1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation number FA2860-16-T-0030 is being issued as a Request for Quotes (RFQ) using the Simplified Acquisition Procedures in accordance with FAR Part 13 guidelines. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89. All responsible sources may submit an offer to be considered by the agency.

2. This requirement will be pursued as a Small Business Set-a-side. The North American Industry Classification System (NAICS) code is 336211, and the small business size standard is 1000 employees.

3. The Government will award a firm fixed price contract for modification to four (4) Teledyne Continental Motors A/S32P-23 Crash Fire Rescue Trucks. The following items/services are being procured:

5. Clauses & Provisions It is the vendor’s responsibility to be familiar with all applicable clauses and provisions. All FAR/DFARS/AFFARS clauses and provisions may be viewed in full text via the Internet at http://farsite.hill.af.mil/ or http://www.arnet.gov/far/.

The following provisions are applicable:

52.212-1 - Instructions to Offerors – Commercial (Oct 2015) Addendum to 52.212-1 - Instructions to Offerors – Commercial (Oct 2015): The government will award a contract resulting from this solicitation on the basis of a ‘Lowest Price Technically Acceptable’ (LPTA) approach. An award will be made to the lowest evaluated offer that is technically acceptable. The government may communicate with an offeror in order to clarify or verify information submitted in their offer.

1) Site Visit: A site visit is scheduled for 9:00 AM EST, 21 September 2016. Please RSVP with 2d Lt John Rios at john.a.rios12.mil@mail.mil no later than 4:00 PM EST, 19 September, 2016. Attendance is encouraged to reduce risk for both parties involved through improved understanding of the requirements and expectations.

2) Proposal Deadlines: All proposals shall be sent via e-mail to 2d Lt John Rios at john.a.rios12.mil@mail.mil. Proposals shall be submitted no later than 12:00 PM EST, 26 September 2016. Questions shall be submitted no later than 4:00 PM EST, 22 September 2016.

3) Technical Approach Document: Contractors shall demonstrate technical capability to fulfill the requirements within the PWS via submitting a one (1) page technical approach document.

4) Pricing: Contractors shall fill the table under section three (3), of this combined synopsis/solicitation, to reflect the proposed unit price and total price of CLIN 0001, for the submitted bid.

52.212-3 - Offerors Representations and Certifications – Commercial Items (Jul 2016) All offerors shall submit representations and certifications in accordance with this provision along with their offer. This provision can be downloaded from the internet via http://farsite.hill.af.mil/ or from https://www.sam.gov/ if registered in SAM (System for Award Management). Offerors that fail to furnish the required representation information or that reject the terms and conditions of the solicitation may be excluded from consideration.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award one (1) contract resulting from this Request for Quote (RFQ) to the responsible offeror whose offer conforming to the RFQ is the Lowest Price Technically Acceptable (LPTA) quote. The following evaluation factors shall be used:

(b) Basis for award.

(1) Price: The offers received will be arranged in order from lowest to highest price.

(2) Technical: The purpose of the technical factor is to assess the offeror’s proposed approach, as detailed in its offer, to satisfy the Government’s requirements.

The lowest quoted price will be evaluated on technical acceptability, where the quote shall be deemed as either Technically Acceptable or Technically Unacceptable. If the quote is found to be Technically Acceptable, the offeror’s past performance will then be evaluated for acceptability. If the quote is found to be Technically Unacceptable, the next lowest priced offer will be evaluated for technical acceptability. This process will continue until a Technically Acceptable offer is identified. All offers will be considered, but not all offers may be evaluated as a result of this process.

To be deemed as Technically Acceptable, the offeror shall explicitly demonstrate they understand the requirement and are fully capable of fulfilling the required modifications. Contractors shall demonstrate technical capability to fulfill the requirements within the PWS via submitting a one (1) page technical approach document.

(3) Past Performance: The past performance evaluation factor assesses the degree of confidence in an offeror’s ability to provide the services in order to meet the Government’s requirements as outlined in the solicitation, based on a demonstrated record of performance. Past performance will be evaluated both for Recency as well as Relevancy.

For purposes of this evaluation, Recency is defined as contracts performed within the past three (3) years from the issuance date of this solicitation. Past performance information from within this timeframe shall be considered as Recent; past performance information from beyond timeframe shall be considered as Not Recent.

Relevancy, i.e. Relevant past performance information, is defined as contracts of a similar scope, magnitude, and complexity

· Similar in scope means custom modifications were conducted for a large industrial/emergency response vehicle(s).

· Similar in magnitude means at least three various modifications to a single vehicle.

· Similar in complexity means that the vehicles were large industrial vehicles requiring customized modifications to similar areas, to include storage, compartments, and/or interior modifications.

Not Relevant (NR): Present/past performance was not within scope and/or did not involve any of the magnitude of effort or complexity that this solicitation requires.

In order for past performance information to be considered, it shall be both Recent and Relevant, in accordance with the definitions for Recency and Relevancy provided above.

Sources of past performance information are as follows:

· Past performance information may be obtained from established systems such as the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases.

· Past performance information may be obtained from other sources available to the Government, such as the Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers, Fee Determining Officials.

Once obtained, offerors’ past performance will be assessed and attributed a rating of either Acceptable or Unacceptable, based on the following criteria:

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context, of being Acceptable or Unacceptable, a neutral rating shall be considered Acceptable.

5301.9103 - Solicitation Provision and Contract Clause 5352.201-9101 – Ombudsman

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties shall first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(d) The ombudsman has no authority to render a decision that binds the agency.
