JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
CONTRACTING ACTIVITY
The 81st Medical Group (81 MDG) is submitting this Justification for Other than Full and Open Competition to the United States Air Force, Air Education and Training Command, 81st Training Wing, 81st Contracting Squadron, Keesler Air Force Base, MS. The Purchase Request Nwnber for this acquisition is F2J4PC6216AW01. The requested service is for continuation of the Electronic Patient Record System licensing, including the maintenance and technical support provided by T-Systems, Inc.
NATURE AND/OR DESCRIPTION OF ACTION BEING PROCESSED
This action will be a sole source procurement. As a result a firm fixed price contract will be awarded for performance starting 1 Oct 16-30 Sep 17, with two (2) one year option periods.
DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY' S NEEDS
The 81 MDG request sole source procurement of renewal licensing, maintenance, and technical support from T-Systems' for Keesler's Emergency Department Information System (EDIS).
EDIS incorporates a number of industry accepted standards for interoperability that allow information to be shared across the continuum of care. Providers can reconcile, synchronize and exchange critical data with other electronic health records (EHRs) without having to implement costly interfaces or altering existing systems. T-Systems software is proprietary, therefore licenses and software assurances for the T-system can only be obtained from T-Systems, Inc.

STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION:
The statutory authority permitting other than full and open competition for this sole source acquisition is 10USC 2304(c) (I) as implemented by FAR 6.302-1.
DEMONSTRATION THAT THE NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE
T-Systems' EDIS licensing/software is currently in place in the Keesler Air Force Base's emergency department. An award to any other company would require the purchase of additional server hardware as well as extensive user training. A similar system would require a ininimwn of 30 days of fully operational training/use while the current system is in place. Any additional equipment/supplies would either have to be purchased separately or be included in the award to another vendor of a similar system. During those 30 days, the emergency department would not be able to fully perform patient care and documentation.
DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTIBLE
Market research was conducted to detennine availability and ability of other companies to provide the required services and equipment to meet the department needs in the time frame required. Internet searches revealed that the cost for implementing an alternative system would range from approximately $900k to $5 million. In addition to the expense of new software, supplemental hardware may need to be purchased to support any of these three systems. While other companies are providing alternative systems, T-systems is the only one who can do this with zero lead time and zero-impact on patient care. T-Systems is also the cheapest solution due to switching costs being so high. Additionally, T-Systems' solution would not require the acquisition of new hardware.
DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE
The anticipated cost of this acquisition will be detennined fair and reasonable using FAR 15.404(b)(2).

Market research shows only one source capable of providing this service. Market research has been conducted by internet searches and reviewing different company's products and evaluating their ability to interface with existing government computer systems, authority to operate on the Government network, abilities to export infonnation, and capabilities of document upload into Patient records.
ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION
None.
LIST OF SOURCES, IF ANY THAT EXPRESSED INTEREST IN THE ACQUISITION
Infolab, EnSoftek, Frontier Tech, and UTAAG were some of the venders that supply similar systems. All were unable to provide one or more of our required abilities.
A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OF SERVICES
The 81 MDG will continue to do market research to determine whether other vendors can meet future requests. Current market research shows there is no other supplier on the market that can meet the requirement.
