SECTION 01 11 13 - GENERAL PARAGRAPHS
PART 1 - GENERAL
1.1 GENERAL INTENTION
It is the declared and acknowledged intention and meaning to provide and secure the construction for the Construct Rig Facility Site C-3 FTFA 12-1174, Eglin Air Force Base, Florida.
1.2 GENERAL DESCRIPTION
In general, the work consists of the following:
Construct new conditioned concrete masonry building with metal roof, interior galvanized metal stud walls with gypsum board painted finish, acoustical and gypsum board ceilings, floor and wall finishes, toilet facilities, server room, training room, workroom, offices and storage. Miscellaneous specialties include signage, fire extinguishers, shelving, etc). Support utilities include lighting, security, plumbing and HVAC systems. Refer to the Table of Contents (TOC) for work to be done.

IN THE FOLLOWING DOCUMENT, REFERENCES TO “OPTION 1” ARE TO BE
CHANGED TO READ: “ADDITIVE 2”.
AND, THE FOLLOWING BRIEF SUMMARY NOTES ARE ADDED:
ADDITIVE 1: USE INTEGRALLY COLORED SPLIT FACE CMU IN LIEU OF PAINTED
SMOOTH FACE CMU.
ADDITVE 2: CONSTRUCTION OF BUILDING WITH LARGER SQUARE FOOTAGE IN
LIEU OF SMALLER BUILDING CALLED FOR IN BASE BID.
The above general description of work does not in any way limit the responsibility of the Contractor to perform all work and furnish all labor, materials, and equipment complete in accordance with the plans and specifications.
1.3 LOCATION
The work shall be located at Site C-3, Eglin Air Force Base, Florida. The exact location of the facility is indicated on the drawings.
1.4 RECORD DRAWINGS
The Contractor shall maintain at the job site two sets of full size contract drawings, marking them in red to show all variations between the construction actually provided and that indicated or specified in the contract documents, including buried or concealed construction. Where a choice of materials or method is permitted herein, or where variations in scope or character of work from that of the original contract are authorized, the drawings shall be marked to define the construction actually provided.
The representations of such changes shall conform to standard drafting practice and shall include such supplementary notes, legends, and details as necessary to clearly portray the as-built construction. On completion of work, this as-built information shall be electronically posted to create an “as-built” electronic set of drawings in AutoCad 2011 an one full size mylar copy of the electronic

drawings and both sets of marked-up drawings shall be delivered to the Contracting Officer, and shall be subject to his approval before acceptance.
1.5 STORM PROTECTION
Should warnings of wind of gale force or stronger be issued, the Contractor shall take every practicable precaution to minimize danger to persons, to the work, and to adjacent property. These precautions shall include closing all openings, removing all loose materials, tools, and equipment from exposed locations, and removing or securing scaffolding and other temporary work.
1.6 INTERFERENCE WITH STATION OPERATIONS
Permission to interrupt any station utility, communication, operational or traffic service or pattern shall be requested in writing at least 10 days prior to the date of the desired interruption. The Contractor shall receive approval in writing from the Contracting Officer before the requested interruption may be put into effect.
1.7 SUBMITTALS
Submission of all AF form 3000, Material Approval Submittals, shall be completed within 10 days or sooner after issuance of notice to proceed unless specified differently on the AF Form 66, Schedule of Material Submittals.
1.8 CHEMICAL LATRINE
The Contractor shall provide, at no additional cost to the government, a minimum of one chemical latrine per 12 workmen. The latrine(s) will be at the job site for the duration of the contract performance period. The latrine(s) shall be serviced as often as required for sanitary conditions but in no case shall servicing be less than once per week. Servicing shall comply with all applicable federal, state and local laws, ordinances and regulations. The latrine waste shall be disposed of legally off government lands.
1.9 APPLICABLE PUBLICATIONS/REGULATIONS
Publications referred to in the statement of work may include reference dates that do not reflect the current status of the publication. Unless otherwise stated in the statement of work (this will be accomplished by stating, “compliance is required with this publication versus any other version”), the current publication is the applicable publication. Where the statement of work further refers to deviations from these publications, these deviations will be applied to the current publication.
1.10 DRAWINGS AND SPECIFICATIONS
The drawings and specifications shall be considered as supplementary, one to the other, so that materials and labor indicated, called for or implied by the one and not by the other, shall be supplied and installed as though specifically called for by both.

