Questions and Answers for FA301019SRA006 Firing Range Sound Baffles, Keesler AFB, MS
1. The statement of work requires removing existing Sound Board Baffles and replacing them with plywood fascia. Is this all the Sound Boards or only the ones that are damaged? Is this any damage or only the ones that are structurally unable to support the new Sound Panels?
A. See Question 8.
2. Do the Sound Boards have to be attached under the existing speakers and lighting or can they be installed up to the speakers and lights without removing them?
A. Where necessary, sound board can be installed up to and around lights and speakers. Sound board on the vertical closures is NIC per the SOW.
3. Will lead testing and lead abatement be required?
A. Contractor shall collect all debris off the floor and wipe down the floor prior to start of demolition to abate lead dust. Appropriate PPE shall be worn at all times. PPE (gloves, masks, etc.), wipes, and debris shall be deposited in appropriate containers and delivered to an environmental staging area on base for disposal. Old sound baffles, wood, and sound blankets can be discarded in a regular dumpster.
4. Can mechanical fasteners as well as adhesive be used to attach the Sound Boards?
A. The contractor shall use the manufacturer's recommended method of installing this material.
Sound Boards should not be installed on the ceiling without mechanical fasteners for safety reasons.
5. How will you verify that the installation meets the minimum Reverb Time (RT60) of 1.5s or less?
Will an engineering analysis be acceptable? Will verification with the contractor's sound meter be acceptable?
A. Verification by sound meter using documented processes will be necessary.
6. Please note that "Troy Board" and "Troy Wool" are proprietary materials. Equivalent materials that meet the specifications are available from other well know manufacturers.
A. Systems meeting the specifications will be accepted as equals.
7. Please confirm, based on the Amendment 2 SOW, are the Charcoal PEPP baffles still to be installed? If yes, please provide the quantity required.
A. No
8. Has an exact standard of replacement for existing troy board been established regarding when a piece needs to be replaced (1 bullet hole vs 5 bullet holes)?
A. Quantities are established in the SOW. Should those quantities not be sufficient to replace all damaged boards, the worst boards as determined by the STM and Contractor shall be changed first.
9. Please provide at exactly what point, moving away from the firing line, toward the projectile pit, you would like the replacement of troy board to begin or provide a square footage that we can work from?
A. See SOW for quantities and question 8 for determination of replacement.
10. Project has 90 days for completion but SOW states range can only be shut down for 3 weeks.
Please clarify?
A. 90 days includes lead time for materials and contractor mobilization. 3 weeks is for the actual install which will require the closure of the range.

