SUMMARY OF WORK

PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
Hangar 70 is located on JBSA Randolph AFB, TX, the facility has been converted from an aircraft hangar to a supply warehouse. This is a Design
Build (DB) project. The Contractor shall provide personnel, equipment, tools, material and supervision required to renovate hanger 70. Work includes but is not limited to:
1. Removal of old Basketball equipment
2. Repair of ceiling
3. Removal of existing HID Light Fixtures
4. Design and installation of new High Bay LED Lighting
5. Design and installation of new Fire Suppression/Fire Alarm
Devices in the hangar area
6. Removal and installation of new Exhaust Fans
7. Removal of existing Gas Heater
8. Installation of a new Linear Infrared Gas Heater System
All work shall be accomplished in accordance with all applicable codes and standards, compliant with OSHA requirements, applicable standards of the National Fire Protection Associations (NFPA's) and in accordance with
Joint Base San Antonio-Randolph (JBSA-RAN) general requirements. This project is located on JBSA-RAN, TX and construction work is subject to security and other restrictions. All work shall be coordinated with the
502 CONS Contracting Officer/ Administrator and the 502 CES Project
Manager.
1.1.2 General Work
Construction work shall be in accordance with (IAW) contractor submitted and approved shop drawings, specifications and shall include the furnishing of materials, labor, plans, tools, equipment, and services necessary to provide a complete and usable facility.
Upon project completion, building 70 shall be fully operating and functioning to current industrial standards and ready for immediate use by the Government. Upon completion of the construction work, the contractor shall restore and clean the project area and return to the Government ready for immediate use.
1.1.3 License Requirements
Contractor shall insure licenses are readily available upon request during each and every installation to include but not limited to the following:
1. Texas Licensed Electricians for electrical work pertaining to all installations.

2. Texas Licensed HVAC Contractors for all necessary mechanical work pertaining to all installations.
3. Texas Licensed Welders for all necessary structural work pertaining to all installations.
1.2 DEMOLITION
Contractor shall use means and methods to minimize excessive dust and noise. If excessive noise during demolition/construction is unavoidable contractor shall notify the contracting officer or designated government representative within a minimum of 7 (seven) working days in advance to allow for coordination with building manager.
1.2.1 Architectural
Remove existing Gymnasium Supporting Equipment mounted to the ceiling.
1.2.2 Electrical
Remove and dispose of existing Metal Halide Light Fixtures in the hanger area.
1.2.3 Mechanical
Remove existing Gas Heaters in the hanger area; cap-off gas pipe to prepare for new work.
1.2.4 Fire Suppression
The Contractor shall use caution to ensure sprinkler equipment is not damaged during demolition and installation. A flow test will be conducted and annotated prior to sprinkler work by 502d CES to verify Fire
Suppression System is operable.
Contractor shall coordinate demolition activities of the Sprinkler System with 502d CES Utilities section before work begins.
1.3 NEW WORK
1.3.1 Architectural
Repair ceiling by patching and painting. Paint shall be a Baked on Enamel or Direct-to-Metal (DTM) to all exposed metal surfaces to create a new finish in accordance with JBSA-RAN base color standards.
1.3.2 Electrical
Design and installation of new High Bay LED Lighting.

1.3.4 Fire Suppression
Design and installation of new Fire Suppression/Fire Alarm in the hanger area.
1.4 ENVIRONMENTAL
1.4.1 Waste Disposal
The Contractor shall provide a Waste Disposal Plan to 502d CES Base
Environmental and Contracting Officer to determine an approved plan for non-hazardous and hazardous waste disposal. The Contractor shall meet current federal, state and local environmental regulations IAW section
01 35 35 ENVIRONMENTAL PROTECTION
1.4.2 Mercury Containing Fixtures
Mercury containing fixtures shall be disposed of by the TECQ Regulatory
Guidance Waste Permits Division RG-377, Revised 2007. The Contractor shall inspect fixtures for PCB Ballast and properly dispose of them by the TECQ
Regulatory Guidance Waste Permits Division RG-377, Revised January 2007.
1.5 OCCUPANCY OF PREMISES
Building(s) will be occupied during performance of work under this contra
Construction areas will be unoccupied. The contractor shall coordinate work with the occupants, the Project Manager/Inspector, the Contracting
Officer Representative. Contractor shall, before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment.
The Contractor shall coordinate specifically with the CES PM for site specific coordination requirements that may involve coordination with other agencies such as the Defense Health Agency or Privatized housing contractors.
It is the Contractor's responsibility to take measures to assure the protection of occupant's, assets, furnishings, and equipment and to perform the work so as to cause minimal disruption of ongoing activities in occupied areas. Coordination must be accomplished a minimum of ten