SECTION 01 33 00 - SHOP DRAWINGS, PRODUCT DATA AND SAMPLES
PART 1 GENERAL
a. The Contractor shall submit certain items, information, and tests for approval on an AF 3000, Material Approval Submittal Form. Shop drawings and certificates shall be submitted prior to fabrication and commencement of work insofar as possible. All items requiring approval shall be submitted in a timely manner and conform to work schedule.
Submit all related items of a section or items that are dependent on each other at the same time for coordination. In lieu of the Underwriter's inspection label, the Contractor may submit a certified test report from any nationally recognized testing agency acceptable to the Contracting Officer and adequately equipped and competent to perform such services. Unless otherwise specified, costs of all items requiring approval shall be at the Contractor's expense. Where tests by an independent testing laboratory are required, the original copies of test reports shall be sent by the testing laboratory directly to the Contracting Officer. Manufacturing cut sheets, technical data, etc. to indicate material meets or exceed specification requirements.
b. The items to be submitted have been summarized for convenience on the attached Air
Force Form 66. Additional submittals may be required if stated in specifications.
1.1 SCHEDULE OF SUBMITTAL DESCRIPTIONS (SD)
SD-02, Manufacturer's Catalog Data
Data composed of catalog cuts, brochures, circulars, specifications and product data, and printed information in sufficient detail and scope to verify compliance with requirements of the contract documents. A type of product data.
SD-03, Manufacturer's Standard Color Charts
Preprinted illustrations displaying choices of color and finish for a material or product. A type of product data.
SD-04, Drawings
Submittals which graphically show relationship of various components of the work, schematic diagrams of systems, detail of fabrications, layout of particular elements, connections, and other relational aspects of the work. A type of shop drawing.
SD-05, Design Data
Design calculations, mix designs, analyses, or other data, written in nature and pertaining to a part of the work. A type of shop drawing.
SD-06, Instructions
Preprinted material describing installation of a product, system, or material, including special notices and Material Safety Data Sheets, if any, concerning impedances, hazards, and safety precautions. A type of product data.
SD-07, Schedules
A tabular list of data or tabular list including location, features, or other pertinent information regarding products, materials, equipment, or components to be used in the work. A type of shop drawing.

SD-08, Statements
A document, required of the Contractor, or through the Contractor by way of a supplier, installer, manufacturer, or other lower tier contractor, the purpose of which is to further the quality or orderly progression of a portion of the work by documenting procedures, acceptability of methods or personnel, qualifications, or other verification of quality. A type of shop drawing.
SD-10, Test Reports
A report signed by an authorized official of a testing laboratory that a material, product, or system identical to the material, product or system to be provided has been tested in accordance with requirements specified by naming the test method and material. The test report must state the test was performed in accordance with the test requirements; state the test results; and indicate whether the material, product, or system has passed or failed the test. Testing must have been within three years of the date of award of this Contract. A type of product data.
SD-11, Factory Test Reports
A written report which includes the findings of a test required to be performed by the Contractor on an actual portion of the work or prototype prepared for this project before it is shipped to the job site. The report must be signed by an authorized official of a testing laboratory and must state the test was performed in accordance with the test requirements; state the test results; and indicate whether the material, product, or system has passed or failed the test. A type of shop drawing.
SD-12, Field Test Reports
A written report which includes the findings of a test made at the job site, in the vicinity of the job site, or on a sample taken from the job site, on a portion of the work, during or after installation. The report must be signed by an authorized official of a testing laboratory or agency and must state the test was performed in accordance with the test requirements; state the test results; and indicate whether the material, product, or system has passed or failed the test. A type of shop drawing.
SD-13, Certificates
Statements signed by responsible officials of a manufacturer of a product, system, or material attesting that the product, system, or material meet specified requirements. The statements must be dated after the award of this contract, name the project, and list the specific requirements which it is intended to address. A type of shop drawing.
SD-14, Samples
Samples, including both fabricated and unfabricated physical examples of materials, products, and units of work as complete units or as portions of units of work. A type of sample.
SD-15, Color Selection Samples
Samples of the available choice of colors, textures, and finishes of a product or material, presented over substrates identical in texture to that proposed for the work. A type of sample.
SD-18, Records
Documentation to ensure compliance with an administrative requirement or to establish an administrative mechanism. A type of administrative submittal.

