PERFORMANCE WORK STATEMENT (PWS)
AIR FORCE RESERVE
919th SPECIAL OPERATIONS WING (SOW)
CATERING OPERATIONS
1 October 2015
1. DESCRIPTION OF SERVICES
1.1. General. This PWS provides for the feeding of enlisted personnel assigned to the 919 th
SOW during Unit
Training Assemblies (UTAs). Only enlisted personnel authorized to subsist at Government expense as outlined in AFI 34-239, Attachment 10, may eat at Government expense.
1.2. Scope of Work. The Contractor shall, except as specified in this Performance Work Statement (PWS) as
Government furnished property or services, provide all food, personnel, supervision, equipment and any other items, materials and services necessary to perform buffet style meal catering services for the 919 th
SOW located at Duke Field, FL. The Contractor shall conduct catering operations at the Community
Activity Center (CAC), building 3053. The Contractor shall perform the requirements in this PWS and conform to the professional standards identified herein, and shall follow all applicable instructions and directives as identified in this PWS. Contractor and Services Superintendent to develop and agree to utilize an established modified 24 Day Menu prior to start of contract.

2. TROOP FEEDING OPERATIONS RESPONSIBILITIES
2.1. The Contractor will provide all quality paper/plastic products to include: flatware, cups, saucers, bowls, glasses, napkins, carryout boxes and such other implements and/or supplies as may be required for feeding.
2.2. The Contractor is responsible for serving and portion control. UTA meals will be served catered, buffet style in a grab and go method.
2.3. The Contractor shall provide all serving containers and serving utensils. Contractor is responsible for providing any tables or other equipment necessary to place prepared food for serving.
2.4. The Contractor shall ensure that all food is served in accordance with applicable sanitation and food preparation standards. Will be subject to no-notice spot inspection of food preparation facility by Military
Public Health.
2.5. The Contractor shall ensure that the authorized personnel are expeditiously and properly fed.
2.6. The Contractor will ensure all meal preparation and services are accomplished with a high degree of sanitation as prescribed in AFI 48-116, Tri-Service, and local public health standards. Will be subject to no-notice inspection by Military Public Health to ensure standards are met.
2.7. The Contractor shall ensure the nutrition and portion requirements as prescribed in AFI 40-104 and this
PWS are met.
2.8. Contractor is required to ensure the designated operations area is in a clean and sanitary condition prior to the serving of meals.
2.9. Contractor shall be responsible for the ensuring the area designated within the CAC for catering operations is cleaned after each meal. This is includes but is not limited to, trash removal, sweeping and/or vacuuming, cleaning of any spills, cleaning of tables inside the CAC and under the covered porch.
2.10. Uniform Requirement. The Contractor shall provide employee uniforms, nametags, and any other specialty clothing (gloves, rubber gloves, aprons, etc.). Employees shall wear clean, neat, pressed and well- fitting uniforms at all times while on-duty. Torn and dirty uniforms, in addition to those with rips, missing buttons, etc. are not to be worn. The uniforms shall not contain commercial advertising, except for hats and nametags containing the Contractor’s name. All shoes shall be of sturdy construction and shall cover the foot for sanitation and safety reasons. Open-toe shoes, sandals, or athletic shoes, and heels higher then 1-1/2 inches shall not be worn. All shoes shall have slip resistant soles.
2.11. Serving Hours. Contractor is required to provide a Breakfast and Lunch Meals during the below hours:
2.11.1. Breakfast 0545-0700
2.11.2. Lunch 1100-1245
2.12. If short notice cancellation of meals causes the vendor to incur otherwise non-billable costs for perishable food, the vendor shall be reimbursed for those food costs provided the food has no alternative business use and is itemized and approved by the contracting officer for reimbursement.
2.13. Inspection of Contractor Facilities
2.13.1. Contractor food preparation facilities, serving operations are subject to no-notice inspections from
Military Public Health personnel.
2.13.2. Contractor shall allow access to Military Public Health personnel, the Contracting Officer and the
Services Superintendent to their food preparation facilities at all times while meals are being prepared for UTAs.
2.13.3. Contractor shall provide to the Services Superintendent and Contracting Officer the address of the facility being used to prepare the meals for UTAs as well as a phone number and point of contact at the facility.
2.13.4. Contractor shall provide to the Services Superintendent the time and dates that food preparation will be accomplished.