(10) calendar days in advance of anticipated on-site start date.
1.6 HOURS OF WORK
1.6.1 Normal Work Hours
Normal work hours shall be eight (8) hours, Monday through Friday from
7:30 A.M. (0730) to 4:30 P.M. (1630) except days observed as Federal holidays. Holidays falling on Saturday are observed on the preceding
Friday. Holidays falling on Sunday are observed on the succeeding Monday.
1.6.2 Weekend and Holiday Work
Weekend, or holiday work requests must be submitted in writing to the
Contracting Officer (KO) with a description of the type of work to be accomplished shall be submitted by close of business 14 work days prior. After-hour work requests shall be submitted a minimum of 72 hours prior to the requested date. The Government reserves the right to approve or deny the Contractor's request to work outside standard work hours. Approval will not justify or approve non-standard rates for that work period or:
The Contractor may be authorized normal work hours on a 2nd or 3rd shift as part of the approved plan for the phasing of work.
1.7 BASE ACCESS
Special Consideration exists throughout JBSA and include but are not limited to requirements to obtain access passes, escorts, exercising
Foreign Object Damage (FOD) control requirements, radio and phone usage restrictions, requirements for security escorts, controlled vehicle and personnel entry restrictions, mobile phone/radio/photographic equipment restrictions.
1.8 LOCATION OF UNDERGROUND UTILITIES
Obtain an approved Base Civil Engineer (BCE) Work Clearance Request, AF
Form 103 in accordance with section 01 14 00 WORK RESTRICTIONS, prior to the start of excavation, digging work, or work that disrupts aircraft or vehicular traffic flow, base utility services, fire and intrusion alarm system, or routine activities of the Activity. Verify existing utility locations indicated on contract drawings within area of work.
1.9 GOVERNMENT-FURNISHED MATERIAL AND EQUIPMENT
If Government-Furnished Material and Equipment is provided per TO it will done so pursuant to Contract Clause "FAR 52.245-1, Government Property".
1.10 SALVAGE MATERIAL AND EQUIPMENT
Items designated by the Contracting Officer to be salvaged remain the property of the Government. Segregate, itemize, deliver and off-load the salvaged property at the Government designated storage area.
Provide a salvage plan, listing material and equipment to be salvaged, and their storage location. Maintain property control records for material or equipment designated as salvage. Use a system of property control that is approved by the Contracting Officer. Store and protect salvaged materials

1.3 SUBMITTALS

1.4 SPECIAL SCHEDULING REQUIREMENTS
a. All medical and mission critical areas will remain in operation during the entire construction period. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.
b. Permission to interrupt any Activity roads, railroads, and/or utility service must be requested in writing a minimum of 30 calendar days prior to the desired date of interruption.
1.5 CONTRACTOR ACCESS AND USE OF PREMISES
1.5.1 Activity Regulations
Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and cleared for such entry. Mark all Contractor equipment for identification
1.5.1.1 Subcontractors and Personnel Contacts
Provide a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency, As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.5.1.2 Installation Access
Non DOD persons (Contractors, vendors, etc.) requiring entry to JBSA
RANDOLPH must be sponsored by an authorized DBIDS registered DOD ID card holder. Sponsors must notify the 902nd Security Forces Visitor Control

Center NLT 10 days prior to the requested entry date. Sponsors or
Authorizing Official shall request the permit in writing or via email from a .mil address to the Visitor Control Center. An Application for an
Installation Access Credential form (see Appendix D) will be submitted by the Sponsor or Official to the Pass and Registration Office. Contractor and vendor companies requiring access to Joint Base San Antonio, Randolph shall provide the credential information for their employees to the sponsor in order to process the access to JBSA-RAN. See document in Appendix C for instructions.
All construction contractor employees must have:
a. One form of picture identification
b. Provide personal (full name, date of birth, home address, and driver license number) and vehicle information.
c. A memo from the construction company on company letterhead stating the reason for entry, contract number, project start and end date, and the location at JBSA-Randolph where the jobsite is located.
1.5.1.3 Identification Badges - Not Used

Failure to obtain entry approval will not affect the contract price or time of completion
1.5.1.6 FISC Pearl Harbor Safety/Security Policy - Not Used
1.5.1.7 No Smoking Policy
Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.
1.5.1.8 Government Housing Areas
a. Haul routes to and from constructions sites cannot go through the housing, residential areas.
b. When working inside a housing area, working hours are limited to
0800 (8 am) to 1600 (4 pm) unless otherwise approved by the
Contracting Officer.