SECTION 01 35 43 - GENERAL ENVIRONMENTAL PROTECTION
1.1 GENERAL
This section covers environmental protection in general. Specific environmental requirements are included in other appropriate sections of the specifications. Additional general environmental requirements are included in the General Provisions of the contract. The provisions of this section are in addition to the aforementioned requirements. Where the general provisions of this section conflict with specific requirements elsewhere, the specific requirements shall control. The Contractor shall comply with all applicable local, state, federal, and Air Force environmental regulations. These items include, but are not limited to the following:
a. Vehicles and other powered equipment shall meet all applicable air quality regulations for emissions. Equipment shall be mechanically sound and have all seals, grease rings, and other containment systems in place to prevent leakage. Drip pans shall be maintained such that overflow and spills do no occur. Associated waste shall be handled in accordance with all applicable regulations. There shall be no activities for equipment maintenance including oil changes, filter replacements, or hydraulic equipment repair performed on base without prior approval by the Contracting Officer.
b. All solid waste shall be collected and disposed of on a daily basis. There shall be no accumulation of solid waste unless properly containerized or put within a fenced area to prevent material from being blown about by the wind. No liquids shall be put into base dumpsters. This includes paints, oils, chemicals, compressed gas, pesticides, and other similar materials. Dried paint cans will be allowed in dumpsters only if such cans contain no lead, chromium, cadmium, or other hazardous materials.
c. All Hazardous wastes such as sandblast media, chlorinated solvents, paint, paint thinners, cleaners, and fuels shall be labeled and an inventory management system will be initiated to ensure timely removal and proper disposal. No on-base disposal will be allowed.
(1) All drums shall be labeled with a hazardous waste label. The label shall include the proper DOT shipping name, UN or NA, EPA waste number, generator information, and accumulation start date. The label shall be placed on the side of the drum.
(2) All drums used to store hazardous waste shall be nonleaking and safe to handle.
Drums that are rusted, dented, or leaking shall be overpacked. Drums and/or overpacks shall be provided by the Contractor. All containers shall be DOT approved containers.
(3) Storage of drums will be approved by the Hazardous Waste Branch of the
Environmental Management Directorate (AFDTC/EMCW) prior to the generation of hazardous waste. The Contractor shall document inspection of drums for leaks on a daily basis or if not working in the area daily, then a weekly inspection will suffice. A drum shall be disposed within 90 days of the first drop in the container. A copy of the inspection checklist shall be kept in a log on site.
(4) Hazardous waste drums shall be stored at an approved accumulation site. A sign listing emergency telephone numbers and identifying the site as an accumulation site with two points of contact shall be placed in a highly visible location.

