QUESTIONS & ANSWERS

TELEMETRY TRAILER

Questions & Answers dated 2 FEBRUARY 2018:

1. “Is there a procurement history for the Telemetry Trailer? “

a. Answer: This is the first trailer we have purchased of this kind. However, this is basically a modified Cell on Wheels (COW) Trailer.

2. “Is there any opportunity for us to come see (site inspection) a similar unit already in existence?

Do you have a drawing of what you are looking for?

a. Answer: There is not an existing trailer to review. However, there are commercially available trailers with similar capabilities (Cell on Wheels trailers).

3. “Is a longer lead time acceptable?

a. Answer: Longer lead times are acceptable. The solicitation has been amended to read no later than 180 days ARO.

4. “For the comfort stations needing the enclosed toilet facility with a hand washing station, are chemical stations acceptable for both, or are water based systems desired – soap and water for the hand wash and a water flushing toilet?

a. Answer: Yes, chemical toilets/wash stations are acceptable.

5. “You state less than 30,000 GVWR are you talking trailer and truck for combined weight or just the trailer? If combined what do you want the trailer weight to be?”

a. Answer: We are getting a dually F450 (or equivalent) to pull the thing. If the Ford cannot pull it, we've failed.

6. “You state the mast needs to be a minimum of 15’ with ability to extend to 30’. Is this correct?

You are looking for a mast that lays down than is erected than goes to 30’? 15’ mast upright will be over bridge heights”

a. Answer: The requirement is the system must be able to be transported over the interstate in the transportation configuration. In operation, the antenna must be able to extend the Zodiac antenna 15 to 30 feet above the trailer deck.

7. “A 30,000 lbs. trailer is going to be a gooseneck type trailer about 24 ft long. Is that what you had in mind?”

a. Answer: Yes, a 24' Goose Neck configuration is fine.

8. “Proposing ….a Wilburt mast. Nested height is 7 ft, the trailer bed is about 40" high. There is a possibility of not being able to get to the 15ft high min and 13'6" is highway max. Please advise, if this is something you would accept?”

a. Answer: The min/max heights are not absolute, just so we can get above the shelter when in the operational condition. The antenna mast I referenced will be accepted if proposed. The only requirement we'll look hard at is the system must be able to transport over interstate highways in the transport configuration. Some vendors may use a fold down mast to meet that requirement.

9. “Do you absolutely need a large panel? The 20Kw generator only puts out about 35 amps”

a. Answer: The Government estimates the generator will put out 182 Amps at rated load.

10. “Do you absolutely require an enclosed toilet facility with a hand washing station?”

a. Answer: Yes. It could be a chemical toilet with a bottled hand washing station, or a hand sanitizer station. Enclosed with a curtain would meet our requirement.

11. “Generator-Related 3.3 -- 1-ea Generator Receptacle, 200A Appleton RS These two items are in place to connect to “shore power”. As noted jack is included but the actual plug is NOT included. Is this what you want? Our solution has the connection for shore power however the building or whatever you plug into needs to have the counterpart is not. Is this correct?”

a. Answer: Correct. We'll build the cable to plug into the trailer receptacle from shore power.

12. “1-ea Manual Transfer Switch is this included?”

a. Answer: I didn't specify a transfer switch in the requirements. There is no requirement to switch power from on-board generator to shore power while operating. I've seen where a vendor used an industrial Molex power receptacle for shelter power. The on-board generator had the mating end to plug in into the receptacle for on-board power.

For shore power, the user had to build their own power cable with the mating end.