1.5.2 Work Outside Regular Hours
Work outside regular working hours requires Contracting Officer approval.
Make application 14 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours..
1.5.3 Exclusionary Period - Not Used

1.5.5 Permits and Requests
All permit requests must include at minimum the following:
a. Site Map (8" x 11" or 8" x 14") 5 complete copies
b. 100% Construction Drawings 5 complete copies
c. Project Name and Number
d. Contractor & Subcontractor Name
e. Brief Description of Work - Identify all buildings and/or facilities possibly affected.
f. Desired Date for Work to Begin
g. Estimated Duration of Work
h. 14 Day Advance Notice minimum, unless otherwise noted.
i. Contractor's Representative Contact Information
1.5.6.1 Digging Permits / Utility Locate
a. Digging permits must be obtained prior to prior to any digging, drilling or any excavation work.
b. Digging permit /utility locates are available by submitting the completed US Air Force Form 103 located in Appendix A to the 502 CES
Construction Manager.
c. Contractor to allow (14) calendar days for Government review of digging permit requests. A digging permit for a specified area of excavation expires 30 days after the issue date; the Contractor must re-apply for a new permit to perform excavation in the area if the excavation was not started within the 30-day period.
d. Permits will identify all underground utilities within 5 feet of the designated area. Contractor shall be responsible for all repairs, costs, and damages due to excavating without permit or damaging an identified utility.

1.5.6.2 Utility Outage Permit
a. Contractor shall complete and submit a written request 14 days in advance of the requested utility outage to CES Utility Manager through the 502 CES Construction Manager. The request shall include the utility service to be affected, proposed date, proposed time, and outage duration. Form 103 included in Appendix A can also be used for the request.
b. Contractor shall be responsible to coordinate with CPS Energy about any energy or gas outage request. This coordination is separate than the government coordination.
c. Provide CES Construction Manager a copy of the written Utility
Outage request.
d. After submitting the request to the government, the Contractor must receive approval from the government prior to schedule a utility outage.
1.5.6.3 Hot Work Permits
a. Road closings will not be permitted without approval. To get approval for a proposed road closure Contractor must submit a traffic control plan to the 502 CES Construction Manager prior to anticipated need for closure
b. The Contractor traffic control plan will include each section of road that will be worked on or impacted as a result of this contract. The traffic control plan shall be in accordance with "Traffic Controls for Street and Highway Construction and Maintenance Operations" of the latest edition of the "Texas Manual on Uniform Traffic Control
Devices."
c. Contractor will provide traffic control signs and barricades for all street widening and extensions. At least one lane of traffic must be maintained at all times.
1.5.6.4 Road Closure Approval Requests

ADMINISTRATIVE REQUIREMENTS

PART 1 GENERAL
1.1 SUBMITTALS

1.2 VIEW LOCATION MAP
Submit, prior to or with the first digital photograph submittals, a sketch or drawing indicating the required photographic locations. Update as required if the locations are moved.
1.3 PROGRESS AND COMPLETION PICTURES
Photographically document site conditions prior to start and at completion of each construction task order. Digital photographs, .jpeg, shall be provided to the Contracting Officer for unrestricted use by the Government.
1.4 MINIMUM INSURANCE REQUIREMENTS
Procure and maintain during the entire period of performance under this contract the following minimum insurance coverage:
Comprehensive general liability: $500,000 per occurrence
b. Automobile liability: $200,000 per person, $500,000 per occurrence for bodily injury, $20,000 per occurrence for property damage
c. Workmen's compensation as required by Federal and State workers' compensation and occupational disease laws.
d. Employer's liability coverage of $100,000, except in States where workers compensation may not be written by private carriers,
e. Others as required by Texas law.
1.5 CONTRACTOR SPECIAL REQUIREMENTS
Accomplish all contract requirements of Section assigned to the directly with a first tier subcontractor.

