QUESTIONS AND ANSWERS

1. The SF 1442 states that only an original copy of the proposal is to be submitted. Section L, Paragraph C. Specific Instructions, states that Part I – Price Proposal “original” is to be submitted. Please confirm that only an original copy of each, Part I – Price Proposal and Part II – Past Performance Information, are to be submitted. Yes, Part I and Part II are considered “the proposal” and are to be submitted.

2. Please advise regarding delivery instructions:

a. Will electronic submittal be acceptable in lieu of hard copy? If so, will AMRDEC or email be used? Yes, email unless file is too large.

b. If hard copy submittal is required, please confirm that proposals should be sent to the address shown on the SF 1442: 81st Contracting Squadron, TSGT Marcos A. Morales, 310 M Street, Keesler AFB, MS 39534. Yes, as stated in the instructions.

3. Regarding submittal of the Past Performance Questionnaires (PPQs), as described in the RFP, page 30 of 38, and Attachment 4:

a. Many of our references for cited projects have filled out PPQs for multiple proposals. In order to prevent reference fatigue, we respectfully request that Offerors be permitted to utilize PPQs from previous proposals, sent from the Offeror to the Contract Specialist. The PPQ should be filled out for this proposal.

b. If there is a Contractor Performance Assessment Reporting System (CPARS) rating available for a project to be cited, may the CPARS be submitted in lieu of a PPQ? Please ensure you submit your Past Performance Reference List.

c. Instructions are given for sending PPQs as hard copies to the 81st Contracting Squadron. Please advise whether past performance documentation may be submitted electronically. We will accept electronic submission.

4. Section L, Part C. Specific Instructions, states that offerors are to “complete the necessary fill-ins and certifications in Sections H through K . . . Section K shall be returned in its entirety.” Section H does not appear to be included in the RFP. Please confirm that the omission of Section H is intentional. Section H has been omitted intentionally.

5. Section 01150 of the specification states that the offeror is to ““Provide a QC Manager to implement and manage the QC program. In addition to implementing and managing the QC program, the QC Manager may perform the duties of project superintendent.” May the Superintendent/QC Manager also perform the duties of Site Safety & Health Officer (SSHO)?

Yes.

6. Is this a design build project or design‐ bid build? Bid Build.

7. Does this project have to meet current UFC 3‐580‐01 Telecommunication Interior Infrastructure Planning and Design and KAFB Comm Standard? Yes

8. UFC 3‐580‐01 paragraph 2‐4.4.3 Equipment racks has a minimum requirement of 36inch in front and back of equipment rack. The current rack location in the Comm doesn’t meet this equipment. Is the government going to wave this UFC requirement? The current rack placement does meet the 36” clearance requirements. See sheet E- 103, Detail #3 Enlarged Plan. The dashed outline shows the 36” clearance.

9. Drawing E‐501 Detail 2 is requiring the wire tray to being install a minimum of 12 inch below structure which would put the tray 13 feet AFF. With 9 foot ceiling the tray will be 4 foot above finish ceiling. With the tray being 4 foot above the finished ceiling it will be difficult for the owner to add in future data cabling. Can the cable tray be installing lower? Yes, this detail shows the MINIMUM clearance for accessibility, not the maximum And can the cable tray be wall mounted instead? Yes, as long as placement is coordinated with all other disciplines.

10. Drawing E‐103 is calling for the CATV demarcation point to be installed in the electrical room. Is the correct location or should it be installed in the Comm Room? This is the correct location. Install CATV per Keynote #2 on sheet E-103.

11. Drawing UE‐001 doesn’t show a conduit for the CATV going to the CATV demarcation point outside the building? Is there are CATV demarcation on the outside of the build we are required to install conduit to? CABLE ONE infrastructure on Keesler is 90% direct buried. Their normal installation practice is to access the Manhole servicing the facility utilizing one of our sleeves of maxcell. The 2 conduits identified for this building will facilitate CATV main feed.

Note: CATV cabling in the building will not be terminated in the communications room.

12. Drawing E‐002 doesn’t specify for the wire or basket and no specification where issued for the wire or basket tray. Which manufacture is bias of design for the wire or basket tray? Can specification be issued for the wire or basket tray? No manufacturer was specified as this item is pretty standard across most manufacturers. Contractor may use Legrand for a basis.

13. Does project have to meet UFC 3‐520‐01 Interior Electrical System date October 6, 2015? Project should meet all current UFC requirments.

