STATEMENT OF WORK (SOW)
1. INTRODUCTION
This document provides the Design Build Statement of Work (DBSOW) for the Repair &
Replace HVAC components F16/C5 Kelly Air Traffic Control Tower (ACT), Building 1160, on the Kelly Annex side of Joint Base San Antonio (JBSA) Lackland TX 78236, adjacent to the runway and flight line.
The project scope is described below and supporting documentation are in the Attachments.

2. PROJECT DESCRIPTION
2.1. General Description
The existing structure was built in 1970 to accommodate first generation radar scopes and consoles. An elevator was added in 1983. The elevator is NOT available for use during construction. There are nine levels in the tower with an observation deck outside, between the
70 ft. and 80 ft. level. The levels are as follows.
Ground level: Generator room, boiler room, and elevator equipment
10 ft. 2nd Level: Enhanced Terminal Voice Switch (ETVS)
20 ft. 3rd Level: Open to below
30 ft. 4th Level: Open to below
40 ft. 5th Level: ILS Servers

2.2. General Information

2.2.1. Current Situation
HVAC system is inoperable temporary measures have been taken utilizing an oversized chiller for temporary operation at half capacity. The HVAC system continuously burns out pumps and the water lines leak. The air handling units have reached the end of their useful life and the boiler is unserviceable. The Cab of the Control Tower is consistently humid and hot due to the inoperable system.
2.2.2. Narrative
Design and construction shall comply with the requirements contained within this Design Build
Statement of Work (SOW). The Designer(s) of Record (DOR) shall fully develop the construction drawings. The objective of this solicitation is to replace the HVAC system with equipment adequate to serve, regulate and control the environmental conditions within the Air
Traffic Control Tower (ATCT).
2.2.3. Pre-Bid Site Visit
Prior to the submission of any proposal, all bidders may attend a site visit to the project site location to become familiar with the project requirements. The site visit will include a tour of the project site. Site visit shall be scheduled by the Contracting Officer during solicitation phase.
Photos during the site visit are allowed to capture interior and exterior of the control. Photos of the C-5 and F-16 ramps are prohibited.
3. DESIGN REQUIREMENTS, CODES AND STANDARDS
3.1. Applicable Criteria, Codes and Standards
Applicable design and construction criteria, codes and standards are specifically indicated, but not limited to that mentioned in this SOW. The design, materials, equipment, and installation shall be in accordance with the most current requirements, unless otherwise noted. Contractor must comply with criteria indicated in referenced Codes and Standards. Administrative, contractual, and procedural features of the contract shall be as described herein. The design requirements located within the SOW represent the minimum quality and quantity acceptable for bid proposals and project submittals. In addition, JBSA Energy Requirements supplemental document, Attachment 2, shall be applied to the specific features of design and construction on this project. Contractor is responsible for obtaining any documents referenced as criteria for the project but not attached as part of this SOW and not available in whole building design guide.

3.2. Design Standards
Equipment, hardware, and materials shall be standard manufactured items unless otherwise specified. Replacement parts shall be standard and readily available through normal American commercial means. Discontinued products will not be accepted. The design of the mechanical engineering features of the work shall be accomplished, reviewed and approved by licensed professionals to practice in their respective professional field in Texas. The contractor is responsible and liable for the complete design and shall not assume that the submitted design criteria and drawings in this solicitation will relieve such firm from performing any additional design as required to produce a complete set of construction documents for a full and functional facility. The Designer of Record (DOR) shall submit to submit to the Government a copy of all design calculations and analysis, drawings in PDF and 2013 or later AutoCAD formatted files in accordance with that standards stated below.
3.3. Drawings
As-builts are available in electronic format Attachment 3.
3.5. Hazardous Materials Report
An asbestos/lead hazardous materials report is provided. See Attachment 4 -Hazardous Material
Report for location. Contractor shall comply with the Environmental Protection Specification 01
35 35 when disturbing or removing hazardous materials.
3.4. Design Details and Standards
The contractor shall be responsible for developing and shall submit construction package which uses and further develop the conceptual drawings in accordance with current A/E/C CAD standard release 6.0, found as Attachment 5.