1.5.1 Asbestos Containing Material
All contract requirements of Section 02 82 16.00 20, "Engineering Control of Asbestos Containing Materials" assigned to the Private Qualified Person
(PQP) shall be accomplished directly by a first tier subcontractor.
1.5.2 Space Temperature Control, HVAC TAB, and Apparatus Inspection
All contract requirements of Section 23 05 93 TESTING, ADJUSTING AND
BALANCING FOR HVAC shall be accomplished directly by a first tier subcontractor, including the Commissioning Agent. No work required by
Section 23 05 93 shall be accomplished by a second tier subcontractor.
1.6 SUPERVISION
1.6.1 Minimum Communication Requirements
Have at least one qualified supervisor capable of reading, writing, and conversing fluently in the English language on the job site during working hours. In addition, if a Quality Control (QC) representative is required on the contract, then that individual shall also have fluent English communication skills.
The Project Manager in this context shall mean the individual with the responsibility for the overall management of the project and the Project
Superintendent shall mean the individual with the responsibility for quality and production. Both the Project Manager and Project
Superintendent are subject to removal by the Contracting Officer for non-compliance with requirements specified in the contract and for failure to manage the project to insure timely completion. Furthermore, the
Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders shall be made the subject of claim for extension of time for excess costs or damages by the Contractor.
Approval of Project Manager and on-site Project Superintendent is required prior to start of construction. Provide resumes for the proposed Project
Manager and on-site Project Superintendent describing their experience with references and qualifications to the Contracting Officer for approval. The Contracting Officer reserves the right to interview the proposed Project Manager and on-site Project Superintendent at any time in order to verify the submitted qualifications.
1.7 PRECONSTRUCTION CONFERENCE
After award of the TO contracts but prior to commencement of any work at the site, meet with the Contracting Officer to discuss and develop a mutual understanding relative to the administration of the value engineering and safety program, preparation of the schedule of prices or earned value report, shop drawings, and other submittals, scheduling programming, prosecution of the work, and clear expectations of the
"Interim DD Form 1354" Submittal. Major subcontractors who will engage in the work shall also attend.
1.8 PARTNERING
To most effectively accomplish this contract, the Government requires the formation of a cohesive partnership within the Project Team whose members are from the Government, the Contractor and their Subcontractors. Key

April 17, 2017 personnel from the Supported Command, the End User (who will occupy the facility), the Government Design and Construction team and Subject Matter
Experts, the Installation, the Contractor and Subcontractors, and the
Designer of Record will be invited to participate in the Partnering process. The Partnership will draw on the strength of each organization in an effort to achieve a project that is without any safety mishaps, conforms to the Contract, and stays within budget and on schedule.
The Contracting Officer will provide Information on the Partnering Process and a list of key and optional personnel who should attend the Partnering meeting.
1.9 AVAILABILITY OF CADD DRAWING FILES
After award and upon request, the electronic "Computer-Aided Drafting and
Design (CADD)" drawing files will only be made available to the Contractor for use in preparation of construction data related to the referenced contract subject to the following terms and conditions.
Data contained on these electronic files shall not be used for any purpose other than as a convenience in the preparation of construction data for the referenced project. Any other use or reuse shall be at the sole risk of the Contractor and without liability or legal exposure to the
Government. The Contractor shall make no claim and waives to the fullest extent permitted by law, any claim or cause of action of any nature against the Government, its agents or sub consultants that may arise out of or in connection with the use of these electronic files. The Contractor shall, to the fullest extent permitted by law, indemnify and hold the
Government harmless against all damages, liabilities or costs, including reasonable attorney's fees and defense costs, arising out of or resulting from the use of these electronic files.
These electronic CADD drawing files are not construction documents.
Differences may exist between the CADD files and the corresponding construction documents. The Government makes no representation regarding the accuracy or completeness of the electronic CADD files, nor does it make representation to the compatibility of these files with the
Contractors hardware or software. In the event that a conflict arises between the signed and sealed construction documents prepared by the
Government and the furnished CADD files, the signed and sealed construction documents shall govern. The Contractor is responsible for determining if any conflict exists. Use of these CADD files does not relieve the Contractor of duty to fully comply with the contract documents, including and without limitation, the need to check, confirm and coordinate the work of all contractors for the project.
If the Contractor uses, duplicates and/or modifies these electronic CADD files for use in producing construction drawings and data related to this contract, all previous indicia of ownership (seals, logos, signatures, initials and dates) shall be removed.
1.10 ELECTRONIC MAIL (E-MAIL) ADDRESS
The Contractor shall establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments in Microsoft, Adobe Acrobat, and other similar formats. Within
10 days after contract award, the Contractor shall provide the Contracting
Officer a single (only one) e-mail address for electronic communications

