**NOTICE: Solicitation response date has been extended from – 2 September 2014, 10:00 AM CST to 3 September 2014, 3:00 PM CST
QUESTION 1: Has a contractor performed similar work to this for the Government in the past?
ANSWER: Yes, there is currently a contractor performing this work at Lackland and Randolph.
QUESTION 2: If available, please provide the incumbent contract number.
ANSWER: The current contract number is FA3047-13-D-0015 and this is public information.
QUESTION 3: If you are unable to provide a contract number, is it safe to assume this is a new requirement for the Government.
ANSWER: This is not a new requirement, see Question 2.
QUESTION 4: Could you please explain the contingency you anticipate where 1,665,825 laundered items would have to be held and stored at Contractor’s facility?
ANSWER: Reference Attachment 2-Addendum to FAR 52.212-1 Instructions to Offerors, Section 2. Quotation Preparation Instructions, Paragraph D. Specific Instructions, Subfactor (a) Plan of Action: “Of particular interest in this Plan of Action is the offeror’s approach to storing as many as 1,665,825 laundered items at the Contractor’s facility while awaiting return delivery to the Laundry Pick-Up and Delivery Service Point on Joint Base San Antonio (JBSA), Lackland AFB and Randolph AFB.
This is an anticipated workload amount over the entire one year period as a cumulative total of 1,665,825 articles and not to be held at the contractor’s facility all at one time. There is a two-day turnaround time which means the workload estimate of articles stored at the contractor’s facility at one time is estimated between 15,000 to 20,000 articles.
QUESTION 5: Attachment 2 Part 1 Technical Acceptability; refers to storing 1,665,825 pieces while awaiting delivery. This quantity is the estimate for all items over the entire year. A 2-day turn around is specified in the Solicitation. Would the actual quantity that could be stored at the contractor’s facility while awaiting delivery be in the range of 15,000 to 40,000 pieces?
ANSWER: Refer to the answer to Question 4 above.
QUESTION 6: The item Twin Bedspreads lists the cleaning codes as “individual”. Would the cleaning codes be the same as Double Bedspreads (WFWP Individual)
ANSWER: Yes, Appendix 3 Workload and Finishing Codes, JBSA Lackland Workload, Twin Bedspreads are labeled as Individual Cleaning Codes and should be W, D, F, WP.
QUESTION 7: The solicitation shows an "Ensemble, chemical" for an estimated piece count of 60,000. The ensemble is composed of separate items: hood, top, trouser, gloves (pair) and overboots (pair).
Does that 60,000 represent these items coming in piecemeal, or represent an estimated 60,000 complete ensembles (7 pieces) coming in?
ANSWER: In accordance with Appendix 3 Workload and Finishing Codes and for the purpose of this contract, the "Ensemble, Chemical" consists of two pieces; top and bottom (trouser). There are 60,000 complete ensembles listed in the Performanc Work Statement (PWS) for Lackland and 1,000 listed for pick up at Randolph. The gloves are listed as a separate item: 3,000 pairs for Lackland and 1,000 pairs for Randolph. The other two items that make up the Chemical Ensemble (hood and over boots) aren't a part of this requirement.
