the Government. The Contractor shall store all hazardous materials in a Contractor supplied trailer or storage unit, which shall be leak proof or contain secondary containment devices. The storage unit shall be secured when contract personnel are not present.

9 SAFETY

The contractor shall comply with all applicable Air Force Occupational Health and Safety Standards, Regulations and local JBSA-Lackland Policies. The contractor is also required to comply with the American General Contractors' Safety Manual and the Occupational Safety and Health Act.

10 CONTRACT MANAGEMENT

All contract administration will be effected by the Contracting Officer, address as shown on the face page of this contract. Communications pertaining to contractual administrative matters will be addressed to the Contracting Officer. No changes in or deviation from the scope of service shall be effected without a modification executed by the Contracting Officer authorizing such changes.

11 CONTRACTOR SUPERINTENDENT/ WORK CREWS

Work Crews: The Contractor shall have, on hand or readily available, sufficient crews to meet his obligation to provide delivery of the work under contract within the time allocated.

12 INSPECTION AND ACCEPTANCE

The Contractor shall maintain an adequate inspection system and perform such inspections as will ensure that the work performed under this contract conforms to contract requirements. The Contractor shall maintain complete inspection records and make them available to the Contracting Officer upon request. All work shall be conducted under the general direction of the Contracting Officer and is subject to inspection and test at all places and at all reasonable times before acceptance to ensure strict compliance with the terms of the contract.

Inspections and tests are for the sole benefit of the Government and do not-

· Relieve the Contractor of responsibility for providing adequate quality control measures.

· Relieve the Contractor of responsibility for damage to or loss of the material before acceptance.

· Constitute or imply acceptance; or

· Affect the continuing rights of the Government after acceptance of the completed work

The Contractor shall, without charge, replace or correct work found by the Government not to conform to contract requirements, unless in the public interest the Government consents to accept the work with an appropriate adjustment in contract price. The Contractor shall promptly segregate and remove rejected material from the premises.

If the Contractor does not promptly replace or correct rejected work, the Government may

· By contract or otherwise, replace or correct the work and charge the cost to the Contractor

· Terminate for cause the Contractor's right to proceed.

Unless otherwise specified in the contract, the Government shall accept, as promptly as practicable after completion and inspection, all work required by the contract or that portion of the work the Contracting Officer determines can be accepted separately. Acceptance shall be final and conclusive except for latent defects, fraud, gross mistakes amounting to fraud, or the Government’s rights under any warranty or guarantee.