11. Will there be more than one 3 week shutdown period during the 90 days or will the entire project need to be completed in one 3 week period of range shut down?
A. Shut down for installation shall be done in one 3 week period.
12. Will the project need to have lead contamination testing as part of the project?
A. See Question 3.
13. If testing positive for lead abatement, will a wipe down suffice or will all materials removed from the range have to be disposed of as hazardous waste?
A. See Question 3.
14. How much time will be granted for the additional abatement work?
A. None.
15. If it is determined remediation must be done, will this be a change order once testing has determined the contamination status of the range or does the AF want it included in the original price quote?
A. N/A.
16. Will there be a laydown yard allocated? The materials must be stored in proper conditions(containers or off site) to prevent damage, can we store incoming materials at the range in areas that are not being affected?
A. Area in the adjacent parking lot will be available for container placement. Once work begins and the range is shut down, material may be stored inside the range.
17. Will space be allocated for dumpsters close to the range building to remove all of the existing damaged troy board?
A. See Question 16.
18. Is this project subject to the MS contractor's tax?
A. Contractor is responsible for all applicable taxes.
19. Is this project subject to the MS state taxes?
A. Contractor is responsible for all applicable taxes.
20. Will independent or third party sound testing be required before and after installation of new materials?
A. See Question 5.
21. Is there a specific standard for firing ranges that must be met upon completion of the new installation?
A. Must meet and be installed according to US Air Force ETL 11-18.
22. If all materials are installed to job specifications but fails to meet that range standard, will the AF accept the project as completed and installed to spec?
A. Proposed material will need to meet specifications outlined in the SOW and the AF ETL. Safety issues related to fire and ballistics will be strictly enforced. It is understood that the physical configuration and limitations of the existing firing range may impact acoustical properties.
23. Will it be required to remove any of the electrical fixtures or conduit on the vertical portion of the baffled ceiling of the range?
A. Per SOW, Vertical Closure panels will not need to be replaced.
24. Will it be required to replace any of the existing troy board on the vertical portions of the ceiling of the range?
A. Repeat see Question 23.
25. Please provide the badging process for crew to have access to Keesler AFB.
A. See Clause 5352.242-9000 Contractor Access to Air Force Installations in the Solicitation.
26. Do to the lack of clarity on several issues related to the scope and the time required for pricing once the RFIs have been answered, will the AF consider extending the response date for the solicitation?
A. At this current time 81 CONS does not plan to extend the response date for the solicitation.
27. In the RFP it states that there is 800 sq. ft. of plywood. Where is that plywood installed currently?
The previously installed Troy System does not require plywood. All Troy Board wood to be fire retardant.
A. If the contractor's proposed system does not need plywood to meet the AF ETL requirements, than it may be omitted provided that documentation can be provided allowing its omission.
28. In the RFP it states Provide compatible adhesive to attach to plywood fascia. (There is confusion on our part since the CURRENTLY INSTALLED Troy System does NOT and should not include plywood fascia. It is the only system approved by the USAF for antiricochet and antisplatter and therefore is also the only acoustic system that does not require the inclusion of plywood.
A. See Question 27.
29. Troy System is required which consists of Troy Board and Troy Wool. Both of these layers are required to meet the ETL 1118 1.5 seconds reverb. RFI: In order to meet the ETL 1118 1.5 seconds and the antiricochet requirement both the Troy Board and Troy Wool are required (without the plywood as approved by the USAF). Will the government consider the inclusion of the Troy System without plywood in order to comply with the ETL?
A. See revisions to SOW. Systems that do not require plywood for ballistic safety must submit documentation allowing for the exclusion of plywood.
30. During the site visit it was explained that "some lead" ammo had been used in the range. Should we include additional step of Lead Remediation?
A. Repeat see Question 3
31. It is not clear in the RFP if Sound Testing had been accomplished or will be required. Should we include the additional cost of sound testing before and after installation or will the government handle that portion?
A. Repeat see Question 5.
32. It is not clear in the RFP if the project is Remove and Replace all or Repair and Replace existing.
How can we properly estimate how much material to use? Who will determine what material should stay or what material should be replaced? Has it been pre-identified how much material is to be replaced?
A. See Question 8.
33. Due to the nature of the project, are we to assume that all removal will contain lead hazards?
A. Repeat see Question 3.
34. Assuming that all removal will contain lead hazards, the material would need to be sampled and stored as a hazardous waste. Who would provide the containers for the hazardous waste? The volume of waste would be a large amount and may require a hazardous waste roll-off box.
A. See Question 3. Contractor to provide containers.

A. See Question 28. For systems requiring plywood backing, provide 800 SF as scoped. If more is required to complete installation, a modification will be considered.
42. Are any of the doors/frames to be replaced as part of this project?
A. No.
43. Will lead abatement be required on this project?
A. Repeat see Question 3.
44. Will the indoor range be cleaned prior to construction?
A. See Question 3.
45. The RFP states to provide 800sf of 3/4" plywood backing to replace existing damaged material prior to installation of new baffle system. Troy Acoustics states that their system does not require plywood backing. Assuming this is correct do we then to include the removal of all existing plywood supporting the baffle system?
A. Repeat see Question 27.
46. Provide approximately 100 steel brackets for furring attachment. Match existing. Troy Acoustics is unfamiliar as to where this is required. Please advise.
A. Brackets fasten the 2x4 furring to the steel plates.
47. Provide compatible adhesive to attach to plywood fascia. Troy Acoustics does NOT and should not include plywood fascia. It is the only system approved by USAF for anti-ricochet and anti-splatter and therefore is also the only acoustic system that does not require the inclusion of plywood. Please advise as to where plywood is required.

48. In order to meet ETL 11-18 1.5 seconds and the anti-ricochet requirement both the Troy Board and Troy Wool are required( without the plywood as approved by the USAF).Will the government consider the inclusion of the Troy System without plywood in order to comply with the ETL? Please advise.
