Questions and Answers

FA301018R0030 – Modular Cath Lab

1. Will the contractor be required to hold any license for radiation machine services (i.e.

Mississippi Department of Health)?

Answer: No

2. Will the Government provide the services for any necessary radiation physicist checks and/or any licensing to operate that might be required for the locality?

Answer: Yes

3. Will the Government provide the networking parameters (designated I.P. addresses, etc.)

to connect the DICOM and MPPS (if so equipped) to the hospital PACS and DMR in advance of delivery or after delivery and set up of the mobile trailer?

Answer: Yes, Subnet & work station in advance, Trailer equipment after Modular arrival.

4. Will the Contractor be required to hold a certain amount of liability insurance and will Keesler AFB require the Contractor to provide an additional insured certificate?

Answer: Yes, construction contractor

5. What are the requirements for the distance from exterior of building that the trailer

(including any slide-outs) can protrude?

Answer: Modular face to building 15ft. width for modular no greater than 15ft

6. Will the contractor be allowed to advertise the name of the company which is providing the rental on the exterior of Trailer?

7. Will all hard disk drives of all provided equipment that could possibly contain patient data be removed and destroyed by the government at the end of the term?

8. Does the Government wish to exercise the option to extend, and if so should the contract bid a monthly rate in case of unforeseen delays on construction of the fixed labs?

9. Will the Government require that the contractor provide emergency field repair services and phone support for in-house bio-med?

Answer: Yes, With a 30 min response time for equipment/system failures not able to support via phone.

10. Are there any up time guarantees on functionality required by the Government? And if so are there any penalties for down time due to failures encountered under normal working condition?

Answer: Yes, require 99% up time on site.

11. Referencing 1.1.1 of SOW, is a different manufacturer of Flat Detector Cardiac/Vascular System that has equal or greater capabilities of the proposed GE Innova 3100 Flat Detector Cardiac/Vascular System acceptable (in specifically a Philips Healthcare Allura Xper FD20 Digital Flat Detector Cardiac/Vascular System) if full operator applications training is included?

12. Referencing 1.1.10 of SOW, shall the GE MacLab IT Hemodynamic monitoring system require the integrated Fractional Flow Reserve (FFR) and/or Sidestream Co2 Options installed?

Answer: Yes, SOW has been revised to state it. Please see 1.1.9 on SOW dated 26 July 18.

13. Referencing 1.1.1 of SOW, should the Digital Flat Detector Cardiac/Vascular System include an integrated UPS (Uninterruptible Power Supply)?

Answer: Yes, SOW has been revised to state it. Please see 1.1.1 on SOW dated 26 July 18.

14. Referencing 1.1.4 of SOW, should the On-Board emergency backup generator be disabled if the provided shore power is already supported by an automatic transfer switch (ATS) emergency power branch (to avoid non synchronized transfer of power)?

Answer: Yes, system will be tied into hospital emergency circuit

15. Referencing 1.1.5 of SOW, should the Mobile Lab Coach (Trailer) contain a reserved area within to house a compact automatic medication dispensing system (i.e. Pyxis) and if so, can you provide the dimension of the compact automatic medication dispensing system?

Answer: Yes, 22.8” W, 27” D, 55”H. SOW has been updated to include this and the size requirements for the crash cart (47” W, 19” D, 76” H). Please see 1.1.17 and 1.1.18 on SOW dated 26 July 18.

16. Referencing 1.1.9 of SOW, shouldn't line item 1.1.9 be considered part of 1.1.1? (where as the description could be Digital Flat Detector Cardiac Vascular System with 30cm field of view and having both cardiac and peripheral capabilities without re-orientation of the patient).

Answer: Yes, SOW has been updated to state it. Please see 1.1.1 on SOW dated 26 July 18.

17. Referencing 1.1.12 of SOW, shouldn't line item 1.1.12 be considered part of 1.1.1?

(where as the description could be Digital Flat Detector Cardiac Vascular System with 30cm field of view and having both cardiac and peripheral capabilities without re-orientation of the patient to include complete x-ray system, c-arm, and table?

Answer: Yes, SOW has been updated to state it. Please see 1.1.1 on SOW dated 26 July 18.

18. Referencing 1.1.13 of SOW, please define 1.1.13: What does this mean?: to as what interfaces with x-ray systems to automatically upload demographics to the imaging system (which is line item 1.1.1) and receive audiological parameters such as angulation and dose area product. Does this in fact mean the Digital Flat Detector Cardiac/Vascular System shall have Modality Performed Procedure Step (MPPS) option?

Answer: No, should have at least a work list functionality. Please see 1.1.11 on SOW dated 26 July 18.

19. Referencing 1.1.14 of SOW, please define items 1.1.14 : What does this mean?: Collect

Registry Data at the point of care, helping to minimize post-procedure pull charts and

1.1.15 Comprehensive data export to GE and third party registry and data management systems). Are these not in fact just features of the GE MacLab IT Hemodynamic monitoring system (1.1.10)?

20. Referencing 1.1.18 of SOW, will you provide the water supply for the on board self-contained fire suppression system? Or will the fire suppression system need to be completely self-contained?

Answer: Suppression system will be on board the Modular and completely self-contained dry system.

21. Referencing 1.3.1 of SOW, should the Network connections be fiber optic or is network cable (i.e. CAT5) be acceptable?

Answer: Run from building to Modular will be fiber optic, to a switch connection within lab to CAT5

22. Referencing 1.4.5 of SOW, should the contractor provide an aluminum ramp and platform unit to accommodate the patient entrance to the proposed modular building (trailer) or is this referring to the Hydraulic patient Lift (1.1.3)?

Answer: Aluminum ramp with platform is acceptable however cannot run from exit door of hospital to patient door of Modular.

23. Referencing 1.4.7 of SOW, shouldn't the aluminum canopy that contractor is to install be enclosed? What is the approximate size of said canopy and will it require any side vertical protection from blowing rain?

Answer: Aluminum canopy will provide cover from control room and patient doors of Modular to the hospital entry door. Canopy will be minimum 44” wide with roll up curtain walls for protection during the weather.

24. Referencing 1.4.9 of SOW, can the hose bib be installed by the Government and contractor provide the appropriate length hose to install and connect top said hose bib?

25. Referencing 1.4.12 of SOW, can the 200 amp breaker for 480 volt power in panel 1AHCDP1 or 1AHCDP2 be installed by the Government instead of the Contractor?

26. Referencing 2.3 of SOW, will the 5 days allowed to complete the project include the time period required for engineering the project and/or permitting?

Answer: No. Please see 2.3 on SOW dated 26 July 18.

27. Referencing 2.3 of SOW, is there any penalty associated with the 5 days allotted for completion time?

28. Referencing 2.3 of SOW, can the 5 days allotted completion time be extended to 10 business days (during the specified working hours)?

Answer: The SOW has been revised to state the install and delivery of the trailer will be all encompassing.

29. Referencing 2.9 of SOW, will the contractor be required to provide engineered drawings for permitting?

30. Referencing 2.9 of SOW, are the as-built engineered drawings going to be made available to contractor?

31. Referencing 2.15 of SOW, will the contractor need to provide the necessary cable protector for the area of sidewalk that the trailer connections will run across?

32. Referencing 2.20 of SOW, will the contractor be required to place containment under and around the mobile modular (trailer) so that any liquids or other substance doesn't leak onto the exposed concrete below?

Answer: As per Federal, State, Local and AF environmental regulation.