14. Drawing E‐101 detail 2 transformer concrete pad/grounding is calling for 1/2x10’ copper ground rod. UFC‐3‐ 520‐01 paragraph 3‐11.1.1 design call for all ground rods to be ¾’’x10’ copper‐clad steel solid. Are all the ground rods being installed in this project need require to meet this UFC requirement? Yes, provide ¾”x10’ ground rods.

15. Does the lightning protection system need to meet current UFC‐3‐575‐01? Yes.

16. Does the lightning protection system for the building need an UL master label? Yes.

17. Is surge suppression required for the incoming CATV cage and Comm cabling? Yes.

18. Drawing E‐801 is show a 400amp 3 pole NEMA3R manual transfer switch? This this a “service entrance” rate?

Provide service entrance rated.

19. Is this a breaker type operate manual transfer with either electrically lock breaker or curt key breakers? Manual switch.

20. Can specification be issued for manual transfer switch? Heavy duty, NEMA 3R, double throw switch.

21. Drawing E‐801 is showing a 400amp 3 pole nema3r enclosed circuit breaker on the one line detail behind the manually transfer switch. Is this the correct location of this breaker? Yes.

22. Is the enclosed circuit breaker required to service entrance rated? Yes.

23. Drawing E‐801 note on available fault current is requiring the contractor to obtain the actual fault current form the local utility power site engineer? UFC 3‐501‐01 paragraph 3‐2.2 requires the DOR to be responsible for the calculations or is the contractor required to provide an engineer for this project? The interrupting rating is 11K AIC.

No requirements from contractor.

24. In the note on E‐801 states the contractor will be contractor would be responsible for providing higher AIC rating of equipment if the fault current is higher. Are the AIC rates for the panels given on the drawings in correct?

See #23.

25. This note requires contractor prior to the bid to perform a selective coordination study and arc flash study to insure the AIC rate of the equipment is higher. Is this correct? See #23.

26. Does KAFB have a local utility power site engineer? Yes.

27. Drawing E‐102 is call for a lighting contactor for being installed. Is the lighting contactor electrically held or mechanical held? How many poles are required? What controls the light contractor? Photo cell or time clock? Time clock controlled, mechanically held. Drawing 801 Below panel P1 schedule.

28. What is the location of the photo cell or time clock? Time clock in electrical room.

29. The specification say see drawing for Square D ION Meter? Only the model meter on is give on the drawing for the meter. The drawings don’t provide any detail information on the meter. What are the specification requirements for this meter? Power Logic ION8650 to be located on the MDP.

30. Is the Square D ION shown of the drawing wireless or Ethernet connect? Ethernet.

31. Is the meter Ethernet connected in the Comm room? All Ethernet will be connected to the Comm room. Also will a weather proof Ethernet connection require to be installed next to the meter? Any exterior Ethernet connections susceptible to water are to be weatherproof connections. This includes the connections to the HVAC panel as indicated on E-0103.

32. Are the surge suppressors installed in the panels or external installed next to the panels? In the panels.

33. On drawing E‐801 is the riser detail 1 is show the transformer to be loop feeder. Is this correct? Yes.

34. Is the existing sectionalizing cabinet SP45‐42‐431 capable of providing a loop feed to the transformer? Yes.

35. Are the 25kva terminations for the transformer and sectionalizer load break or dead beak elbows? Are specification available for this the elbows? Dead Break elbow 25 kv class.

36. Drawing E‐101 circuit number P1‐43 is shown next to a receptacle. What type of receptacle is required? It is for charging a certain piece of equipment. Contractor is to cap off wires and provide a blank plate.

37. Drawing E‐101 has receptacles with a “C” by them. Are these ceiling mounted receptacles? Ceiling mounted.

38. Drawing E‐101 does the breaker for the water cooler P1‐15 need to be a GFCI type breaker? Yes.

39. Can specification be provided for the type of 25kv tape shield cable that can be used for this project? See medium voltage note 2 on drawing E601.

40. Detail E‐501 detail 7 key note 4 is calling for a 3/0 from the TMGM bar to room 239 SIPR. Is the SIPR the sprinkler riser room? On sheet E-501, Detail #7….Keynote #4 shall be ignored. General note #1, second sentence shall be ignored. General note #3 shall be ignored.

41. Specification section 28 31 74.00 20 part 3 execution 3.1 installation is stating “All original manufacturers' software for each laptop when addressable fire alarm systems are installed shall be provided to the Eglin AFB alarm shop”. Is providing laptops for the addressable fire alarm system part of this project? No. Are the laptops required to be sent to Eglin AFB Alarm shop? No.

