PERFORMANCE WORK STATEMENT (PWS)
FOR
Band Sound Components
JBSA 502 ABW/HC OL-A Gateway Chapel
BACKGROUND
The JBSA 502 ABW/HC OL-A Gateway Chapel located at 1850 Barnes Ave at Lackland AFB, has a band sound and electrical requirement. The existing band equipment no longer adequately supports the chapel services mission and requires a complete upgrade from analog to digital components. Installation shall include band sound, and lighting infrastructure reinforcement. All equipment listed on Table I is included in the term Equipment as used herein.
SCOPE OF WORK
The Contractor shall provide all management, tools, supplies, equipment, labor, materials and documentation required including final design and labor required for the engineering, installation
(to include electrical hookup as required), programming, and testing of this project. All equipment shall be brand new. The contractor shall deliver a turnkey product and perform a timely and effective system upgrade and include manufactures warranty in all parts and labor and users training at JBSA 502 ABW/HC OL-A Gateway Chapel – Lackland AFB, TX. The new system must be fully integrated with Government Furnished Equipment (GFE) provided which includes musical instruments and band hardware, floor monitors and a government standalone computer.
1.0 DESCRIPTION OF SERVICES.
1.1 The contractor will perform the following:
Integrate a full digital AV media system into the Gateway Chapel Large Sanctuary in Building
6300. Install two custom multimedia projection screens, 137" diagonal, which will be mounted on each side of the room. The projection screens will be mounted to the ceiling strategically where they can be viewed by all members of the audience, and controlled electrically through the central touch tablet control system. The image will be portrayed on the screens using two projectors, 6000 lumen Laser Projector, and mounted overhead utilizing two industry standard ceiling plates with a 500 pound weight capacity.
The government will provide an A/V control booth that will house the majority of the AV equipment. The contractor shall provide the necessary spacing adjustments to the booth and properly fit and house the equipment. The system will utilize a digital media presentation system for control, switching, and audio amplification. A seven inch touch screen will be mounted in the control booth to operate the projectors, screens, sound levels, and Blu-ray player. Spoken audio will be reinforced throughout the room utilizing two wireless microphones (handheld and lavaliere style). A/V control booth will also house a Blu-ray player, as well as a digital media presentation system and digital media 8G STP receiver and room controller.
Once components of requested system are assembled, the installers will system check all components to ensure proper operational ability and identify any potential areas of concern for the user’s general awareness.

1.2 General Requirements. Contractor shall provide to the program manager (PM) a binder and electronic copy of all operation manuals, design diagrams, list of all equipment (including manufacturer, model, serial number, and warranty information) and any other relevant or necessary documentation. A list of documentation (including but not limited to) electronic component guide(s) and manual(s).
1.3 Infrastructure Installation. The Contractor shall furnish and install all required infrastructure to support proper operation of A/V control booth, screens, speakers, and projector equipment. The Contractor shall coordinate with the Government PM prior to the infrastructure installation start date to determine that the site is ready for installation. The Contractor shall return to Government all existing infrastructure cabling, screens, sound systems, and projectors.
Prior to the infrastructure installation start date, a joint site inspection by the Contractor, Government Project Manager, and Contracting Officer will be held to verify project site status as being ready for installation and the successful completion of all tasks supporting this project.
1.4 System Installation. Before beginning the project work, the contractor will provide a detailed upgrade and configuration drawings, programming, and specifications to determine the extent of the work. The contractor will provide immediate notification of any change in installation and/or upgrade schedule to the contracting officer.
1.5 Storage. All equipment to be installed and equipment required to support the installation shall be stored in the offices of building 6300, Gateway Chapel during the installation period.
All storage areas shall be maintained in a neat, clean, and safe condition.
1.6 Safety. The contractor shall comply with all applicable Air Force Occupational Health and
Safety Standards, Regulations and local Lackland Air Force Base Safety Policies. The contractor is also required to comply with the American General Contractors' Safety Manual and the
Occupational Safety and Health Act. All Contractor/Subcontractor employees working under this contract shall comply with the Installation Traffic Regulations. The following safety specifications apply: 01-35-29 – Occupational Safety and Health; 01-35-30 – Safety, Health and
Emergency Response.
