Site Visit Questions for Arnold Hall, Keesler AFB: Solicitation Number: F301019RA007
1. The Index in the Specifications references Supplemental Data: 10 22 26 Operable Partitions and Bottle Filling Station, but those items seem to be missing from the specifications. Can we get those sections?
Answer: Refer to the addenda items. Information has been provided for both within the addenda. The information for the EDF Bottle Filler supersedes information listed in the drawings and Scope of Work.
2. Is there a way to isolate the water supply to the areas where plumbing fixtures and drinking fountains have to be removed so that water does not have to be shut down to the entire building?
Answer: Unknown. Assume valves will need to be installed prior to shutting off water. Note: water in the Blood Bank (the No Work Area) is required to remain on throughout the project.
3. Will the areas being demoed be completely vacated during the phases? Example: During Phase I will that entire area be vacant, etc.?
Answer: Yes. The contractor will need to provide Contracting Officer and Project Manager a minimum notice, TBD, prior to completing phased work to allow time for employees to be relocated.
4. Drawing A1.0 shows a Bottle Filling Station/EDF in the “No Work Area.” Will that be removed from the scope?
Answer: If the EDF in question is adjacent to Mech D14, that area is not within the ‘No Work Area’ and the bottle filler is to be added. Note that there are to be two EDFs, one handicap accessible bottle filler, and one EDF for standing persons. (Reference addenda items)
5. Also, on Drawing A1.0, the Moveable Partition Screen shown to be installed in the new classrooms (E01) is very close to a column that has a Comm Wall Jack and a Thermostat that will interfere with and/or be obscured by the partition. Will these need to be relocated to another side of the column?
Answer: Yes
6. Are there any fire alarm requirements on this project?
Answer: The fire alarm is to meet code, and may require some adjustment.
7. Will the contractor be responsible to bring the fire alarm up to current codes?
8. Walking through I noticed there were at least three different lamp configurations in the existing fixtures: Are you going to be able to identify the fixtures to be changed directly after award to assure an accurate fixture purchase?
Answer: Yes, following the notice to proceed an on-site meeting can be held to identify the light fixtures to be changed out.
9. Will you give an approved description w/lamp type of the fixture or equal we are to supply?
Answer: Provide 2x4 LED recessed troffer, model no. 2 GTL, 72L, max. 10 ft. center by Lithonia Lighting or equal.
10. Are there any requirements for adding egress lighting?
Answer: All egress lighting shall meet code.
11. Are we to assume the lights being demoed completely will be replace with same type fixture and is in the 25% to be replaced?
Answer: Refer to item 9 above.
12. Will the requirement for permanent fixture tie up to structure be required in areas other than where ceiling grid is being totally replaced?
13. What size dry type transformer is required for the new power panel?
Answer: Transformer requirement to be removed via Addendum
14. What size is the new power panel (amperage, spaces, circuit breakers)?
Answer: Panel requirement to be removed via Addendum
15. What is the location for the new transformer and panel?
Answer: Transformer and Panel to be removed via Addendum
16. Demo Floor Plan D1.0 – Break Room B07 – Existing base cabinet contains a sink. Is this sink to be removed/reinstalled? Is this sink to be replaced with new similar sink & trim?
Answer: Reinstalled with new sink. Refer to the Scope of Work for information.
17. Demo Floor Plan D1.0 – Lounge E03 – Existing base cabinet contains two (1) sinks. Are these sinks to be removed/reinstalled? Are these sinks to be replaced with new similar sinks & trim?
Answer: Reinstalled with new sink. Refer to the Scope of Work for information.
18. Demo Floor Plan D1.0 – Shower Room A20 / Male Toilet Room B12 / Female Shower Room B14. Is there any work associated with the existing showers?
Answer: No work in Shower Room A20. In Rooms B12 and B14 remove existing ceramic tile and provide new.
Ensure shower walls and floor properly waterproofed.
19. Demo Floor Plan D1.0 – Storage E07 – There is an existing lavatory in the NE corner. Is there any work associated with this existing lavatory?
Answer: No.
20. Who is responsible for removing existing furniture and file cabinets for the “Renovate Arnold Hall” Project at Keesler AFB. If the contractor is responsible for the removal of furniture/file cabinets, is it to be thrown away or salvaged?
Answer: The contractor is responsible for disassembling and relocating to base supplied storage.
21. I don’t see information regarding Square footage and type of material to be removed.
Answer: Refer to the drawings for dimensions and square footage.
22. What size dry type transformer is required for the new power panel?
Answer: See items 13. 14 and 15 above.
23. What size is the new power panel (amperage, spaces, circuit breakers)?
Answer: See items 13. 14 and 15 above.
24. What is the location for the new transformer and panel?
Answer: See items 13. 14 and 15 above.
25. Are there any requirements for fire alarm?
Answer: see #6
26. Is the existing fire alarm and sprinkler system installed based on current NFPA codes and if not will we be required to modify the systems to meet current NFPA codes as part of this remodel upgrade?
Answer: Yes
27. The specifications 01 00 00 mentions various standards such as base standards. Will copies be provided?
Answer: Yes, if requested.
28. Is fencing required around laydown site? In one area para 1.7 c it is required. Then in 8.1 says not required.
Answer: Yes, provide fencing around perimeter of laydown area.
29. Per 1.9 A - Will we get copy of KAFB Asbestos Operations and Management Plan?
Answer: Yes, if requested.
30. Paragraph 1.9 B it says if we find asbestos we need to stop but then in paragraph 12.1 it says “take appropriate abatement action”. Which is accurate?
Answer: Contractor is to stop work and inform contracting officer immediately upon discovery.
31. Has an abatement survey been completed by the USAF for this project? If so, can we get a copy of it?
Answer: Yes an asbestos survey has been performed and yes a copy can be furnished.
32. Paragraph 1.7 E - Jobsites and lay down/staging areas shall be enclosed with a 6’ chain link fence with brown fabric screening. Materials and equipment may be stored inside storage units. Items stored in the lay down area shall be arranged neatly.
Answer: Do not understand, not a question.
33. 2.1 Building Occupancy - When will it be known if building will be occupied?
Answer: The building will be partially occupied. Phased work areas will be vacated prior to performing work.
34. 3.2 Will groups of rooms for phasing be determined prior to proposal being due? Phasing will effect price.
Answer: Refer to the drawings for phasing
35. Per schedule requirements a computerized critical path activity schedule is required. What program does Keesler use? Is P6 acceptable?
Answer: Reference Specs – Sec 01 33 10 Project Schedule, Part 3 Execution, paragraph 3.3 Project Schedule, item 1a: Provide schedule in the Precedence Diagram Method (PDM)
36. In section 01 30 00 para 1.2 refers to a horizonal bar chart. Is this also referring to the critical path schedule per section 01 33 10 or is a separate schedule format needed to meet the 01 30 00 requirements?
Answer: Reference Specs Sec 01 33 10 – Project Schedule, 3.3(A) Project Schedule; 1.a. Use of the Critical Path Method – CPM shall be used to generate the Project Schedule. The Contractor shall provide the Project Schedule in the Precedence Diagram Method (PDM); Reference Specs Sec 01 30 00 – Construction Schedule. (A) Provide projected construction schedules for entire work, etc. (B.1-5) Prepare in form of horizontal bar chart, etc.
37. If a teaming arrangement is contemplated, it states offerors shall provide complete information as to the arrangement, including any relevant and recent past/present performance information on previous teaming arrangements with same partner. If this is a first time joint effort, each party to the arrangement must provide a list of past and present relevant contracts to be evaluated. Are we still limited to 3 projects total, or does each teaming partner provide 3 projects? Does each provide a list of reference with their 3 projects listed?
Answer: If this is a first time joint effort, each party to the arrangement must provide a list up to 3 references each
38. If not teaming partner – do we need a letter of commitment from a key subcontractor if we plan to use their past performance as reference?
Answer: Letter of commitment is not required
39. If we use key personnel past performance – can we use CPARs or prior PPQs for those projects from previous employers if available?
Answer: CPARS can be used. PPQs should be provided to 81 CONS from the reference
40. How is this proposal required to be submitted electronic via email or hardcopy? If hard copy what address is it to be sent to?
Answer: Proposals can be emailed to 81CONS.LGCB.Construction@us.af.mil or a hard copy can be provided to 2d Lt Conor O’Hara, 310 M Street Bldg 4605, Keesler AFB MS 39534
41. If proposal is sent via email – does the Contracting Officer require the original bid bond to be delivered by the proposal due date and time?
Answer: The original bid bond must be received by the proposal due date and time
42. Can Superintendent serve as the QCM and SSHO?
43. Can the recent and relevant past performance projects provided within the proposal be below or above the estimated construction magnitude of $500K-$1M?
Answer: Relevant performance includes present/past performance effort involving similar scope, magnitude of effort and complexities of this solicitation.
44. Can we use CPARs if available in lieu of the PPQ Attachment 5 form?
Answer: Reference List (Attachment 5) should be used indicating the references are available on CPARS
45. Are individual project cutsheets required even though Attachment 4, Reference List is being requested and completed as part of the proposal?
Answer: No
46. Are limited to a number of pages for this proposal for Part I or Part II?
Answer: No
47. Is there a minimum Font size or type required?
Answer: No
48. Drawing D1.0, note 8 says to “remove existing lavatories, toilets, urinals, toilet partitions and/or privacy screen. Pep for new.”