42. Are there any specifications and drawings available for the lighting controls? Yes, See legend on drawing E001.

43. Drawing E‐001 are the two light switches by the two doors supposed to be 3way switches? 4-Way Switch – See Addendum

44. Drawing E‐001 are the duplex receptacles symbol with a “M” are to be controlled for auto shut off. Is the occupancy that is controlling the power pack for the lighting also going to control the power pack relay for the receptacles? No separate.

45. Drawing E‐001 the luminaire schedule is missing the description for the “Exit” lights. What type of exit are required? Lithonia TLE-1-R-EL N.

46. Drawing FA‐101 fire alarm notes 13 is calling for the fire alarm system to be class B wiring. The UFC and KAFB require fire alarm system to be class “A” wiring for the fire alarm system. Is the class B wiring being called out on note 13 the correct wiring method for the fire alarm system in this building? Class A wiring is required.

47. Drawing FA‐101 fire alarm symbols is calling for the duct detector to be provided by the mechanical contractor.

The Duct detectors are typically provided as part of the fire alarm system and provide by the fire alarm contractor. Is the mechanical going to provide the duct detector as state on the drawing or is the fire alarm contractor to provide them as a complete fire system? Fire Alarm to provide, coordinate with Mechanical.

48. Drawing FA‐101 is showing 4 locations HVAC shut down switches? Are the HVAC shunts down switch the test switch for the duct detectors? There are 5 locations on FA-101. They are not test switches for duct detectors.

49. Drawing M‐001 is showing the package units to only have 2400 CFM which would only require two duct detectors and two duct detector test switches. How many duct detector test switches are required and what is there location? (2) are required. (1) per unit on the supply side. See Drawing FA-101.

50. Drawing E‐701 detail 2 is showing the down lead of the lighting protection to the ground rod to be installed in a ¾’’ PVC conduit. Typically lightning protection requires a 1’’ to 1 ¼’’ PCV conduit to be installed. Is ¾’’ the correct size conduit to be installed for the lightning protection down lead? According to the NEC fill table ¾” will work. You can provide larger size if you prefer.

51. Can the 1 ¼’’ PVC conduits being installed for to the floor boxes for data and power be install above the existing concrete and concealed new the new concrete slab? No. Trenching of the existing concrete will be required.

52. What is the closest location to get temporary construction power from? There is a transformer on the NE corner of Hanger 4 adjacent to the construction site.

53. Is seismic bracing required? No, see drawing S-001.

54. Drawing C‐101, C‐103, UE‐001 and E‐101 detail 2. On drawing E‐101 detail 2 is showing the transformer ground loop for the transformer pad being installed 2 foot off the edge of the transformer and drawing C‐101 is only showing the concrete to be removing for the primary duct utility duct bank. To install the ground loop per the drawing it will require all the concrete to be removed for the transformer pad and ground loop. Can all the concrete be remove for the transformer pad and ground loop? Yes, expand the concrete removal area to encompass the necessary area to properly install the ground loop as shown on E-101.

55. Drawing E‐002 Communication Specification F 1 B is calling for the fiber and copper backbone cabling form the warehouse to be installed from the warehouse to the existing communication manhole. Is this the correct location for both the cables to be installed to? Yes.

Also who is responsible for splicing the fiber and copper backbone cable in the manhole? Contractor.

Or do these cables need to be installed to the communication building on the base? No How far is it from the existing communication manhole to the base communication building? N/A.

56. Please provide “As-Built” record drawings for the structure that was previously located on the project site and has been removed. As-builts of that facility do not exist.

57. Provide evidence of demolition or removal of previously existing sump pits, or other structures, to verify there are no hazardous substances that will be encountered during demolition of the existing slab and construction of footings and utilities. There are no known hazards. Should the contractor encounter anything suspicious they should immediately stop and notify the Contracting Officer.

58. Please provide "as-built" drawings for the existing concrete apron that the contractor is to saw cut for installation of PEB foundations and utilities trench. As-builts of that facility do not exist, the design assumption is that the existing concrete is reinforced and 8”-12” thick with #5 rebar at 12” oc.

59. If "as-builts" are not available to show the thickness of existing concrete paving and to show the extent of metal reinforcing, please provide the assumed thickness and reinforcement as a basis for bidding purposes. Asbuilts of that facility do not exist, the design assumption is that the existing concrete is reinforced and 8”-12” thick with #5 rebar at 12” oc.

60. Drawing A101 at mechanical pad states "Conc. Mech. Equip. Pad See Civil". There doesn't appear to be any detail provided for the mechanical pads. Please provide detail for concrete mechanical pads. Revise note to "Conc.