(5) Hazardous waste transportation and disposal shall be coordinated through EMCW. The transporters and disposal facilities will be approved by EMCW prior to their use. Manifests will be signed only by EMCW.
d. Hazardous Materials: The Contractor shall submit to the contracting officer a list of all hazardous materials to be brought onto Eglin AFB property prior to the onset of any work.
The list shall include all paints, solvents, POL products, pesticides, etc. to be used during the duration of the contract. All newly identified requirements for hazardous materials shall be coordinated with and approved by the Compliance Division of the Environmental Management Directorate (EMC) prior to bringing the material on Eglin property.
e. Fuel storage shall be limited to 110 gallons and shall be contained in a government approved portable tank. Siting of the tanks shall be approved by the Contracting Officer.
f. Storage of oils, greases, chemicals, or other liquids shall require a fully contained facility for spill prevention and security. A minimum of 40 pounds of absorbent material per 44 gallons of chemical/oil/grease shall be on hand for spill control.
g. All spills shall immediately be reported by calling 911. Information as to spill location, type of material, and estimated time when the spill occurred shall be provided. The Contractor shall ensure appropriate personnel training in spill response and personnel protective equipment (PPE) is available to take care of spill cleanup and handling of residues of materials under their control.
h. Spray painting shall be conducted by using low-volatile organic chemical (VOC) paint technology or water base paints. See Section 09900 PAINTING for restrictions on spray painting.
i. Contractor sites (i.e. trailer and storage sites) shall be properly maintained at all times.
Repair of all damage due to improper erosion control shall be the responsibility of the Contractor. Release of the site by the Contractor will be accomplished by a final Contractor site review, at which time site deficiencies will be noted. The Contractor shall have 14 calendar days (beyond the contract completion date if necessary) to correct all deficiencies. The contract completion date will not be changed due to any of the required site review actions.
j. Asbestos: If the Contractor encounters unforeseen site conditions including, but not limited to suspected asbestos containing materials during the performance of this contract, the Contractor shall cease operations in the suspect area, immediately evacuate all personnel, and notify the Contracting Officer and the construction inspector.
Samples will be taken and analyzed by the government. See section "Engineering Control of Asbestos Containing Material".
k. Banned Ozone Depleting Chemicals: All equipment using any Class 1 ozone depleting chemicals (ODCs) for a fire suppressant, refrigerant or solvent is banned from acquisition or use unless it has an Air Force waiver. This includes, but is not limited to systems using Class 1 ODCs such as halon 1211, halon 1301, R-11 (trichlorofluoromethane), R- 12 (dichlorofluoromethane), R-113 (trichlorotrifluoroethane), R-114 (dichlorotetrafluoroethane), R-115 (chloropentafluoroethane), and all azeotropic mixtures containing controlled chemicals such as CFC 500, 501, 502, and 504.
l. Ground Contamination: If suspected contamination is encountered during excavation activities (often indicated by unusual colors or odors), the Contractor shall contact the Contracting Officer immediately.

m. Environmental Training: Specific Contractor personnel may be required to attend Hazard Communications (HazCom) Training and Hazardous Waste Seminars held bi-annually at Eglin AFB at no cost to the Contractor. If the Contractor has a HazCom and Hazardous Waste Handling Programs in place and can provide proof of such program, then the HazCom Training can be waived. Proof of existing HazCom and Hazardous Waste Handling Programs shall be provided to the environmental management representative at the pre-construction meeting and updated annually.

1.2 DEFINITIONS
1.2.1 Sediment
Soil and other debris that have eroded and have been transported by runoff water or wind.
1.2.2 Solid Wastes
Rubbish, debris, and other discarded solid materials, except hazardous waste as defined in paragraph entitled, "Hazardous Waste," resulting from industrial, commercial, and agricultural operations and from community activities.
1.2.3 Rubbish
Combustible and noncombustible wastes including paper, boxes, glass, crockery, metal, lumber, cans, and bones.
1.2.4 Debris
Combustible and noncombustible wastes such as ashes and waste materials resulting from construction or maintenance and repair work, leaves, and tree trimmings.
1.2.5 Chemical Wastes
Salts, acids, alkalies, herbicides, pesticides, and organic chemicals.

1.3 SUBMITTALS
Submit the following in accordance with Section 01340, "SHOP DRAWINGS, PRODUCT DATA AND
SAMPLES:"
1.3.1 SD-08, Statements
a. Solid Wastes Disposal Permit: Submit one copy of a state or local permit or license showing such agency's approval of the disposal plan before transporting wastes off Government property.
1.3.2 QUALITY ASSURANCE
1.3.3 Environmental Protection Requirements
Provide and maintain, during the life of the contract, environmental protection as specified. Plan for and provide environmental protective measures to control pollution that develops during normal construction practice. Plan for and provide environmental protective measures required to correct conditions that develop during the construction of permanent or temporary environmental features associated with the project. Comply with Federal, state, and local regulations pertaining to the environment, including water, air, solid waste, hazardous waste and substances, oily substances and noise pollution.
1.4 HISTORICAL AND ARCHAEOLOGICAL RESOURCES
Protect in-place and report to the Contracting Officer historical and archaeological items or human skeletal remains discovered in the course of work. Stop work in the immediate area of the discovery until directed by the Contracting Officer to resume work.

