Questions & Answers - Replace Cooling Tower Bldg 1002 Stennis Hall

1Q) Is this project tax exempt?

1A) The federal government is, by law, exempt from paying state and local taxes. However, this exemption does not apply to organizations with federal government contracts. Contractors must be aware of the tax laws specific to the states they operate in, and any localities that impose taxes as well.

2Q) If tax exempt, will the government issue a tax-exempt certificate for GC, subs and vendors to use?

2A) See 1A.

3Q) Is GC required to have a full time Superintendent Onsite at all times throughout the entire Construction phase?

3A) YES, IAW the SOW para 3.6 and FAR clause 52.236-6 the Superintendent shall be on-site at all times when work is in progress

4Q) If yes to the above, can the Superintendent be shared across another project or are they to be dedicated to this project and this project only?

4A) See 3A.

5Q) Is the use of Victaulic fittings/couplings acceptable?

5A) Per piping specification, NO.

6Q) Does it make sense to reuse existing control valves, remove actuators, then repurpose these valves as manual valves?

6A) KTR is to remove actuators from existing butterfly valves, and install ratcheted hand levers for manual actuation only. KTR may procure valves as new at his own expense. KTR shall submit procurement spec for approval. If butterfly valves cannot be re-used, as directed, KTR shall submit condition report.

7Q) Does it make sense to reuse the Cooling Tower bronze gate valves acting as the drain valves as specified?

7A) KTR is to reuse the existing bronze drain valves. KTR may procure as new at his own expense. KTR shall submit procurement spec for approval. If drain valves cannot be re-used, as directed, KTR shall submit condition report.

8Q) Same as before, does it make sense to reuse the ball valve on the Cooling Tower make up line. A 2" ball valve is very inexpensive and will ensure isolation when needed.

8A) KTR is to reuse the existing copper ball valves on make-up lines. KTR may procure as new at his own

expense. KTR shall submit procurement spec for approval. If make-up water valves cannot be re-used, as directed, KTR shall submit condition report.

9Q) Is an in-service test acceptable in lieu of a hydro test?

9A) NO. CHW, CWS and CWR hydro-testing is required per SPEC & SOW.

10Q) Detail 3 on M1.0 indicates three new butterfly valves are needed. Would two valves serve the purpose?

One to isolate the existing chiller CWS line, the other to isolate the tee outlet once it's time to transition back to the plant system. We don't know where the additional valve would go.

10A) A total of (4) new butterfly valves are required. Per DWG sheet M2.0, DET 1 Two existing CWS valves are being retained for manual CWS isolation at base of each of two CT cells. Per DWG sheet M2.0, DET 2 Four existing 8" CWR valves are being retained for manual CWR isolation, two valves at top of each of two CT cells.

Two new 8" CWR valves are required. One new 8" CWR valve for manual isolation of CWR piping at each of two CT cells. Per DWG sheet M1.0, DET 3 One new 10" CHW valve for manual isolation at EVAP CHW piping at Chiller #2 One new 10" CHW valve for manual isolation at NEW TEMP connection tap & flanges at Chiller #2

11Q) What is the tonnage of the existing water-cooled chillers?

11A) Each chiller is 315TONs. CHW flow rate at each EVAP is 540GPM. CW flow rate at each COND is

945GPM.

12Q) How much should the tower ladders be extended below the bottom of the tower to accommodate for the height of the raised structure?

12A) KTR will be required to measure, template the height of CT fan motor/cell access platforms to the height of loading dock pavement (at EAST cell) and also the height of grade elevation within tower enclosure (at WEST cell). These ladder lengths will be different. Please note that, based upon design shown in DWGS, two ladders are required at each cell. One set of ladder from platform down to grade, one similar set of ladders from platform to top of tower cell. Vectrus has measured the height of concrete pier above the loading dock curb height at approximately 79" which will aid somewhat for a lower ladder length for EAST CT cell. Vectrus has not measured a similar height of concrete pier above grade opposite WEST CT cell.

13Q) The tower specification calls for makeup water float valves with adjustable arms and piston valves with replaceable seats, which indicates a manual float operated makeup water valve. However, the specification also calls for electronic type water level control. Which is required?

13A) YES, CT spec pp3 "COLD WATER BASIN EQUIPMENT" describes mechanical sump water level control equipment. But, ends with a statement that electronic water level control is required. CT sump make-up water shall be controlled by a mechanical float operated valve. No monitoring of CT sump water level is required. No sump water level indication or HI-LO alarm.

14Q) Is an internal walkway between the access doors on the cooling tower required? If so, does it need to be stainless steel or galvanized steel?

14A) The cooling tower cells are to be fabricated fully of stainless steel per CT spec.

15A) Temp chiller lines will have to be ran through doors. How are contractors to accomplish this and what is the expectation?