3.5. Energy Standard Compliance
Energy Conservation shall be utilized in conjunction with HVAC system to create the most energy-efficient system based on the First-Cost budget restraints. As a separate part of the
Design Analysis, demonstrate compliance with ASHRAE 90.1 and UFC 3-400-01 using calculations, vendor literature, equipment catalog sheets, compliance forms, worksheets, and narrative descriptions of the building envelope and building HVAC systems. Heating, Ventilation and Air Conditioning equipment shall be High Efficiency types.
3.6. Permits
The contractor shall be responsible for preparing, filing, and paying for any fees required to obtain all necessary permits for the construction of this project.
4. DETAILED WORK REQUIREMENTS

4.1.1. The word “remove” or “removed” as used in statement of work, shall be understood to mean contractor shall disconnect or demolish item indicated, from its supportive element base and or its mechanical or electrical connection, and dispose of the item off the installation, according to UFGS 01-35-35, federal, state, and local requirements.
Contractor shall protect supportive elements to remain, and provide a replacement to match existing if damaged, at no expense to the government.
4.1.2. The word “provide” or “provided” as used in statement of work, shall be understood to mean, Contractor shall furnish item indicated new and install according to manufactures printed instructions, code and specification requirements, and standard industry practices, to be complete and fully functional for its intended purpose, with no ancillary construction or other work required to be performed by the Government.
4.1.3. Gathering information during design shall be coordinated through the Contracting
Officer and Project Manager. The contractor is responsible for field verifying all information contained on any Attachment 3 - As-Built Drawings. The contractor is responsible for coordination of project work activities with the Contracting Officer that would interrupt or limit the on-going daily activities and/or functions of the facility.
This facility is limited to a one-time (10) day interruption of tower operations.
Contractor shall plan and coordinate tasks in order to meet this requirement, which includes any requirement for bucket trucks or cranes to complete exterior tower work. Contractor shall notify the Contracting Officer (30) days in advance of tower operations interruptions. Utility outage requests shall be coordinated with the
Contracting Officer 21 days before required time for outage.
4.1.4. Space Design Condition Requirements. Provide HVAC to these critical spaces; Cab, Equipment rooms, toilet room(s) and break room. The Cab space and equipment rooms conditions will need to maintain a temperature of 73.0 ºF Stable +/- 2 ºF with a humidity requirement of 35% to 60% RH. The toilet room and break room need to follow the
Government specifications, 68-72.0 ºF in winter and 74-78.0 ºF in summer. The unoccupied spaces require ventilation with a maximum temperature of 104.0 ºF in summer and 55 ºF in winter. Minimum Ventilation Quantities for the toilets is 75 CFM per toilet per ASHRAE 62.1-2010. Minimum Exhaust Quantities for toilets is 75 CFM per toilet. Maximum sound levels for Cab is Noise Criterion (NC)-35, Electronic
Equipment Room is NC-45, Mechanical/Electrical Room is NC-60 and all other is NC-
35.
4.1.5. Design Calculations. The Design Engineer of Record (DOR) shall perform all necessary calculations to determine and finalize the required equipment capacity.
HVAC load calculations and energy calculations shall be performed utilizing a program such as Trane Building Energy and Economic Analysis Program or approved equal meeting Design of Energy standards for yearly energy simulation.
4.1.6. All materials are required to be approved by the Contracting Officer and
Project/Construction Manager by submittal.
4.2. Mechanical
4.2.1. Demolition:
a. Contractor shall not begin demolition or deconstruction until an approved demolition plan submittal is received in writing from the Contracting Officer.
b. Contractor shall prepare a demolition plan and submit proposed demolition and removal procedures for approval before work is started.
c. Contractor shall take necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain the property of the Government in accordance with specification 02 41 00.
d. All removed or demolished material shall become the property of the Contractor and shall be disposed of base in accordance with the Environmental Protection specification.
e. The contractor shall remove the existing chiller and pump, and concrete isolation pads, Existing electrical branch circuits, may be utilized for new HVAC compressors.
f. The existing 40 ton Chiller and pump, when removed, shall be returned to 502 Civil
Engineer Operations (CEO) and Maintenance. Contractor shall submit a transmittal schedule of items list being returned to 502 CEO.
g. Contractor shall remove all 3 constant volume air handling units (AHU). The mechanical rooms where AHUs are located are in a tight space with limited service clearance.
h. Remove the boiler and hot water pump. The boiler is located in a tight space with limited service clearance around the boiler.
