Performance Work Statement
Building 600 Flooring
Resealing
Schriever AFB, Colorado
30 August 2018
1.0 BACKGROUND: Building 600 on Schriever AFB is the central utility plant for the installation. The floor in the plant was last painted and sealed in 2005. The paint and seal applied at that time has degraded and is in need of replacement. The non-skid material has worn down to a point that it no longer performs as designed which has created a safety concern for plant personnel. Additionally, various areas of the floor have been damaged leaving concrete exposed and unprotected. Resealing the floor and painting as indicated in the following paragraphs will preserve the utility plant floor and mitigate safety concerns for plant personnel.
2.0 GENERAL REQUIREMENT: Contractor shall provide all personnel, equipment, materials, supervision, and other non-personal items necessary to remove and replace seal and paint at locations throughout Building 600 on Schriever AFB.
3.0 SPECIFIC REQUIREMENTS:
3.1 CHILLER ROOM (RM 102) (Approx. 13,600 SF)
3.1.1 Ensure a 3-layer (primer, body coat, top coat) pigmented epoxy coating on smooth surface, 37 Mils thick, with an “orange peel” texture finish on all concrete floors and concrete equipment pads (as accessible) per manufacturer’s recommendations.
3.1.1.1 Epoxy primer and pigmented epoxy body coat shall be Sherwin-Williams product 3569 or approved equal.
3.1.1.2 Epoxy top coat shall be Sherwin-Williams product 3746 or approved equal. Refer to
Facilities Excellence Guide for color.
3.2 SMALL SWITCH GEAR ROOM (Approx. 670 SF)
3.2.1 Ensure a 3-layer (primer, body coat, top coat) pigmented epoxy coating on smooth surface, 37 Mils thick, with an “orange peel” texture finish is applied on all concrete floors and on walls to a height of 8-inches above the finished floor, and concrete equipment pads (as accessible) per manufacturer’s recommendations.
3.2.1.1 Epoxy primer and pigmented epoxy body coat shall be Sherwin-Williams product 3569

3.3 LARGE SWITCH GEAR ROOM (RM 118) (Approx. 4,780 SF)
3.3.1 Ensure 3-layer (primer, body coat, top coat) pigmented epoxy coating on smooth surface, 37 Mils thick, with an “orange peel” texture finish is applied on all concrete floors and on walls to a height of 8-inches above finished floor, and concrete equipment pads (as accessible) per manufacturer’s recommendations.
3.3.1.1 Epoxy primer and pigmented epoxy body coat shall be Sherwin-Williams product 3569

3.4 BOILER ROOM (RM 101) (Approx. 4,000 SF)
3.4.1 Ensure a 3-layer (primer, body coat, top coat) pigmented epoxy coating on smooth surface, 37 Mils thick, with an “orange peel” texture finish on all concrete floors and concrete equipment pads (as accessible) including pads underneath 4 existing boilers per manufacturer’s recommendations.
3.4.1.1 Epoxy primer and pigmented epoxy body coat shall be Sherwin-Williams product 3569
3.4.1.2 Epoxy top coat shall be Sherwin-Williams product 3746 or approved equal. Refer to
Facilities Excellence Guide for color.
3.5 Contractor shall phase project within chiller room, large switch gear room, and boiler room to ensure B600 personnel retain access throughout the duration of the project.
4.0 OTHER REQUIREMENTS:
4.1 WORK AREA: The work area will be confined to the applicable areas as described in this document and on the attached drawings. The work area shall remain clean and free of obstructions at all times. The Contractor is responsible for ensuring the site is clean at the end of the standard work hours each day.
4.2 WORK HOURS: Standard work hours under this contract are Monday through Friday, 7:00 a.m. to 4:00 p.m. Mountain Standard Time (MST). Upon written request from the Contractor, the Contracting Officer (CO) may grant the Contractor permission to deviate from the standard work hours on a case by case basis. Request to the CO for non-standard work hours shall be furnished in writing at least 48 hours in advance of the potential deviation. In addition to non-standard work hours, the Contractor shall not work on federal holidays without written approval from the CO.
4.3 KICK-OFF MEETING: The Contractor shall attend a kick-off meeting at Schriever
AFB within two (2) weeks of contract award. The meeting will be held in the Contracting Conference Room, building 210, 3rd Floor. The CO or the appointed designee will coordinate the date and time of the kick-off meeting at the earliest opportunity after contract award.
4.4 MEETINGS (OTHER): The Contractor shall attend a bi-weekly teleconference meeting as needed. Meetings shall include the CO and/or Contracting Specialist (CS), Contractor, and Contracting Officer Representative (COR) at a minimum.
4.5 SITE SURVEY: The Contractor shall attend a site survey prior to starting any work.
The meeting shall include the Contractor, CO and/or CS, and COR. Existing conditions within and around the work area shall be assessed and documented to establish a baseline. Any damage beyond what is documented during the site survey shall be the Contractor’s responsibility to repair prior to contract close-out.
4.6 PRE-FINAL INSPECTION: The Contractor shall conduct a pre-final walk through inspection with base personnel. The Government shall publish the pre-final inspection findings in a pre-final inspection (punch list) report, which shall be furnished to the CO.
4.7 FINAL INSPECTION: The Contractor shall conduct a final inspection with base personnel. The Government shall publish the findings in a final inspection report, which shall be furnished to the CO. The inspection shall concentrate on the items identified at the pre-final inspection and recorded in the pre-final inspection (punch list) report. A final inspection shall not be performed until all items on the pre-final inspection report have been resolved.
4.8 WARRANTY: All work shall be warranted for a period of 12-months following government acceptance. All manufacturer’s material warranties shall be provided to the government at contract closeout.