15Q) KTR has options on how to rout temporary chiller hoses. The mechanical room natural intake louver or the mechanical room wall, itself, to the parking lot area described. Also, temporary chiller hoses could rout out mechanical room south door, down hallway east to loading dock overhead door, outside, then over the wall to parking lot area described. B1101 security will have to approve any temporary access for CHW hoses made through a door. A secure means of door penetration/closure will be required. B1101 & Vectrus will review the required report (see AF66 document) due to project at NTP + 30days.

16Q) Please confirm no heat trace is needed.

16A) No strip/trace heaters will be required on CWS piping from each CT cell.

17Q) If needed, please provide specifications, electrical connection details, etc.

17A) Vectrus will review any specific request for any given electrical connection from contractor. All electrical connections shall be made in accordance with the NEC and UFC guidelines.

18Q) Is fiberglass insulation acceptable in lieu of Arma Flex and Foam Glass? Foam Glass is several times more expensive compared to fiberglass and has very similar thermal properties. Arma Flex is also the same.

18A) The CHW pipe insulation used must be per ASTM C552, Gr6 ... as noted in piping spec. The CFW pipe insulation used must be per ASTM C534 Type1, Tubular Gr 1 ... as noted in piping spec. An aluminum jacketing is required with each.

19Q) Does the government expect that only JCI Metasys controls will be provided for this project?

19A) JCI is the only controls subcontractor that has the licensed software required to modify METASYS BASs.

Further JCI is the only factory authorized, certified controls contractor for work on METASYS BASs.

However, GOVT will consider other controls subcontractors if such subcontractor can provide factory authorization, certification and licensed software needed to work METASYS BASs.

20Q) The pipe spec calls for 4"-12" seamless and galvanized pipe. Per our pipe supplier, seamless 8" pipe and galvanized pipe is something they haven't quoted in over 10 years. Please confirm the pipe spec needs to be seamless and galvanized. Both processes will exponentially increase the pipe cost and the failure point in a condenser water system is never pipe erosion.

20A) CHW and CW piping is to be per ASTM A53 GrA, black-steel pipe, Type S seamless, hot-dipped galvanized ... as noted in the pipe spec. KTR may use alternative ASTM A53 GrA, black-steel pipe, Type E electric resistance welded, hot-dipped galvanized. KTR may NOT use alternative ASTM A53 GrA, black-steel pipe, Type F furnace butt-welded, hot-dipped galvanized.

21Q) Instead of trenching under the wall for the temp chiller electrical connections, is it acceptable to core drill through the wall?

21A) In any area that is accessed by the general public, ELEC cables must be protected with SCH40 PVC. The routing of the conductors shall not be installed in a manner that causes a tripping hazard. KTR may opt to route cables over the wall, across the roof, and down to ground level. KTR should use halved sections of PVC conduit to prohibit cables from chaffing on any corner. YES, trenching TEMP CHILLER cables is an option to KTR.

YES, KTR may opt to core drill through the loading dock isolation wall to route temporary chiller conduit /cabling to pass. KTR shall present details for install of penetration sleeve/s in the wall to pass PVC conduit /cable. KTR shall present details for patching the wall upon removal of PVC conduit/cable.

22Q) Does the government anticipate overtime work will be required for any portion of this project?

22A) YES, during CHW piping work at CHILLER 2. The existing CHW plant will be operating on only on

CHILLER 1. B1002 will likely desire this work to be accomplished after hours, or over a weekend. This work may involve CHW isolation of B1002 AHUs and selected non-critical CRAC data center units. B1002 AC capacity will be at 50% ... ( 315TON of 630TON ) B1002 LOAD vs CAPACITY will be at approx. 66% ... ( 315TON of 477TON ) B1002 LOAD = 230TON CRAC + 247TON AHU = 477 TON As necessary, CRAC LOAD can be aligned for priority cooling ... Other AHU LOAD can be isolated, shut-down. This can be evaluated by VECTURS, B1002 reps and KTR.

23Q) If so, please advise when and what trades.

23A) As applicable to above response to question # 22.

24Q) Will the facility provide a spot for a Superintendent to set up a small office or should contractors provide a temp trailer (will add expense and take up real estate)?

24A) A small trailer could be set up across from tower South side of building. Can coordinate space

25Q) Are Prime Contractor supplied as-builts to be in red-line (handwritten) format or via Auto CAD?

25A) Auto CAD/PDF

26Q) The SF1442 states the period of performance as 90 calendar days after award but the submittal register notes several items after Notice to Proceed. Will contracting consider revising duration to 90 calendar days after Notice to Proceed to allow for approval of equipment submittals and lead time?

26A) Period of performance will be 90 days after notice to proceed

27Q) Please confirm proposals may be submitted in electronic format only as suggested in Section L, item C of the solicitation.

28Q) If submitting proposal electronically, are contractors required to mail original copy of bid bond? Or will scanned copy with electronic submission suffice?

28A) Scanned copy is acceptable as long as the seal is visible

29Q) Will a tax-exempt certificate be provided for this project?