61. Please verify that all furniture and kitchen equipment shown on A102 are to be provided and installed by government. Yes. See A-102.

62. Please clarify the LEED requirements for this project. The specifications call for sustainability reporting under Section 01 33 29 and a Sustainability Notebook but USMC cannot locate this specification section. Design team did not issue a Section 01 33 29. Contracting may eliminate all references to “LEED” and “Sustainability Notebook (specifically in Division 23 – HEATING, VENTILATION, AND AIR CONDITIONING (HVAC)”

63. Will this project be LEED certified? No

64. Drawing E102 note 1 states to route circuit through lighting contactor and time clock. Lighting contactor and time clock shall be located adjacent to source panel. There doesn't appear to be any requirements or specifications for the light contactor or time clock. Please provide specifications/requirements for the light contactor and time clock. See 27.

b. How deep is the existing concrete at the new column locations and utility trench? Asbuilts of that facility do not exist, the design assumption is that the existing concrete is reinforced and 8”-12” thick with #5 rebar at 12” oc.

65. Is the new fence separating the parking apron and the new bldg.to be left in place as a permanent fence? No, as noted that is a temporary construction fence.

66. Can we get a copy of the as built plans from the building that was previously on the site? Asbuilts of that facility do not exist, the design assumption is that the existing concrete is reinforced and 8”-12” thick with #5 rebar at 12” oc.

67. Will you postpone the bid date for allowing time to review the as built drawings of the previous building? The concern is that construction could be effected by the previous building concerning the concrete removal for running utilities. N/A. No As-Builts

68. There is no specification for wind load on the overhead doors. The specs refer to the plans and there is no minimum rating listed in the plans. Refer to the Wind Code information found on S-001.

69. There are 2 types of fences at the work site. we need specs for the required fence that needs to be installed. This is for the permanent fence not the construction fence. Refer to detail 3 on sheet C-104 for permanent fencing detail.

70. I have attached to different style standing seam roofs. We are asking for clarification if either will be considered as meeting the specs. They both meet the physical characteristics. There will be a significant price difference between them to be able to reach the R30 insulation requirement. the SSR is cheaper to meet the insulation requirement. Please advise if either would be suitable. Both will be acceptable.

71. RFP and It calls for dimensional lettering, but I can not find anything on the signage in the Plans, could I be over looking it or is there no schedule for the signage. Interior Room ID signs are required at doors, 102A, 103A, 104A, 105A, 106A, 107A, and 108A. Coordinate signage schedule with Contracting Officer. Exterior Dimensional Building Letters shall be Base Standard and shall be coordinated with Contracting Officer for text requirements, size and letter thickness.

72. The existing concrete to be removed on “foundation plan page, section A” , scales to 12" thick. Is this the correct thickness? See 73

73. If 12” is correct thickness and, the existing concrete is found to be thicker than 12"; will a change order be issued? Asbuilts were not made available to Gulf States Engineering, the design assumption is that the existing concrete is reinforced and 8”-12” thick.

74. The “new column foundation” notes, reads "undermining to a minimum". If small undermining is occurring, will filling any small voids, with concrete be acceptable? Yes.

75. The “installing bollards at rollup doors”, listed on the “demolition of existing concrete, detail” shows a “2' circle cut out”. If we will be covering with a new concrete slab: can the existing concrete be removed by cutting a 2' Square? Yes.

76. Drawing E‐701 detail 1 and 2. Detail 2 is noted as having a #2 solid ground ring conductor being installed but detail 1 doesn’t indicate the ground ring being installed around the building. Also drawing C‐100 demolition doesn’t show any concrete being removed from around the building. Is a ground ring required to be installed around this building? If yes id the #2 the correct size conductor to be installed? No grounding ring required. Delete detail #2

77. Please provide more info/specs on Square D ION8650 Meter. See comment for question #29.

a. Is the meter hard wired or wireless? See comment for question #30.

b. Detail 7, sheet E501, Room numbers do not match drawings. See comment for question #40.

78. What color the frames are to be? Bronze

79. What color the glass is to be? To be selected by manufacturers standard range.

80. Are we using impact storefront or curtain wall? Storefront

81. DWG SHT E-103:

- WAP drops were identified as 4D it should be 2D - Mech Room drops ID as 4D it should be 2D

82. DWG SHT E-103: Communications Rack Elevation, Needs to reflect one switch type CISCO 4510 which will be provided by the government...currently DRW reflects 4 separate switches.

83. Is there emergency lighting required in the 2 offices. Yes, each office should have one emergency fixure (EM).