1.7 Site Work. All electrical work shall be done by a qualified and state licensed electrician. All electrical installation shall be in accordance with the current edition of NFPA 70 National
Electrical Code. Tag out and lock out procedures shall be followed for all electrical work under this project. If requested, the contractor shall provide drawings stamped by a professional electrical engineer to the Government and CPS Energy with any revised electrical distribution in one line diagram with service transformer, service panel board, and upgraded conductor and conduit sizes as required. The contractor shall provide any new feeder conductors and conduit to each service panel.
1.8 Facility Information and Period of Performance. The place of performance shall be at the
JBSA 502 ABW/HC OL-A Gateway Chapel – Lackland AFB, TX. Normal hours of operation are 07:30AM to 16:30PM, Monday through Friday, excluding federal holidays. The contract work must be completed within 90 calendar days from the date of award. Further, the Chapel
Sanctuary may only be in an "Inoperable Condition" for no longer than 6 consecutive Monday-
Saturday and must be operable on all Sundays for Worship. “Inoperable condition" means that the system has no substantial potential use consistent with the usual function and includes having
20 May 2016 Band Sound Components (SOW) Page 3 of 8 a missing or defective part that is necessary for normal operation. The period may be extended if the CO, end user, and/ or Government Technical Representative agrees.
1.9 Engineering. Contractor shall acquire, assemble, deliver and test all specified equipment and components to provide a fully functional system. All programming involving the new AMX control system or equivalent replacement must be coordinated with the end user during the design phase, and approved by the end user prior to final programming. These requirements must provide a minimum of two weeks prior to the commencement of any on premise work.
1.10 Project Site Determination. Contractors shall examine the site and determine for themselves the existing conditions and general character of the site. Claims for additional costs due to conditions that could have been verified by site investigation will not be permitted.
2.0 PROGRAM REQUIREMENTS:
2.1 Project Site Visit. The Contractor is highly encouraged to participate in an initial project site visit prior to award of the contract. This meeting will be held in Building 6300 on Joint Base
San Antonio, Lackland AFB. This meeting will include a site survey of the affected project site and the identification of all allied support requirements such as required electrical outlets and other facility alterations required to successfully support this effort.
2.2 Schedule. A Project schedule must be coordinated with the Contracting Officer and the PM to identify specific timelines for each phase of the project and provide an overall estimated completion date.
2.3 Project Plan and Status Reports. The contractor will provide a detailed upgrade and configuration Project Plan. The contractor will also hold weekly meetings with the Project
Manager and other appropriate Government reps. The weekly meetings will cover progress made each week, ensure timelines are met and discuss any issues that arise. The contractor will provide immediate notification of any change in installation and/or upgrade schedule to site project.
2.4 Project Management. The Contractor shall provide the PM and alternate(s) responsible for contract performance and continuity. The Contractor shall identify the Project Manager or alternate's range of authority to act for the Contractor relating to daily contract operation. The
PM will coordinate and direct all contractor resources for project success, and will be the primary project point of contact between the contractor and the Government PM.
2.5 Quality Control. The Contractor shall provide the Government a Quality Control Plan outlining staffing and procedures for self-inspecting the quality, timeliness, responsiveness, customer satisfaction, and other performance requirements in response to this SOW. The
Contractor will develop and implement a quality control system with the processes to assess and report its performance to the Contracting Officer and other affected Government parties.
2.6 ON-SITE Contractors Conduct and Responsibilities.
The Contractor shall conduct themselves in a professional, courteous manner, maintaining acceptable appearances and dress code.

- Contractors’ vehicle must clearly display commercial license tags and the vendors’ company name.
- Contractor’s personnel shall be clearly identified with distinctive company badges.
- Conduct themselves in a professional, courteous manner, maintaining acceptable appearances and dress code.
- Report in at the beginning of each day as well as check out and provide project status at the end of the day.
- Contractor shall be responsible for transportation to and from jobsite as required.
Building/area access will be provided to the Contractor by the Customer or an assigned point of contract.
- Contractor parking shall be near the job site or as designated by the Gateway Chapel.
- Maintain a clean and safe work environment. All unused materials, containers, tools and equipment will be removed and all trash debris will be removed at the end of each day from the site by appropriate means, unless otherwise approved by the program manager or 502d CONS
- Take all precautions to protect all floors, walls, windows and other surfaces from stains, marring or other damage and will be responsible for any necessary repairs.
- The contractor’s employees shall be restricted to those areas necessary to perform work under this contract as well as direct routes to and from work site. Contractor must provide required information in order to apply for and receive a base access pass.
