MEMORANDUM FOR 11 CONS/LGCBA

FROM: 11 CES/CEF

28 April 2015

SUBJECT: Statement of Work for the Modifications Required on 11 CES/CEF New Hazardous Material (HazMat) Response Apparatus

1. The following paragraphs list the required modifications that must be performed on the 11 CES/CEF HazMat Response Apparatus. All vendors that wish to bid on this contract will be required to set up a site survey with 11 CES/CEF at a time and date set by the customer in order to build a proper proposal based on measurement taken by the vendor. Below you will find a breakdown of what is required.

2. Description of Requirement: The Fire and Emergency Services Flight (CEF) requires modifications to be made to a new hazardous material response apparatus that was received in 2016. The manufacturer of this vehicle is KME Fire Apparatus. The vehicle nomenclature is a P-31 HazMat Rescue apparatus. The make and model is KME Panther MFD 4x2. The contractor will adhere to all Federal and National safety standards while performing the work described in this memorandum. Unless otherwise noted, acquiring the materials listed in this memorandum will be the sole responsibility of the contractor. The metal and all materials used must be rustproof and unbreakable. It is required that all equipment be mounted with G-Rated holders and straps in accordance with National Fire Protection Standard (NFP A) 190 I. These modifications will allow CEF to store equipment in a manner that meets the needs of the flight and wing mission. Additionally, the modifications listed in the following paragraphs will significantly increase the flight's safety posture and extend the life-span of the flight's life-safety equipment that is stored on this particular vehicle.

3. Remove the air and electrical cord reels from rear compartments on both the driver's side and crew chief's side of the vehicle: This compartment needs to be modified in order to accommodate the emergency equipment that will be stored inside. All electrical and air modifications must be done so that the remaining wires are grounded, capped and secured out of site so that not to interfere with items stored in these compartments. These are the third compartments on either side of the vehicle. Air and electric cord reels will be returned to I lCES/CEF.

4. Add LED strip lighting under awning on both side of vehicle: Awning can be sel:n in the photos above. Lighting the length of the awning would be needed to enhance visibility night operations.

5. Add power outlet to driver's side rear compartment for charging station: This is needed for charging various detectors and response equipment.

6. Add an ARB Fridge in driver's side rear compartment with a roll out tray: This refrigerator with be needed for the cool vest the responders use on scene under their hazmat suits. The last compartment behind the rear tire in the photo above is where the ARB Fridge will

go. A roll out tray will need to be fabricated as well and box so that the fridge does not move while the vehicle is in motion. The tray have an automatic locking mechanism for when the compartment is closed and open to keep the tray from sliding.

7. Split front and center compartments and modify rollout shelves: The long rollout shelves in these compartments must be split in half so, half will roll out and drop down each side. The rollout and drop down shelving units must have an automatic locking mechanism for when the compartment is closed and open to keep the shelves from sliding. The compartments are the first two compartments on either side of the vehicle.

8. Remove ladder compartment: A ladder compartment runs the length of the vehicle. This need to be removed and a new compartment ceiling would have to be fabricated. This is to maximize the space both in the first two compartments on either side of the vehicle as well as the rear compartment. The red box above the top shelves in the two pictures above is what will be removed all together. All structural integrity for the catwalk area above must be maintained.

9. Extend rear compartment: Once the ladder compartment is removed, the rear compartment will need to be extended to the top of the catwalk. A new bulk head will need to be fabricated as well as a new roll u door.

Rear handle to dismount the ladder relocated: At the top of the ladder there is a handle on the left hand side that is difficult to grab in order to safely gain access to the catwalk dismount the ladder. This will need to be relocated and placed on top of the compartment door above the ladder.

11. Move DEF tank closer to compartment door: The DEF tank and bracket must be moved closer to the compartment door or fill tube fabricated in order ease refilling the fluid and reduce spills and corrosion of the vehicle. This compartment is located on the driver's side, behind the front vehicle tire.

12. Move single breaker in driver's side front compartment to large electrical panel in the rear driver's side compartment: This is to maximize the limited space in the front compartment and have one centralized location for all breakers.

13. Remove SCBA bottle rack and fabricate divider for crew chief side front compartment: This rack is bulky does not have locking straps in order to keep the bottles secure. This rack is to be remove for space and a divider placed in the compartment. This is the first compartment on the crew chief side.

14. Fabricate a six bottle upright SCBA storage rack on top of vehicle: Fabricate two bottle racks capable of holding six SCBA bottles each; one on either side of the light tower that site at the top of the vehicle. The bottle storage will be similar to first picture below with something to secure the bottles. National Fire Protection Standard (NFPA) 1901 requires all equipment to be mounted with G-Rated holders and straps. The second photo is top of vehicle, where the boxes need to be located.

15. Fabricate dividers for top compartments: Six removable dividers and two stationary dividers will be needed for the top 3 compartments, 1 compartment is to have no dividers.

16. Fabricate a box under the crew chief seat: The first photo below is of the compartment that needs to be fabricated and the pictures following are examples of what is needed. The compartment must have a door that can be closed and secured shut.

