Questions and Answers
Q1: The SOW states that the stands must be delivered and installed with repairs made at no additional cost. Without viewing the stands, how is a business going to cover the associated risk?
A1: To accommodate for viewing the stands we have provided the following pictures below of the stands in their current location.
Q2: Reference SOW Paragraph 5.1 Installation and Operation: This statement requires the
Contractor moving the stands to provide “All manuals such as operating instructions, parts lists, diagrams, and any other data pertinent to the operation of the unit.” Shouldn’t the Government be providing these to the company selected to relocate the stands?
A2: The statement requiring the “manuals, operating instructions, parts lists, diagrams, and any other data pertinent to the operation of the unit” will be removed from the SOW and updated with an amendment to the solicitation expected to be released NLT 17 April 2017.
Q3: Why is the requirement not set-aside for small business?
A3: A sources sought was posted which only yielded two responses. One from a large business and one from a small business. As a result, there were not enough responses from small business to warrant a set-aside.