4.2.2. New Work:
a. The DOR will confirm and validate these required items.
b. Contractor shall provide minimum two stainless-steel electric reheat with canister humidifier for humidity control, filter box, duct connection, Self-Contained or Split-
System Air-Cooled Ducted Mid-Range High Pressure unit; minimum 5 ton unit 37”x
76”x25” +/- 3” and a 7.5 ton unit 41”x 77”x 29” +/- 3”. Each unit shall have a condensate pump and drain through the exterior wall with flashing and sealant.
c. Contractor shall locate one unit on the 5th floor (40 ft.) and another unit on the 8th floor
(70 ft.). The contractor shall select a unit that provides heating and cooling; the unit located on the 6th floor will condition the 2nd floor (Enhanced Terminal voice Switch
(ETVS) equipment room), the 5th floor (server room for Instrument Landing System
(ILS) equipment room), and the 7th floor (break room).
d. The second unit will supply air to the 8th floor (toilet room and Equipment room) and the 9th floor (Control Tower Cab).
e. Contractor shall connect unit air supply into the existing duct work and replace with insulated duct in areas necessary. Such as when removing the AHU and closing the loop of the ductwork for air quality.
f. Floor Mounted equipment shall be placed on isolation housekeeping pads. All equipment shall be sized and selected based on the calculated peak sensible and latent total loads for San Antonio’s humidity and outdoor environment. Contractor’s DOR shall consider the effects of elevation in sizing equipment. The pressure classifications of the ductwork shall be verified and shown on the design drawings using convention described in the SMACNA HVAC Systems Duct Design Manual.
g. Mixed air (return and outside) shall be filtered before re-entering the coils. Provide a pre-filtered unit with a minimum efficiency reporting value (MERV) of 8 in accordance with ASHRAE 52.2-2012.
h. Contractor shall provide separate static pressure switch for each filter bank.
i. Contractor shall provide each temperature control zone with a dedicated DDC sensor.
Temperatures shall be reset during unoccupied periods to maintain night setback temperatures.
j. Contractor shall provide in the tower cab, automatic CO2 sensors; the following energy saving measures shall be used: Multiple, wall mounted carbon dioxide (CO2) sensors shall monitor zone CO2 levels and adjust for the number of people in cab and/or when unoccupied, whenever possible. Demand Control Ventilation (DCV) systems can be used to vary the quantity of outside air ventilation in spaces in response to CO2 levels.
Natural or relief ventilation louvers shall be fitted with barometric relief dampers set at 0.05” water gauge (wg).
k. Supply fan shall stop if freeze or smoke alarm is activated, and outside air dampers shall return to the normally closed position. Each air unit must be manually reset if a freeze or smoke safety shutdown occurs.
l. Contractor shall provide all ducted and ventilation openings through exterior walls with class 1A motorized dampers.
m. Contractor shall provide smoke control in the pressurized stairwell zone to conform to
ASHRAE Handbook, HVAC Applications and NFPA 92. Exhaust fans along with wall louvers, with adjustable counter balance barometric relief damper (set at 0.05” wg), shall be provided to pressurize stairwell and insure a smoke-free escape route in the event of fire. The supply fans shall be connected to emergency power. Activation of the stairway pressurization system is covered under Fire Protection, Section 3.12.5.7.
n. Contractor shall provide condensation drainage. Condensation drain lines shall be provided for every piece of equipment generating condensation. Condensation drain lines shall be piped to an approved sanitary drain and must include an air gap per IPC requirements. All condensation drain piping shall be insulated.
o. Electrical and mechanical rooms shall be ventilated with thermostatically controlled exhaust fans set to maintain space temperature. Provide high level mechanical room wall mounted motorized damper for intake.
p. Contractor shall cut the exterior metal wall to the minimum amount required, and provide metal flashing, escutcheons, and sealant around fans, pipes, or louvers that are installed. Sealed openings at fans, pipes, or louvers shall prevent water penetration into the interior space.