1.5 SOLID AND SANITARY WASTES
Pick up solid wastes, and place in containers which are regularly emptied. Prevent contamination of the site and other areas when handling and disposing wastes. On completion, leave the areas clean.
Control and dispose of wastes.
1.5.1 Disposal of Solid Wastes
Dispose of solid wastes in accordance with the requirements specified.
a. Removal from Government Property: Remove solid wastes from Government property.
b. Removal to a Government Landfill: Dispose of solid waste at Government landfill site indicated or specified. Cover deposited material after each day's operation. Contractor shall submit one copy of a state or local permit or license showing such agency's approval of the disposal plan.
1.5.2 Garbage Disposal
Place garbage in approved containers; the Contractor shall provide pickup and disposal service.
There will be no accumulation of solid waste unless properly containerized or put within a fenced area to prevent material being blown about by the wind. No liquids will be put into base dumpsters. This includes paints, oils, chemicals, compressed gas, or pesticides. Only dried paint cans will be allowed in dumpsters.
1.5.3 Sewage, Odor, and Pest Control
Dispose of sewage through connection to a municipal, district, or station sanitary sewage system. If sanitary sewage system is not available, use chemical toilets. Empty wastes into a municipal, district, or station sanitary sewage system, or construct and maintain an approved type of sanitary convenience for the use of persons employed on the work. Provide pest control and elimination of odors. Do not dispose of substances which will interfere with treatment plant operations in accordance with 40 CFR 403.
1.6 HAZARDOUS WASTES
1.6.1 Petroleum Products
Conduct the fueling and lubricating of equipment and motor vehicles to protect against spills and evaporation. Dispose of lubricants and excess oils.
1.6.2 Other Hazardous Wastes
All hazardous wastes such as sandblast media, chlorinated solvents, paint thinners, and fuels will be labeled and an inventory management system initiated to ensure timely removal and proper disposal.
There will be no on-base disposal allowed, including use of drains (sanitary, storm, or industrial).
a. All drums must be labeled with a hazardous waste label. The proper DOT shipping name, UN or NA, EPA waste number, generator information, and accumulation start date on the label must be filled out. The label must be placed in the upper third of the drum.
b. All drums used to store hazardous waste must be nonleaking and safe to handle. Drums that are rusty, dented, or leaking should be overpacked. Drums and/or overpacks must be purchased by the Contractor. All drums purchased by the Contractor must be DOT

specification numbers 5B, 17E, or 17H. The specification numbers are stamped on the bottom of the drum.
c. Drums filled with hazardous waste must be inspected weekly for leaks. The Contractor will obtain from Environmental Flight (CEV), Building 696, and fill out a generator's inspection checklist each week the drums are in storage (up to 90 days). Completed checklists must be forwarded to CEV every Friday until drums are properly disposed of by the Contractor.
d. Hazardous waste drums must be stored in an area authorized by CEV. In general, the area must have a containment system, be secure, and have signs placed around it that say: "Hazardous Waste. No Trespassing."
e. Hazardous waste drums can only be stored for 90 days after the accumulation start date.
Drums will be kept closed except when adding or removing waste.
1.7 DUST
Keep dust down at all times, including during nonworking periods. Sprinkle or treat the soil at the site, haul roads, and other areas disturbed by operations with dust suppressants. Do not use dry power brooming. Vacuuming, wet mopping, wet sweeping, or wet power brooming is acceptable. Air blowing will be permitted only for cleaning non-particulate debris such as steel reinforcing bars. Only wet cutting will be permitted for cutting concrete blocks, concrete, and bituminous concrete. Do not shake bags of cement, concrete mortar, or plaster.
1.8 ODC'S
The release of ODC's is prohibited. All refrigerants will be recycled or recovered in accordance with EPA standards.