April 17, 2017 from the Contracting Officer related to this contract including, but not limited to contract documents, invoice information, request for proposals, and other correspondence. The Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes, terrorist threats, etc. Multiple email address will not be allowed.
It is the Contractor's responsibility to make timely distribution of all
Contracting Officer initiated e-mail with its own organization including field office(s). The Contractor shall promptly notify the Contracting

1.1 PRECONSTRUCTION CONFERENCE
Approximately three weeks after award of the contract and prior to the start of any construction work an authorized representative of the
Contracting Officer will schedule and conduct a preconstruction conference.
The Contractor's Project Manager, Superintendent, and Quality Control
Manager will attend this meeting. The Contractor is encouraged to have an officer of his company and representation from his sub-contractors at this conference. This conference will be held at the location specified by the
Contracting Officer's authorized representative. Minutes of the meeting will be prepared by the Government and signed by both the Contractor and the Contracting Officer. The minutes shall become a part of the contract file.
1.1.1 Start of Construction Work
If the Contractor has submitted the Accident Prevention (Safety) Plan, Quality Control Plan, Environmental Protection Plan for review prior to this meeting, these may be accepted in to or accepted with comments at the conference. Construction work will not proceed until after this meeting has been held, the plans noted above have been accepted, and the Notice to
Proceed has been received and acknowledged by the Contractor.
1.2 OTHER MEETINGS
Construction Quality Control meetings and conferences are specified in
Section 01 45 00.00 20 QUALITY CONTROL. Other meetings are specified in various Division 1 and technical sections.

1.1 Qualifications
The Contractor shall designate an authorized representative who shall be responsible for the preparation of all required project schedule reports.
1.2 SUBMITTALS
Government approval is required for submittals with a "GA" designation;
submittals having a "FIO" designation are for information only. When used, a designation following the "GA" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 30 00 SUBMITTAL PROCEDURES:

3.1 GENERAL REQUIREMENTS
A Project Schedule as described below shall be prepared. The scheduling of construction shall be the responsibility of the Contractor. Contractor management personnel shall actively participate in its development.
Subcontractors and suppliers, subcontractors and suppliers working on the project shall also contribute in developing and maintaining an accurate
Project Schedule. The approved Project Schedule shall be used to measure the progress of the work, to aid in evaluating time extensions, and to provide the basis of all progress payments.
3.2 BASIS FOR PAYMENT
The schedule shall be the basis for measuring Contractor progress. Lack of an approved schedule or scheduling personnel will result in an inability of the Contracting Officer to evaluate Contractor's progress for the purposes of payment. Failure of the Contractor to provide all information, as specified below, shall result in the disapproval of the entire Project
Schedule submission and the inability of the Contracting Officer to evaluate Contractor progress for payment purposes. In the case where
Project Schedule revisions have been directed by the Contracting Officer and those revisions have not been included in the Project Schedule, the
Contracting Officer may hold retainage up to the maximum allowed by
Contract, each payment period, until revisions to the Project Schedule have been made.

3.3 Project Schedule
The computer software system utilized by the Contractor to produce the
Project Schedule shall be capable of providing all requirements of this specification. Failure of the Contractor to meet the requirements of this specification shall result in the disapproval of the schedule. Manual methods used to produce any required information shall require approval by the Contracting Officer.
3.3.1 AF IMT 3064
Use of the AF IMT 3064 will be the normal requirement for contractor construction schedules for most of the task orders issued under this contract and shall include the required items, submittals, level of detail and contract requirements listed below for critical path method activities
(Work Elements), in this paragraph C. through F and as detailed in the
Instructions to Contractors on the reverse side of the AF IMT 3064, Form..
3.3.2 Use of the Critical Path Method
The Critical Path Method (CPM) of network calculation shall be used to generate the Project Schedule. The Contractor shall provide the Project
Schedule in the Precedence Diagram Method (PDM).
3.3.3 Level of Detail Required
The Project Schedule shall include an appropriate level of detail. Failure to develop or update the Project Schedule or provide data to the
Contracting Officer at the appropriate level of detail, as specified by the Contracting Officer, shall result in the disapproval of the schedule.
The Contracting Officer will use the following conditions to determine the appropriate level of detail to be used in the Project Schedule:
a. Activity Durations: Contractor submissions shall follow the direction of the Contracting Officer regarding reasonable activity durations.
Reasonable durations are those that allow the progress of activities to be accurately determined between payment periods (usually less than
2 percent of all non-procurement activities' Original Durations are greater than 20 days).
b. Procurement Activities: Tasks related to the procurement of long lead materials or equipment shall be included as separate activities in the project schedule. Long lead materials and equipment are those materials that have a procurement cycle of over 90 days. Examples of procurement process activities include: submittals, approvals, procurement, fabrication, and delivery.
c. Critical Activities: The following activities shall be listed as separate line activities on the Contractor's project schedule:
i. Pre-final inspection.
ii. Correction of punch list from pre-final inspection.
iii. Final inspection.
iv. Construction phasing.
d. Government Activities: Government and other agency activities that