q. Sound attenuation: the units, ductwork and diffusers shall be selected to minimize noise generation propagation into the cab or break room. Vibration and sound dampening parts shall be provided by the contractor.
r. The supply baffle in center of cab shall be designed for velocities not to exceed 700 feet per minute (fpm).
s. Contractor shall provide the direct digital control (DDC) system for the building energy management control system (EMCS) and HVAC control systems to interface with the
EMCS Controls room. Contractor shall provide all necessary firmware, programming and protocols to interface with the existing EMCS Metasys system. DDC equipment shall have packaged microprocessor controls provided by the manufacturer and shall use the industry standard BACnet open protocol. This equipment shall be enabled/disabled and monitored by the EMCS system.
t. EMCS system shall have continuous metering functions to all energy consumption related end-users such as motors and cooling loads. EMCS system shall be capable of monitoring only at building 1160 with all DDC and EMCS systems under complete local building control.
u. Test and balance the HVAC system in accordance with UFGS 23 05 93 Testing, Adjusting, and Balancing for HVAC and Attachment A – JBSA Energy Requirements.
v. Commissioning the building system shall be verified to ensure all building systems function as design intended.
w. Contractor shall provide a designated individual as The Commissioning Authority (CxA) to lead, review and oversee the installation and completion of the commissioning process activities. The CxA shall have documented commissioning authority experience in at least four building projects.
x. The CxA shall be independent of the project’s design and construction management.
The CxA may be a qualified employee or consultant of the Owner.
y. The CxA shall report results, findings and recommendations directly to the Contracting
Officer and Project Manager.
z. HVAC compressors shall be placed on the existing chiller utility pad.
4.3. Electrical
4.3.1. New Work:
a. Provide electrical panel switches, wiring, conduits, breakers, and fuses for the new
HVAC equipment and compressors. The existing panelboard circuit breaker may be used in conjunction with new panels to meet the electrical load requirements of the new
HVAC equipment.
b. Provide direct digital controls to monitor the HVAC system and to alert the front end
EMCS personnel when something is off-line or not meeting the set points.
c. The contractor shall provide the electrical room ventilation/cooling air from the installed
HVAC system.
4.4. Plumbing
4.4.1. Demolition:
a. Remove plumbing pipes or parts connected to the HVAC equipment being affected with the removal and replacement.
4.4.2. New Work:
a. Provide new plumbing pipes, caps or parts being actively affected by the work in this contract. Limit the effect of plumbing work to what is necessary to remove existing equipment and provide the new HVAC system.
4.5. Environmental
a. Contractor shall comply with the Attachment 6 - Environmental Protection Specification
01 35 35.
4.5.1. Demolition:
a. All waste chemicals (refrigerants) and waste materials must be properly characterized, transported, and disposed of at a permitted facility. Contact the JBSA-Lackland
Hazardous Waste Program Manager at 671-5382 or 671-4844.
b. Removal of birds or nests needs to be coordinated through CEIEA office, Mr. Tabor 210-
295-8339, rustin.t.tabor.civ@mail.mil. Any bats can be removed by CE Pest
Management.
c. Remove chiller insulation per codes and standards stated herein.
4.5.2. New Work
a. Prior to any work being performed, contractor must submit a List and the associated
Safety Data Sheets of the proposed hazardous materials to the Contracting Officer.
5. PERIOD OF PERFORMANCE (POP)
The period of performance for KELL17008 project is (90) days beginning from the award notice to proceed date. All work must be scheduled to complete within this timeframe. During the POP when work commences for power outage, and when HVAC equipment is not operating, there is a one-time 10-day window for any crane work to remove, and set in place the equipment being affected by this DB.
6. SECURITY REQUIREMENTS
6.1. ESCORTS
All contractor personnel must be escorted at all times in a controlled/restricted area by an escort furnished by the Government. Work requiring escorts shall be scheduled 15 calendar days prior to starting work unless the Contracting Officer waives this requirement.
6.2. UNESCORTED ENTRY TO RESTRICTED AREAS
When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Integrated Defense, Personnel Security Program
Management, as applicable. Contractor personnel shall be the subject of a favorably completed mailto:rustin.t.tabor.civ@mail.mil
NACI investigation to qualify for unescorted entry to a restricted area. In addition, the Air Force shall submit NACI investigations for contractor employees at no additional cost to the contractor.