3.0 GENERAL INFORMATION
3.1 Principal Features
The contractor shall perform all work in accordance with state and federal code, industrial, environmental, and OSHA standards. Work must be performed in a manner that limits as much as possible any disruptions to the normal day-to-day operations of Government personnel at or near the site.
Routine coordination meeting may be scheduled by Gateway Chapel and/or 502d CES representative(s) throughout the duration of this project. Coordination meetings may be held to discuss contract administration, contractor quality control, safety, phasing, scheduling, and other aspects relating to this project. The contractor or a qualified representative of the contractor shall be present at each of these meetings.
3.2 Work Hours and Special Conditions: Work Hours and Special Conditions: Work shall be done with the buildings occupied and the work areas unoccupied. Work hours shall be 7:30 a.m.
to 4:30 p.m., Monday through Friday, exclusive of Federal holidays. At the option of the government and with approval of the CO, work may be permitted on Federal holidays, weekends or after 4:30 p.m. daily at no additional cost to the government. The following legal holidays are observed:

3.3 Quality Assurance: All work is subject to inspection and test by the Government at all places and at all reasonable times ensure compliance with the terms of the contract.
Inspections and tests are for the sole benefit of the Government and do not:
- Relieve the Contractor of responsibility for providing adequate quality control measures.
- Relieve the Contractor of responsibility for damage to or loss of the material before acceptance.
- Constitute or imply acceptance; or affect the continuing rights of the Government after acceptance of the completed work
The presence or absence of a Government inspector does not relieve the Contractor from any contract requirement, nor is the inspector authorized to change any term or condition of the specification without the CO's written authorization.
3.4 Government Remedies. The contracting officer will follow the requirements of FAR
52.212-4, Contract Terms and Conditions for Commercial Items (May 2014), for contractor’s failure to correct nonconforming services.
3.5 Equipment Delivery. All equipment will be held by the contractor and delivered at the start of the installation. Contractor shall provide itemized list of all equipment with make, model and serial number.
3.6 Commercial Warranty. The Contractor agrees that the supplies/equipment or services furnished under this contract shall be covered by the most favorable commercial warranties. The printed terms and conditions of such warranties will be provided to the Government with the delivery of any supplies/equipment or services covered.
3.7 Warranty. A one-year parts and labor warranty will be in effect for the contractor’s work on this project. This warranty period begins the day the Government accepts the project.
4.0 INSPECTION AND ACCEPTANCE. Inspection and acceptance will be at the project site by the Contracting Officer or his authorized representatives.
4.1 PRE-FINAL AND FINAL INSPECTION
4.2 Pre-Final Inspection: The Contracting Officer and PM or technical representatives shall conduct a pre-final inspection when the project is substantially completed prior to a final inspection of the facility.
The Contractor shall formally notify the Contracting Officer and PM in writing when the entire project has been inspected and ready for the Government’s pre-final inspection. With this notification, the Contractor shall prepare and submit a list of items that must be corrected or completed.

Upon completion of the pre-final inspection, the PM will transmit a punch list report to the
Contractor listing discrepancies requiring correction or completion and establishing a date for the final inspection. The Contractor has ten (10) days to complete the punch list and final inspection.
The contractor shall provide three (3) days notification for the final inspection.
4.3 Final Inspection: When all pre-final inspection discrepancies have been corrected, the CO will conduct the final inspection with the PM, Government representatives, the Contractor, and any needed subcontractors to determine whether the project can be finally accepted upon written notice from the Contractor that the punch list items are complete.
4.4 Re-inspection: if, upon the final re-inspection, it is found that punch list items are not sufficiently completed that the project cannot be finally accepted, the Contractor may be responsible for the Government costs for the additional technical services for preparation of a new punch list and any subsequent re-inspection prior to final acceptance. The Government cost for additional services may be charged to the Contractor through an appropriate change order at the rate of actual costs of the inspection team. Upon written notice from the Contractor that the re-inspection punch list items are complete, the Contracting Officer will conduct the final inspection to verify that the discrepancies have been completed and determine whether the project can be finally accepted.
5.0 GOVERNMENT ACCEPTANCE. In accordance with (IAW) the terms of the contract, Government shall accept, as promptly as practicable after completion and inspection, all work required by the contract. Acceptance shall be final and conclusive except for latent defects, fraud, gross mistakes amounting to fraud, or the Government’s rights under any warranty or guarantee.