b. If new toilet fixtures and partitions, can specs and schedules be provided?

c. If it’s not new toilet fixtures and partitions, is there a place onsite that we can store the existing to reuse, or will the contractor need to provide storage?
Answer: Contractor will need to provide storage.

49. Drawing D1.0, note 27 says that the existing electrical service for the drink refrigerator/coolers/freezer is to be relocated. What about any plumbing (water/drain) connection?
Answer: Reference SOW – Patch concrete slab and redirect water drain and supply for new Bottle Filler Water Cooler (EDF) as needed. (Refer to the addenda items – the bottle filler specifications have been updated to also include a EDF for standing persons). 50. Drawing D1.0, note 11 directs the contractor to disassemble existing furniture in two cubicles and to store it in government provided storage. Whose responsibility will it be to put back and reassemble the furniture, the Government or the Contractor?
Answer: Contractor. Reference Specs – Sec 01 73 20 Selective Demolition
51. Drawing A1.0, General renovation note 6, shows new solid core wood doors – can a wood door spec be provided?
Answer: Reference SOW page 4 of 21 – New solid core wood doors and hollow metal frames to match existing.
Hardware and finishes to match existing; Reference Sec 08 71 00 Door Hardware.
52. Is there a door hardware allowance? If not, can hardware sets be provided?
Answer: Reference Sec 08 71 00 Door Hardware