April 17, 2017 could impact progress shall be shown. These activities include:
approvals, approvals, design reviews, environmental permit approvals by State regulators, inspections, and Notice to Proceed
(NTP) for phasing requirements.
e. Responsibility: All activities shall be identified in the project schedule by the party responsible to perform the work.
Responsibility includes, but is not limited to, the subcontracting firm, contractor work force, or government agency performing a given task. Activities shall not belong to more than one responsible party. The responsible party for each activity shall be identified by the Responsibility Code.
a. Work Areas: All activities shall be identified in the project schedule by the work area in which the activity occurs. Activities shall not be allowed to cover more than one work area. The work area of each activity shall be identified by the Work Area Code.
b. Modification or Claim Number: Any activity that is added or changed by contract modification or used to justify claimed time shall be identified by a mod or claim code that changed the activity. Activities shall not belong to more than one modification or claim item. The modification or claim number of each activity shall be identified by the Mod or Claim Number.
Whenever possible, changes shall be added to the schedule by adding new activities. Existing activities shall not normally be changed to reflect modifications.
c. Feature of Work: All activities shall be identified in the project schedule according to the feature of work to which the activity belongs. Feature of work refers, but is not limited to, a work breakdown structure for the project. The feature of work for each activity shall be identified by the Feature of Work Code.
f. Scheduled Project Completion: The schedule interval shall extend from NTP to the Contract completion date.
a. Project Start Date: The schedule shall start no earlier than the date on which the NTP was acknowledged. The Contractor shall include as the first activity in the project schedule an activity called "Start Project". The "Start Project" activity shall have an
"ES" constraint date equal to the date that the NTP was acknowledged, and a zero day duration.
b. Constraint of Last Activity: Completion of the last activity in the schedule shall be constrained by the contract completion date. Calculation on project updates shall be such that if the early finish of the last activity falls after the contract completion date, then the float calculation shall reflect a negative float on the critical path. The Contractor shall include as the last activity in the project schedule an activity called
"End Project". The "End Project" activity shall have an "LF" constraint date equal to the completion date for the project, and a zero day duration.
c. Early Project Completion: In the event the project schedule shows completion of the project prior to the contract completion date, SECTION 01 32 01.00 10 Page 4
April 17, 2017 the Contractor shall identify those activities that have been accelerated and/or those activities that are scheduled in parallel to support the Contractor's "early" completion. Contractor shall specifically address each of the activities noted in the narrative report at every project schedule update period to assist the
Contracting Officer in evaluating the Contractor's ability to actually complete prior to the Contract period.
g. Interim Completion Dates: Contractually specified interim completion dates shall also be constrained to show negative float if the early finish date of the last activity in that phase falls after the interim completion date.
d. Start Phase: The Contractor shall include as the first activity for a project phase an activity called "Start Phase X" where "X" refers to the phase of work. The "Start Phase X" activity shall have an "ES" constraint date equal to the date on which the NTP was acknowledged, and a zero day duration.
e. End Phase: The Contractor shall include as the last activity in a project phase an activity called "End Phase X" where "X" refers to the phase of work. The "End Phase X" activity shall have an "LF" constraint date equal to the completion date for the project, and a zero day duration.
f. Phase X: The Contractor shall include a hammock type activity for each project phase called "Phase X" where "X" refers to the phase of work. The "Phase X" activity shall be logically tied to the earliest and latest activities in the phase.
h. Default Progress Data Disallowed: Actual Start and Finish dates shall not be automatically updated by default mechanisms that may be included in CPM scheduling software systems. Actual Start and Finish dates on the CPM schedule shall match those dates provided from
Contractor Quality Control Reports. Failure of the Contractor to document the Actual Start and Finish dates on the Daily Quality
Control report for every in-progress or completed activity, and failure to ensure that the data contained on the Daily Quality
Control reports is the sole basis for schedule updating shall result in the disapproval of the Contractor's schedule and the inability of the Contracting Officer to evaluate Contractor progress for payment purposes. Updating of the percent complete and the remaining duration of any activity shall be independent functions. Program features which calculate one of these parameters from the other shall be disabled.
i. Out-of-Sequence Progress: Activities that have posted progress without all preceding logic being satisfied (Out-of-Sequence
Progress) will be allowed only on a case-by-case approval of the
Contracting Officer. The Contractor shall propose logic corrections to eliminate all out of sequence progress or justify not changing the sequencing for approval prior to submitting an updated project schedule.
j. Negative Lags: Lag durations contained in the project schedule shall not have a negative value.