3. BREAKFAST MEAL
3.1. Contractor shall provide a Breakfast meal that consists of the below minimum requirements:
3.1.1. Coffee and hot tea with cream and sugar available. No limit on consumption.
3.1.2. One 8-ounce serving of 1% milk (offer variety as requested and/or available).
3.1.3. Variety of six ounces of 100% juice, orange, apple, or grape, selected by Contractor. The Contractor must offer at least one 100% juice but is not required to offer all of the fruit and vegetable juices listed.
3.1.4. Portion of meat consisting of no less than three ounces of sausage, or three slices of bacon.
3.1.5. Two scrambled eggs, pancakes or waffles (not less than 6 ounces) with butter and syrup, or two slices of French toast with butter and syrup.
3.1.6. When eggs are served, no less than two slices of toast with butter and jelly, jam, or preserves will be served; or the Contractor may substitute with hot biscuits and butter, jam or honey.
3.1.7. A variety of individual cold cereals, to include individual instant oatmeal and grits.
3.1.8. A variety of individual pastries (donuts, muffins, croissants).
3.1.9. Breakfast potatoes must be served.
3.1.10. A variety of individual whole fruits (banana, apple, orange).
3.1.11. Bread and toast consisting of whole wheat, white, raisin, bagels, and English muffins must be offered. Must offer two of the listed breads.
4. LUNCH MEAL
4.1. Contractor shall provide a Lunch meal that consists of the below minimum requirements:
4.1.1. Coffee, hot tea, 100% juice (2 selections), and iced tea with sugar, cream, and lemon wedges available and no limit on consumption. Beverages other than above to be offered as an alternative;
limit on consumption permitted (example: canned Coke, 7-UP, or noncarbonated beverages).
4.1.2. Variety of salads with no less than two salad dressings.
4.1.3. Two hot rolls or hot biscuits but no less than 4 ounces of cornbread or sliced white or whole wheat bread served with butter.
4.1.4. One 4-ounce serving of potato and (or) potato substitute and an additional starch to compliment the entrée selected by the modified Troop Feeding 24 Day Menu.
4.1.5. One different types of 3-ounce portions of cooked vegetables other than potatoes, one of which will be dark green or deep yellow selected by the modified Troop Feeding 24 Day Menu.
4.1.6. At least two different types of entrees will be offered. An entrée consisting of no less than six ounces of beef, pork, poultry, or fish/seafood selected by the modified Troop Feeding 24 Day Menu.
4.1.7. A choice of at least two different types of fresh fruits at lunch.
4.1.8. At least two different desserts.
5. GOVERNMENT PROVIDED FACILITIES AND SERVICES
5.1. The Government will provide troop feeding operation signs and will display a sign visible to all at the sign-in station that states “Enlisted Personnel in UTA status are authorized to subsist at Government expense.
Enlisted personnel receiving BAS or in a per diem status and officers will pay the cashier for their meals”.
5.2. The Unit will provide one 3M0X1 personnel during established UTAs to track AF Form 79 and cash collection. This AFRC individual will collect an AF Form 79, indicating the name, grade, and social security number of each person who is authorized to eat at Government expense.
5.3. The Government shall make available an area within the Community Activity Center for the Contractor to set up and conduct operations during the designated meal hours.

7. CONTRACT MANPOWER REPORTING
7.1. The Contractor shall report ALL Contractor labor hours (including subContractor labor hours) required for performance of services provided under this contract via a secure data collection site. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
7.2. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
7.3. Reporting Period: Contractors are required to input data by 31 October of each year.
7.4. Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and Contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the Contractor name and contract number associated with the data.
7.5. User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link.
However, user manuals for Government personnel and Contractors are available at the Army CMRA link at http://www.ecmra.mil.
Appendix A
Workload Estimates
MEAL ESTIMATES. Estimates may change. The Government will inform the Contractor in advance of any significant changes anticipated to occur. A contract price adjustment shall only be authorized if the total number of meals varies +/- 10% for two consecutive UTA weekends.
Average meal count for each day of a UTA is as follows:

Appendix B
UTA Schedule
UTAs are scheduled to be conducted on the below dates. If a UTA is rescheduled the Government will provide the
Contractor notice of the new dates and the Contractor shall perform operations during the new dates.
