Questions and Answers for FA301020R0012 Resurface Triangle Running Track, Keesler AFB, MS
1. Please clarify if a bid bond is required with bid submission and if yes, is 5% the proper bid bond percentage required?
A: Yes, a bid bond is required. Per the provision 52.228-1 in the solicitation, "the amount of the guarantee shall be 20 percent of the bid price or $3,000,000.00, whichever is less."
2. Can the Government provide any information on the existing rubberized running track surface with regards to manufacturer and material specifications to assist in the estimating of demolition?
A: Existing track surface consists of 10mm Mondo Super-X surfacing material. Material specifications have been supplied with this package (Attachment 10).
3. If we are submitting an as equal surfacing product for this project can that submission be included with final bid submission or does that need to be submitted and approved prior to the bid submission date of March 20, 2020?
A: The Government will not evaluate a proposed surfacing product prior to or at the time of bid submission. The succuessful offeror will provide a material submittal after award.
4. After inspecting the existing track surfaces there is a concern that during the process of removing the surface materials there is a risk of unknown damage occurring with regards to the underlying asphalt and sub base. Due to the apparent age of the asphalt and the apparent adhesion of the existing surface material it is impossible to predict the amount of damage that could result from the demolition process. Would the Government consider a line item in the bid for underlying asphalt repairs on a per square yard basis as needed and as approved by the owner prior to commencement or should we make these assumptions in our lump sum bid?
A: Contractor should not damage existing asphalt and subbase during surface material removal.
5. Are we to assume the integrity of the asphalt will allow for the surface to be removed?
A: Yes.
6. Have any areas of the track been tested for removal or are there any areas where removal has been accomplished?
A: No areas of the track have been tested for removal, and there are no areas where removal has been accomplished.
