Building 1160 Repair & Replace HVAC

Questions with Government Response

1. Can either the exhaust grills or windows be removed and the space utilized for new A/C equipment? For example, could we hang a split-level unit in the window or grill space to blow cold air into the inside spaces?

Government Response: Exhaust grills may be removed and opening utilized for

HVAC equipment. The existing HVAC duct system shall be utilized; no window units are allowed.

2. Can we core holes through the decks to run refrigerant lines or duct work?

Government Response: New refrigerant lines, connecting to ground level compressors, shall follow the path of existing chilled water lines in the facility.

The chilled water lines shall be abandoned in place, and displaced as required at intersection between concrete floors or walls to allow for placement of new refrigerant lines. Provide fire stop material around pipe and openings where walls or floors are penetrated.

3. Is a heat pump system allowed with axillary electric heat?

Government Response: Yes, but existing HVAC duct system shall be utilized; no window units are allowed.

4. Instead of conventional HVAC system could we substitute VFR (Variable

Refrigerant Flow) ductless system? The system operates with Johnson controls in the same manner as a conventional system.

Government Response: No, VFR systems are no longer allowed to be installed in

Air Force facilities.

5. The mechanical room at the 50ft location was padlocked, is it possible for the government to provide pictures of that room?

Government Response: Due to the large file size, pictures may be provided upon request as Attachment 13, Site Pictures. Request shall be sent to the Contract

6. The drop ceilings in the break room and the equipment room are damaged or missing ceiling tile, do we include replacing and insulating those rooms to help control the environment?

Government Response: Replacing damaged ceiling tile, or installing ceiling insulation is not included in the scope of work.

7. Is temporary cooling required during construction?

Government Response: During the Construction Phase the facility shall remain with power and cooling, with the exception of the (10) day outage period.

8. Is after hour work or weekend work allowed?

Government Response: Contractor may request work outside duty hours with a

14 calendar day notice to the Government. Request and permissions will be dependent upon the Contracting Officer.

9. Has the boiler been checked for asbestos, typically the insulation wrapped around the piping is the culprit?

Government Response: Information on hazardous material location is indicated in the surveys which are Attachment 4 of the Request for Proposal.

10. Is the current HVAC unit tied into emergency power?

Government Response: Existing HVAC equipment and chiller are connected to the emergency generator. Electrical power provided to new HVAC equipment and compressors shall be tied into the existing emergency generator. See revised

Statement of Work for additional information.

11. Is it possible to get a physical copy or better scans of the original plans?

Government Response: Drawings provided as Attachment 3 are the only drawings the Government has to supply at this time.

12. Are as built CAD files available for the building?

Government Response: ACAD drawings of existing architectural floor plans shall be provide by the Government to the awarded contractor.

13. Is it expected with demolition to remove underground copper that connects to the chiller?

Government Response: Work associated with the chiller only involves relocating it to a new location and capping the lines. Contractor may utilize the existing underground chilled water lines to run the new refrigerant lines.

14. What is the maximum occupancy for each room?

Government Response: The tower cab can fit a maximum of 13 at any time, while lounge areas may not have more than 10 people.

15. If units are irreparably damaged due to removal or surrounding demolition do they still need to be saved?

Government Response: Interior existing HVAC units shall become the property of the contractor and removed from JBSA Lackland upon the approval of the

Contracting Officer.

16. At the site visit one of the main rooms was locked but the touring officer said that pictures would be uploaded. When should we expect those to be posted?

Government Response: Due to the large file size, pictures may be provided upon request as Attachment 13, Site Pictures. Request shall be sent to the Contract