3.3.4 Project Schedule Submissions
The Contractor shall provide the submissions as described below. The data reports and network diagrams required for each submission are contained in paragraph SUBMISSION REQUIREMENTS.
3.3.4.1 Preliminary Project Schedule Submission
The Preliminary Project Schedule, defining the Contractor's planned operations shall be submitted for approval within 10 calendar days after the NTP is acknowledged. The approved preliminary schedule shall be used for payment purposes not to exceed the first 30 calendar days after NTP.
3.3.4.2 Initial Project Schedule Submission
The Initial Project Schedule shall be submitted for approval within 30 calendar days after NTP. The schedule shall provide a reasonable sequence of activities which represent work through the entire project and shall be at a reasonable level of detail.
3.3.4.3 Periodic Schedule Updates
Based on the result of progress meetings, specified in "Periodic Progress
Meetings," the Contractor shall submit periodic schedule updates. These submissions shall enable the Contracting Officer to assess Contractor's progress. If the Contractor fails or refuses to furnish the information and project schedule data, which in the judgment of the Contracting
Officer or authorized representative is necessary for verifying the
Contractor's progress, the Contractor shall be deemed not to have provided an estimate upon which progress payment may be made.
3.3.5 Periodic Progress Meetings
Progress meetings to discuss payment shall include a monthly onsite meeting or other regular intervals mutually agreed to at the preconstruction conference. During this meeting the Contractor shall describe, on an activity by activity basis, all proposed revisions and adjustments to the project schedule required to reflect the current status of the project. The Contracting Officer will approve activity progress, proposed revisions, and adjustments as appropriate.
3.3.5.1 Meeting Attendance
The Contractor's Project Manager and Scheduler shall attend the regular progress meeting.
3.3.5.2 Update Submission Following Progress Meeting
A complete update of the project schedule containing all approved progress, revisions, and adjustments, based on the regular progress meeting, shall be submitted not later than four (4) working days after the monthly progress meeting.
3.3.5.3 Progress Meeting Contents
Update information, including Actual Start Dates, Actual Finish Dates, Remaining Durations, and Cost-to-Date shall be subject to the approval of the Contracting Officer. As a minimum, the Contractor shall address the following items on an activity by activity basis during each progress

April 17, 2017 meeting. The Contracting Officer's determination as to the number of allowable days of contract extension shall be based upon the project schedule updates in effect for the time period in question, and other factual information. Actual delays that are found to be caused by the
Contractor's own actions, which result in the extension of the schedule, will not be a cause for a time extension to the contract completion date.
3.3.6 Submission Requirements
3.3.6.1 Change Justification
The Contractor shall submit a justification for each request for a change in the Contract completion date of less than two (2) weeks based upon the most recent schedule update at the time of the NTP or constructive direction issued for the change. Such a request shall be in accordance with the requirements of other appropriate Contract Clauses and shall include, as a minimum:
a. A list of affected activities, with their associated project schedule activity number.
b. A brief explanation of the causes of the change.
c. An analysis of the overall impact of the changes proposed.
d. A sub-network of the affected area.
e. Activities impacted in each justification for change shall be identified by a unique activity code contained in the required data file.
3.3.6.2 Additional Submission Requirements
For requested time extension of over two (2) weeks, the Contracting
Officer may request an interim update with revised activities for a specific change request. The Contractor shall provide this disk within four (4) days of the Contracting Officer's request.
3.3.7 OWNERSHIP OF FLOAT
Float available in the schedule, at any time, shall not be considered for the exclusive use of either the Government or the Contractor.

