Pre-Bid Questions and Answers

FA301022R0014 – Remove Rubber from Airfield and Centerline

1. Is the offeror to assume based on Section L, there is no requirement for a technical write-up or project schedule with this proposal?

A: No technical write-up required with proposal. A schedule will be required after award is made.

2. With regard to paint and paint removal there at Keesler, we generally interpret the SOW as follows:

Other than the specific directives/limitations to work on the runway centerline (light removal/re-paint), contractor will re-paint (paint over paint) 100% of markings on the airfield, including runway, taxiway and apron. With regards to the process of paint removal, it is expected that contractor will remove and re-paint approximately 10% of of the above total markings that are chipping/deteriorating as directed or specifically noted by airfield/project manager in the SOW.

Is this a reasonable understanding of the SOW?

A: No. The SOW states that the Pavement markings at airfield as needed where pavement markings show wear, i.e., where existing paint is chipped, pitted, and/or faded.

Contractor must assume to remove and replace 10% of existing pavement markings at taxiways and aprons for bidding purposes.

The 10% number is only for existing pavement markings at taxiways and aprons for bidding purposes.

3. The scope is clear on the disposal of solid wastes. Can the used water be dumped onto the ground or will it be required to remove off base?

A: The cleaning water needs to be disposed at a permitted site. The contractor needs to contact MSDEQ Solid Waste Division to find out the locations of disposal sites.
