The following have been added by full text:
QUESTIONS AND ANSWERS
1. On Drawing 1 of 6, note 4 states; Alternate - Provide 5 Each. Existing “Paint Marking Thickness”….. Is this to be bid as an alternate dollar value? If so, where would this cost get entered in the Solicitation Bid documents? Also, please provide a detailed description of this work.
A: Delete “Alternate” per addendum 1.
2. On Drawing 5 of 6, at each end of the runway there is a note that states; (Alternate Bid 1A) is this to be bid as an alternate dollar value? If so, where would this cost get entered in the Solicitation Bid documents?
A: Delete “ALTERNATE BID 1A” per addendum 1.
3. There are only two (2) Bid Items in the solicitation; 0001 - Maintain Airfield Markings Type I Bead and 0002 - Maintain Airfield Markings Type III Bead. Is it the Government’s intention to only use one of these items for the complete project? How would it be possible to mix both of these items on this project?
A: The government does not intend to use a mix of the different bead types.
4. Pertaining to question 3 above, will the lowest bidder be determined by the total of the two bid items added together or will the lowest bidder be determined by the lowest priced item that the government chooses to use, if in fact only 1 item is used.
A: Per section M, a life cycle cost analysis will be conducted and if applicable, a factor may be used to account for a benefit of one bead over another.
5. On drawing 4 of 6 it (basically) states to remove rubber starting at the threshold end to the opposite threshold end entailing the complete runway. Does this mean all sporadic skid marks are to be removed or just where there is rubber buildup in the main touchdown area, i.e. 25’ each side of the center line?
A: All Skid Marks are to be removed. Refer to Drawing 2 of 6.
6. Drawing 2 of 6 is very hard to read in the electronic format. Can the government provide clear revised drawing #2 that is readable?
A: New Copy of Drawing Provided.
7. Will a staging / laydown area be provided? If so, please provide the approximate location?
A: Staging Area will be provided and coordinated with the Airfield Manager after award.
8. Will all water required for removal be provided via water hydrant or similar?
A: Yes.
9. Are there representative waste water sample tests from other similar completed paint/rubber removal projects at Keesler AFB that will allow the waste water to discharge to grade? If not allowed to go to grade, how is the waste water to be handled?
A: No test data is available. Waste water to be disposed through Sanitary Water Disposal System.
10. Spec Section 3.2.1.1 states “Glass spheres shall be applied uniformly to the wet paint [on airfield pavement at a rate of 1.0 8] [on road and street pavement at a rate of 0.7 6] plus or minus 0.06 kg 0.5 pounds of glass spheres per L gallon of paint.” Can glass beads be gravity fed, or is pressure fed required?
A: Gravity Fed is satisfactory

11. The SF 1442 states that only an original copy of the proposal is to be submitted. Section L, Paragraph C.
Specific Instructions, states that Part I – Price Proposal “original” is to be submitted. Please confirm that only an original copy of each, Part I – Price Proposal and Part II – Past Performance Information, are to be submitted.
A: Correct.
12. Please advise regarding delivery instructions:
a. Will electronic submittal be acceptable in lieu of hard copy? If so, will AMRDEC or email be used?
A: Electronic submission is acceptable. Email and AMRDEC are both allowed.
b. If hard copy submittal is required, please confirm that proposals should be sent to the address shown on the SF 1442: 81st Contracting Squadron, TSGT Marcos A. Morales, 310 M Street, Keesler AFB, MS 39534.
A: That is the correct address.
13. Regarding submittal of the Past Performance Questionnaires (PPQs), as described in the RFP, page 30 of 38, and Attachment 4:
a. Many of our references for cited projects have filled out PPQs for multiple proposals. In order to prevent reference fatigue, we respectfully request that Offerors be permitted to utilize PPQs from previous proposals, sent from the Offeror to the Contract Specialist.
A: PPQs should be provided by the referenced POC for the current solicitation.