2.3 DEFINITIONS:
2.3.1 Submittal
A submittal is a package of project information, samples, drawings, schedules, certificates, etc., submitted to the Contracting Officer for
Government review.
2.3.2 Deviation
A specific submittal where an item is identified as not agreeing with the contract requirements and the Contractor is requesting a substitution or change.
2.3.3 Approval/Disapproval
Specific judgments reserved to the Government concerning a submittal's compliance with the plans and specifications.
2.4 PURPOSE
Submittals are directed for the convenience of the Government in reviewing the Contractor's planned approach and compliance with the requirements of the contract. It is also a mechanism whereby the Contractor may propose deviations, color choices, shop drawings, etc., at an early point in the contract where changes in approach will have less impact on the materials

2.5 SUBMITTAL CLASSIFICATION
Submittals are classified as follows:
2.5.1 Government Approved (GA)
Governmental approval is required for extensions of design, critical materials, deviations, equipment whose compatibility with the entire system must be checked, and other items as designated by the Contracting
Officer.
2.5.2 Information Only (FIO)
All submittals not requiring Government approval will be for information only. They are not considered to be "shop drawings" within the terms of
1.3 SUBMITTAL paragraph referred to above.
2.6 APPROVED SUBMITTALS
The approval of submittals by the Contracting Officer shall not be construed as a complete check, but will indicate only that the general method of construction, materials, detailing and other information are satisfactory. Approval will not relieve the Contractor of the responsibility for any error which may exist, as the Contractor under the
CQC requirements of this contract, is responsible for the dimensions and design of adequate connections, details and satisfactory construction of all work. After submittals have been approved by the Contracting Officer, no resubmittal for the purpose of substituting materials or equipment will be given consideration unless accompanied by an explanation as to why a substitution is necessary.
2.7 DISAPPROVED SUBMITTALS
The Contractor shall make all corrections required by the Contracting
Officer and promptly furnish a corrected submittal in the form and number of copies as specified for the initial submittal. If the Contractor considers any correction indicated on the submittals to constitute a change to the contract, notice shall be given promptly in writing to the
Contracting Officer in accordance with the changes clause.
2.8 WITHHOLDING OF PAYMENT
Payment for materials incorporated in the work will not be made if required approvals have not been obtained.
PART 3 EXECUTION
3.1 GENERAL
Material submittals as required by Contract Clause 52.236-5, Material and
Workmanship, and shop drawings as required by Contract Clause 52.236-21, Specifications and Drawings for Construction, are listed on AF Form 66, Schedule of Material Submittals, attached to this specification section.
The Government may request submittals in addition to those listed when deemed necessary to adequately describe the work covered in the respective sections. Units of weights and measures used on all submittals shall be

April 17, 2017 the same used in the contract drawings. Each submittal shall be complete and in sufficient detail to allow ready determination of compliance with contract requirements. Prior to submittal, all items shall be checked and approved by the Contractor and each respective AF Form 3000 shall be signed and dated by the contractor certifying that the accompanying submittal complies with the contract requirements. Proposed deviations from the contract requirements shall be clearly identified. Submittals shall include items such as: Contractor's, manufacturer's, or fabricator's drawings; descriptive literature including catalog cuts, diagrams, operating charts or curves; test reports; test cylinders;
samples; O&M manuals including parts list; certifications; warranties and other such required submittals.
3.2 SCHEDULING
Contractor shall submit Shop Drawings and Material Submittals within fourteen (14) calendar days after date of receipt of notice to proceed.
Each submittal shall be scheduled and coordinated with the Progress
Schedule in order to obtain Government approval prior to the acquisition of the material or equipment covered by the submittal. Fourteen (14) calendar days, exclusive of any mailing time, shall be allowed for
Government review of submittals or resubmittals.
3.3 SUBMITTAL PROCEDURES
All submittals shall be accomplished on and in accordance with instructions pertaining to AF Form 3000, Material Approval Submittal, except as otherwise directed herein. These forms will be furnished to the Contractor. This form shall be properly completed by filling out all the heading blank spaces and identifying each item submitted. Special care will be exercised to ensure proper listing of the specification paragraph and/or sheet number of the contract drawings pertinent to the data submitted for each item.