17. Fabricate compartments for above rollup shelves: Two compartments will be needed above each shelving unit with rollup doors for additional storage. The shelving units are located in the rear passenger area behind the driver and the crew chief.

18. Fabricate compartment below step of the crew chief side passenger door: There is a pre-existing door for this compartment but an actually box is required to store additional supplies.

19. Add 40 gallon fresh water tank and an electric tank less hot water heater: Best location for water take is under the vehicle behind rear axles. Need to have fill valve accessible and plumbed to water heater.

20. Location: The contractor will choose the location where the modification, fabrication, and installation will be performed. A licensed 11 CES/CEF operator will transport the apparatus to the contractor's chosen location. When the work is complete, a licensed 11 CES/CEF operator will transport the apparatus back to Joint Base Andrews after performing an inspection to ensure the quality of the work.

21. Warranty: The contractor warrants that the material furnished and all work accomplished on this order is free from mechanical defects or faulty workmanship for a period of one (I) year from installation or eighteen ( 18) months from date of shipment (or such other warranty period that may appear on face of Quotation/Offer to Sell}, whichever occurs first, provided it has been maintained in accordance with the contractor's instructions and/or recommendations. This warranty does not apply to expendable or consumable parts whose normal life expectancy is less than one (1) year. The contractor shall be released form all obligations under this warranty in the event repairs or modifications are made by persons other than its own or authorized service personnel unless such repairs by others are made with the written consent of the contractor. I • contractor makes no warranty concerning components or accessories not manufactured by the contractor, but will pass on to the purchaser all warranties of manufacturers of such components.

22. Safety: Since all work being performed will not occur on Joint Base Andrews, ensuring a safe work environment is the sole responsibility of the contractor. The personnel that work inside the building will ensure that the contractors work area is clean and free of any potential hazards. Personnel that work inside the facility will remain clear of the area and will not impede the installation progress in any way.

MEMORANDUM FOR 11 CONS/LGCBA

SUBJECT: Statement of Work for the Modifications Required on 11 CES/CEF New Incident

Command Vehicles (total of two (2)).

1. The following paragraphs list the required modifications that must be performed on the 11

CES/CEF Incident Command Vehicles. All vendors that wish to bid on this contract will be required to set up a site survey with 11 CES/CEF at a time and date set by the customer in order to build a proper proposal based on measurement taken by the vendor. Below you will find a breakdown of what is required.

2. Description of Requirement: The Fire and Emergency Services Flight (CEF) requires modifications to be made to the new Incident Command Vehicles that were received in 2016.

The two new command vehicles are 2016, Dodge Ram 1500 crew cab trucks. The contractor will adhere to all Federal and National safety standards while performing the work described in this memorandum. Unless otherwise noted, acquiring the materials listed in this memorandum will be the sole responsibility of the contractor. These modifications will allow CEF to store equipment in a manner that meets the needs of the flight and wing mission. Additionally, the modifications listed in the following paragraphs will significantly increase the flight’s safety posture and extend the life-span of the flight’s life-safety and incident response equipment stored on these particular vehicles. Before any work begins, the manner of installation must be approved by the Joint Base Andrews Fire Chief.

3. Remove front center console and front middle seat in vehicle and install new console to house emergency communication equipment: The existing middle seat and console will need to be removed in both command vehicles. A new compartment needs to be installed in order to accommodate the emergency equipment that will be stored inside. This compartment must have the capability to accommodate three mobile radios, emergency lighting, and emergency siren components.

4. Add overhead console: Each command vehicle will need to have an overhead console installed to house the three speakers for the mobile radios, the command net switch panel, and the command net display. Console must be installed in a location that allows for convenient access by the driver and passenger. Additionally, console must be installed in a location where it does not hinder exiting and entering the vehicle.

5. Add incident command work platform: Each command vehicle will have a command work platform that is fully extendible to the outside of the bed. It must be on some sort of a track which allows it to be pushed into the vehicle and pulled out with relative ease. The command platform must contain various cabinets to store gear and equipment. Cabinets must be installed where they can open and close in a secure manner. Example of these cabinets can be seen in the pictures below. The back driver’s side of the platform must have the capability to house four mobile radios, four 110V outlets, and four USB ports. It is the responsibility of the contractor to ensure the outlets and USB ports are connected, powered, and fully operational. Two map pull out drawers must also be installed. Components must be installed in a manner as to where enough space is available for two 27-32” touchscreens with space for two separate CPUs for each screen. Two key board draws and three storage drawers must also be installed by the contractor. The back passenger’s side of the platform will consist of cabinets and shelves for equipment.

6. Add Cap: Each command vehicle requires a reinforced cap that must be able to completely cover the 5’7” bed. The driver and passenger side of the cap will have solid fiberglass access doors with an open shelving option as pictured below. The front of the cap will have a fixed window and the rear door will be a standard framed glass door with a single handle.

20. Location: The contractor will choose the location where the modification, fabrication, and installation will be performed. A licensed 11 CES/CEF operator will transport the apparatus to the contractor’s chosen location. When the work is complete, a licensed 11 CES/CEF operator will transport the apparatus back to Joint Base Andrews after performing an inspection to ensure the quality of the work.

21.
