Questions and Answers # 2 13 October 2015
FA2823-16-R-3000
1. Is there an incumbent contractor currently performing work for this requirement? If so, could you please provide their company name and contract number?
Answer: No. Troop feeding was being accomplished through the dining facility at Duke Field.
However, it is currently undergoing renovations, which is why a catering contract is needed until the renovations are complete.
2. Will the government allow for a "Mobile Kitchen" to be setup on-site for use to prepare UTA meals?
Answer: Yes, provided that the mobile kitchen is of sufficient size, has the necessary capacity for the preparation, storage and serving of food in sufficient amounts as required by the Performance Work Statement (PWS) and has the ability to be keep all food at proper temperatures. Note that any mobile kitchen must be self-sustaining and the Government will not provide any utilities. The mobile kitchen would have to be removed at the end of each UTA.
Offerors who submit a proposal with a mobile kitchen as the primary facility for the preparation and storage of food shall indicate the size of the mobile kitchen, the storage and preparation capacity. Pictures or drawings of the mobile kitchen may be included but must be within the eight (8) page limit for the technical proposal. Offeror’s who propose this option and do not include this information may be determined technically unacceptable.
3. For the Nov 7th BBQ style meal outside of the DFAC - will the Government allow contractor to use "mobile" smoker/grill on-site near the DFAC to prepare BBQ style meal?
Answer: The Government will allow the contractor to use "mobile" smoker/grill on-site near the DFAC to prepare BBQ style meal.
4. Will government allow contractor to set up open-sided tents (if needed) for outside event on Nov 7th?
Answer: There should not be a need for an open-sided tent. This can be revisited once the contract is awarded.
5. What facilities and equipment will the Government provide?
Answer: The Government is only providing the facilities and services listed in paragraph 5 of the PWS. The Government is not providing any equipment or facilities for the preparation or storage of food. The facility (Community Activity Center) is being provided solely for the contractor to set up and serve food.