29A) See 1A

30Q) Aside from the hydrostatic and manufacture operation testing, will TAB be required on any new or existing systems?

30A) During temporary chiller op-test, CHW flow rate & chiller capacity must be reported. Low CHW flow & temporary chiller capacity may require a CHW booster pump to install with temporary chiller to overcome CHW piping losses at temporary chiller evaporators & thru length of temporary CHW hoses. Any booster pump must be balanced into the existing CHW system. During start-up & op-testing of CHW plant & Cooling Tower, CHW flow rate & existing chiller capacity will again be confirmed, satisfactory. Cooling tower & CW system flow rate & capacity must be reported & confirmed, satisfactory.

31Q) Is the contractor required to provide any chemical treatment?

31A) Both the CHW and CW systems have existing chemical treatment systems. Chemical treatments systems are discussed in CT spec, pp4, Water Treatment Systems. KTR will have no responsibility for re-start & op-testing of CW system chemical treatment. Vectrus will insure this is accomplished.

32Q) The SOW Page 3 of 20 "Introduction" requires contractor to confirm existing CHW flow rate and load to determine size of temp chiller. For bidding purposes, can the data of the existing system be provided now to accurately price temp equipment?

32A) Each chiller is 315TONs. CHW flow rate at each EVAP is 540GPM. See answer to question # 33.

33Q) If existing CHW flow rate and load is not available, what size temp chiller should be estimated for bidding purposes?

33A) Each chiller is 315TONs. B1002 max cooling load is approx. 477TONs. CHW flow rate at each EVAP is 540GPM, totaling 1080GPM. Two primary CHW pumps are in service rated at 540GPM & 32'TDH with 7.5HP motor One secondary CHW pump is in service rated at 1080GPM & 60'TDH with 25HP motor Suggested basis design for TEMP CHILLER was a TRANE RTAC500 with 50hp attached CHW pump. The ELEC connections & protections given in DWG are based upon this 500TON chiller. The temporary chiller evaporator/s has estimated evap PD @ 20'HD. Final size/length of temporary CHW hose is NOT known. The temporary chiller has evaporator/s connections of 6"IPS. Selected hose size may vary. Temp chiller hose connection is not same as new CHILLER 2 temp service valved outlet flanges.

34Q) Please confirm base utilities will accommodate and may be used to power temp chiller.

34A) The existing 2500 KVA utility XFRMR is capable of powering the temp chiller, as added load.

35Q) Please confirm all service from Vectrus CM are contracted by USAF

35A) 81 CONS is contract administration; VECTRUS will perform Construction Mgt. All approval MUST go through 81 CONS

36Q) Existing Marley tower and new basis of design model were selected based on 2,100 gpm. Please confirm 1,890 gpm is design flow rate.

36A) YES, CW flow rate at each COND is 945GPM, totaling 1890GPM. Two CW pumps are rated at 945gpm, 68'TDH with 25hp motors.

37Q) Are Danfoss VFDs approved equals to basis of design Yaskawa Z1000?

37A) No

38Q) Cooling tower described in specification as counter-flow type but existing tower and basis of design tower are cross-flow type.

38A) Agree... Cooling tower specified as basis for this design is a set of SPX-Marley cross-flow tower cells, not a counter-flow tower. This error is noted within CT spec a total of 4 times. On pp2, CT design & performance at two places and CT materials in one place. On pp3, Drift Eliminators in a single place.

39Q) Fill thickness not specified - existing tower includes 15mil PVC fill. Please confirm if required.

39A) YES, per CT spec. PVC Fill is noted several times throughout CT spec, however the thickness of the fill is never stated. A 12mil PVC fill thickness will be acceptable for these CT cells.

40Q) Equalizer lines or flumes not specified - please confirm if required

40A) Equalizer lines shall be installed between CT cell sumps, with isolation valve/s necessary to uncouple these equalizer lines, as needed.

41Q) Electronic water level control specified without alarms or cutoff points. Please advise which are required (High alarm, Low alarm, Makeup, High cut off, Low cut off)

41A) Electronic water level control will NOT be required.

42Q) Vibration isolation/Elastomeric pads not specified. Please advise if required.

42A) NO vibration isolation or elastomeric pads will be necessary.

43Q) Reference - Plan page E1.0 Note E. Information Requested - Would it be possible to obtain the nameplate information on the existing Square D panel where the (2) new 60AMP breaker will be placed to feed the 2-new 25HP cooling tower VFDs?

43A) The Nameplate information: NEHB -42441-2; Series E1; 480Y/277 V.A.C MAX. 30 4W; 225 Amp Max

44Q) Is an internal walkway between the access doors on the cooling tower required? If so, does it need to be stainless steel or galvanized steel?

44A) Yes, an access walkway above the CT cell basin between access doors would be desired. The cooling tower cells (and the maintenance walkway) are to be fabricated fully of stainless steel per CT spec.
