SOLICITATION for (LAB/BDC) FA3010-15-R-0019

QUESTIONS AND ANSWERS

Question: Is this a new requirement or existing requirement? If existing, please provide incumbent contract #, value, period of performance and length of service of incumbent employees.

ANSWER: The incumbent is Optimum Corporation. The Value, - $5,103,046.40, POP, - Sep 11 to Sep 15, length of service, - we will provide that information to the awardee.

Question: Are you asking industry to provide a technical proposal? If so, can you provide what information you are looking for industry to address?

ANSWER: No we are not asking for technical proposals.

Question: Are we just required to provide the SF1449, any amendments issued and 52.212-3 as our hardcopy submission?

ANSWER: Yes, please review Additional Information on page 78 of solicitation Question: There seems to be contradiction in the evaluation for offeror 52.212.-2 that states the government will use Past Performance and Price as evaluation factors. However, in Addendum to FAR 52.212-1, the government doesn’t state that past performance is needed. Can the government please clarify?

ANSWER: Past Performance is not required with proposal, please read 52.212-2 (c) . Use DD 1449 for pricing response.

Question: Is the subject opportunity still set aside for 8(a) companies?

ANSWER: This is an open market competitive 8(a) acquisition Question: The WD # 12130 for Medical Laboratory Tech is $13.98 Versus $13.89 as stated in the solicitation, page # 71 - Equivalent Rates for Federal Hires. Please confirm which is correct? The WD # 0644 for Medical Technologist $21.35 as stated in the solicitation, page # 71 - Equivalent Rates for Federal Hires. We did not see any such WD in the Wage Determination # 2005-2031 Rev 16. Please confirm the correct WD?

ANSWER: In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor (29 CFR part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332. THIS STATEMENT IS FOR INFORMATION ONLY: IT IS NOT A WAGE DETERMINATION – page 71 of solicitation

Question: Is the Compressed Schedule referenced in 1.11.2.1. Hours of Operation applicable for all positions?

ANSWER: Yes Question: Do the “overage” clins referenced in the solicitation cover all the overtime expected per the Compressed Schedule of 1.11.2.1?

ANSWER: Yes Question: The travel CLINs for each contract labor category provide not-to-exceed (NTE) values, which implies that actual travel costs are variable. However, the CLINs are established as Firm Fixed Price (FFP), which indicates the proposed prices should be fixed rather than variable. If the CLINs are correctly identified as FFP, the PWS does not provide enough detail for offerors to determine the travel cost by position. Therefore, we request that additional travel details be provided, including but not limited to, specific travel destinations, the duration of each trip, etc. However, if the costs are in fact variable, we request that the Government convert the CLIN types to Cost Reimbursable to allow for billing based on incurred costs.

ANSWER: The Government does not anticipate the travel to exceed what is stated in the travel CLINs descriptions in the solicitation.

Question: Section 1.11.2.3. Will all personnel be scheduled to work between the hours of 0400-2359 on blood drive days?

ANSWER: No, only the personnel assigned Additional Information: Signed proposal and amendments with wet signatures are due by offer due date.
