#2 QUESTION AND ANSWERS RESPONSE
19 September 2017
1. Is there a scheduled site visit for the above-referenced solicitation? NO
2. My company specializes in cathodic protection, and I would like to know if it is possible to bid on just one item (cathodic protection: Para 1.1.1.2) or is it a requirement to bid on the entire contract?
Answer NO- all vendor are required to bid on the entire requirement in its entirety.
3. The Incumbent Contract : FA2860-15-C-0043
4. CLIN 0002 asks for a lump sum to provide training (i.e., 1 Lot). However, it also indicates level A&B training to be $400 each. But, not sure if that is each person receiving the training, or each time the class is conducted, or how that translates to a bid of 1 Lot. Same for level C training at $10 each. Please clarify. A/B/C training cost is for each person at the prices indicated. Training is done annually. I believe it was set up as “Lot” so that the cost would not exceed the amount indicated in the CLIN. The people that created the existing contract are no longer here.
5. CLIN 0004 is for Sampling and Testing per paragraph 1.5 of the PWS. The item in the PWS states this is for sampling and testing of emissions and discharges for disposal site as specified in COMAR 26.10.03.10A. This section of COMAR speaks to the requirement of inspecting USTs by a certified inspector, and has nothing to do with sampling and testing. Please explain how to price this bid item. This sampling and testing would fall under COMAR 26.10.05.01 and 26.10.05.02 in the event of a leak or discharge.
6. For CLIN 0004 which refers to item 1.5 of the PWS, it states (in the PWS) that the contractor will be reimbursed at cost. Does this include indirect costs (G&A), and is any profit fee allowed? No. The cost to the Contractor is what the cost will be to the Government.
7.CLIN 0007 is for work “Over & Above” testing and inspection for “major” repairs costing over $3,000, and it asks for a lump sum price (i.e., 1 Lot). The PWS states to receive 3 quotes to perform the work, and the work is not defined. How can a lump sum be provided? And, secondly, is the responding contractor allowed to self-perform and such work? Three quotes must be provided for any work over $3,000.00 as it exceeds the mirco-purchase threshold. This includes materials and labor. The work is not defined as what type of major repair is unknown.
8.For CLIN 0008 Reimbursable Parts and Materials, it states that the contractor will be reimbursed at cost. Does this include indirect costs (G&A), and is any profit fee allowed?
No. The cost to the Contractor is what the cost will be to the Government.
9.CLIN 0009 is for annual compliance inspections per paragraph 1.1.1 of the PWS. This item states that the inspection schedule will be provided 15 days after contract award. In order to price this, we need to know which tanks will need to be inspection each year from the base year and each option year. Can this be provided? Tanks and locations are provided in Appendix 5.1 of PWS.
10.Please confirm Spill Team Vacuum Trailer (reference item 1.7 of the PWS) is currently stationed on base. Please provide make and model. Is the trailer equipped with a truck/tractor to allow movement around the base? Is the trailer allowed to be driven to the disposal site off-base, or does another truck need to be provided to pump it out and transport the waste to the disposal facility? The trailer is located on base. Make and model could not be provided by the shop. The engine was completely rebuilt in 2016. The trailer can be taken off base for repairs, and the shop typically takes care of pumping it out.
11.Item 1.4.1 of the PWS indicates to bill for each hour on the job site. But the examples provided indicate to bill for crew hours rather than man hours. Further it does not state how to bill for special equipment that is needed to perform the work. Finally, in example 3, there is reference to emergency work and the “appropriate emergency service CLIN…” Can you please confirm that each man hour worked is not billable, and how are special equipment billed for? Is there or will there be a new CLIN item for emergency work? Billing is for crew hours (not individual hours) at the price indicated to include tools and equipment needed to accomplish the repair/service.