6.3. LISTING OF EMPLOYEES
The contractor shall maintain a current listing of employees. The list shall include employee's name, social security number, and date of investigation if service work involves unescorted entry to Air Force restricted or other sensitive areas designated by the installation commander. The list shall be validated and signed by the company Facility Security Officer (FSO) and submitted to the contracting officer prior to the contract start date. Updated listings shall be submitted when an employee's status or information changes.
6.4. PHYSICAL SECURITY
Areas controlled by contractor employees shall comply with base Operations Plans/instructions for FPCON procedures, Random Antiterrorism Measures (RAMS) and local search/identification requirements. The contractor shall safeguard all government property, including controlled forms, provided for contractor use. At the close of each work period, facilities, support equipment, and other valuable materials shall be secured. During increased FPCONs, contractors may have limited access to the installation and should expect entrance delays.
6.5. ENTRY PROCEDURES TO CONTROLLED/RESTRICTED AREAS
The contractor shall comply and implement local base procedures for entry to Air Force controlled and restricted areas.
6.6. KEY CONTROL
The contractor shall establish and implement key control procedures in the Quality Control Plan to ensure keys issued to the contractor by the government are properly safeguarded and not used by unauthorized personnel. The contractor shall not duplicate keys issued by the government.
6.7. LOST KEYS
Lost keys shall be reported immediately to the contracting officer. The government replaces lost keys or performs re-keying. The total cost of lost keys, re-keying or lock replacement shall be deducted from the monthly payment due the contractor.
6.8. GOVERNMENT AUTHORIZATION
The contractor shall ensure its employees do not allow government issued keys to be used by personnel other than current authorized contractor employees. Contractor employees shall not use keys to open work areas for personnel other than contractor employees engaged in performance of their duties, unless authorized by the government functional area chief.
6.9. LOCK COMBINATIONS
The contractor shall establish procedures in local Operating Instructions (OI) ensuring lock combinations are not revealed to unauthorized persons and ensure the procedures are implemented.
6.10. TRAFFIC LAWS
The contractor and their employees shall comply with base traffic regulations.
7. NOTED SOW OR REQUIREMENTS
7.1. Schedule of Deliverables and Milestones
7.1.1. The contractor shall submit a schedule showing the design and the construction phases of the project as per this SOW and the deliverable schedule for review by both the
Project Manager and Contracting Officer.
7.1.2. The days listed above are calendar days, including Saturdays, Sundays, and Federal holidays. The Government must receive the deliverable by the start of the next business day. If the due date falls on a Saturday, Sunday, or Federal holiday, the Government expects receipt by the start of the next business day.
7.2. Toilet Facilities
Toilet facilities are not available for the Contractors’ use. Contractor shall provide portable toilets in an approved location by the Project Manager.
8. CONTRACTOR SHALL PROVIDE
8.1. Submittals
The Government reserves the right to disapprove design document submittals if the submittals do not meet normal standards for the stage of design being submitted or if review comments are too numerous or of great a significance. In this event, the A/E will be required to resubmit the design documents in the number of copies required in Attachment 7, Schedule of Material
Submittals, at no additional charge to the Government.
8.2. Acceptance Phase
After construction completion and prior to final payment, the Contractor shall provide the following.
a. Operation and Maintenance Manuals
b. Training for 502 CES Operations and Engineering personnel and Shop Maintenance personnel
c. List of Standard Equipment and Service Organization of products installed.
d. System Equipment Testing/Balancing Report
e. Building Commissioning Report
f. As Built AutoCAD documents as specified.
The PM of 502 CES will maintain a small team of advisors in order to ensure the completeness of each stage of the project and that the scope of work has been met. Once a project phase is completed and the contractor provides their report for review and approval, the PM of 502 CES will either sign off on the approval for the next phase to begin, or reply to the vendor, in writing, advising what tasks must still be accomplished.
Once all project tasks have been completed, the project will enter the handoff/closure stage.
During this stage of the project, the Contractor will provide their project closure report and project task checklist to the Contracting Officer and 502 CES PM.