4.9 MATERIAL SUBMITTALS: A Schedule of Material Submittals form will be used for this project. This list of submittals is not all-inclusive; other submittals and forms may be required. The Contractor shall complete and furnish to the CO the AF IMT 3000 to accompany a deliverable.
4.9.1 Equal materials shall be approved through submittal of AF IMT 3000 to the CO.
4.10 PERIOD OF PERFORMANCE: The Period of Performance is ninety (90) calendar days from the date of contract award. The Period of Performance includes processing all required submittals, material lead time, material application, testing, and final acceptance by the government.
4.10.1 All schedule delays shall be approved in writing by the CO. Should a delay be anticipated, the Contractor is responsible at the time the cause of the delay is known to the Contractor for contacting the CO in writing to request additional time. Requests may or may not be approved on a case-by-case basis.
5.0 SECURITY REQUIREMENTS:
Contractor is required to provide identification badges for their employees. All Contractor personnel shall wear these badges while on SAFB. Badges are required to identify the individual, company name, and be clearly and distinctly marked as Contractor. These are not substitutes for visitor, temporary or any other SAFB generated badges.
The Contractor shall comply with all SAFB security requirements. SAFB is a controlled/restricted area and special security procedures are utilized to deter espionage, sabotage, and theft of Air Force resources. The Contractor shall be responsible for security of his work areas in cooperation with applicable base agencies.
The Contractor shall appoint, in writing to the CO, a Security Representative to arrange all needed security support for this Performance Work Statement (PWS). The Contractor shall arrange all needed security support for this project. The Contractor shall coordinate security matters with the 50 Civil Engineer Squadron (50 CES) and other base agencies, as needed. Assistance from the 50 CES Security Manager and 50 Security Forces Squadron (SFS) personnel will be provided to the Contractor’s Security Representative.
It is the sole responsibility of the Contractor to obtain any and all required escorts prior to starting work.
5.1 Restricted Areas Security Requirements
Short-Term Contractors working in the Restricted Area will be required to have: cleared, escort trained personnel, capable of providing escort services in accordance with Schriever AFB and 50th Space Wing Security Policy; OR obtain the services of a private escort company cleared to provide escort services on Schriever AFB. Escort officials are responsible for the conduct of their escortees.
Government project personnel will not be able to perform escort duties for Contractor personnel. It is the sole responsibility of the Contractor to obtain escorts as required.
The number of escorted employees within the Restricted Area shall not exceed 10 per escort, and positive visual identification with each escorted employee shall be maintained at all times.
5.2 The Contractor shall request, obtain and properly use vehicle passes for all vehicles used in the performance of this contract, in accordance with AFI 31-218, Air Force Motor Vehicle Traffic Supervision.
5.3 To qualify for unescorted entry to SAFB an employee shall obtain a favorable NAC. The
Contractor shall initiate the NAC by completing a AF 2583, submitted to 50 CES Unit Security Manager The NAC requires the employee to authorize an “employment,” “residence,” and “criminal” history records check, and submit to fingerprinting. The Government shall conduct and cover the cost of the actual NAC. Upon favorable adjudication of the records check results, interim unescorted entry may be granted pending completion of NAC. Unescorted entry based on a favorable records check will be limited to Area 7 (main base portion of SAFB).
The Contractor shall direct each eligible employee to personally report to their Security Representative who will work with the 50 CES Security Manager for completion of the AF
Form 2586 Unescorted Entry Authorization Certificate. Contractor employees will not be allowed unescorted entry to SAFB secured buildings until these procedures have been completed.
Employees without unescorted entry authority will be continuously escorted while in a restricted area. The restricted/controlled area badge shall only be valid for the employee’s term of employment or for the duration of the contract, whichever is shorter. Upon employee termination, the Contractor shall surrender the restricted/controlled area badge to 50 SFS Building 15, Pass and Registration Office, no later than 3:00 p.m. on the following workday.
When inside restricted area, Contractor personnel shall, at all times, display restricted/controlled area badges on their outer garments above the waist. Remove and secure the restricted/controlled area badges immediately upon departure from the restricted area to prevent loss. Incidents of a person not properly displaying badges or violating escort procedures (e.g. working out of view of escort) shall be treated as a breach of security and that person shall be susceptible to apprehension, search and detainment. Any person inside a restricted area without a restricted/controlled area badge will be detained or apprehended, searched, removed, and turned over to appropriate authorities for disposition.
The Contractor shall insure personnel are briefed on base security requirements.
5.4 Access to classified information by Contractor personnel during performance of this contract is prohibited. However, Contractor performance shall be within controlled areas that shall require Contractor compliance with various levels of security and require certain established personnel security entry control procedures.
5.5 The installation commander reserves the right to deny entry to SAFB to any person whose
NAC is unfavorable or upon disclosure of information that indicates the individual’s continued entry to SAFB is not in the best interest of the USAF. Additionally, the violation of or deviation from established security procedures by any Contractor employee may result in the confiscation of restricted/controlled area badges and denial of future entry to
SAFB.
Restricted/Controlled Area badges issued to Contractor personnel are subject to recall for inventory and verification purposes. Contractor personnel shall surrender restricted/ controlled area badges to Government personnel conducting such inventory and/or verification immediately upon notification.
5.6 The Contractor shall provide an Employee Access List (EAL) to the Contracting Officer, 50 CES Security Manager, by the second workday of each month or as requested. The EAL shall be maintained current and correct at all times and shall include the name of each employee and their restricted/controlled area badge number, and vehicle listing with description.
50 SFS personnel will verify the identity and entry authorization of each Contractor employee and vehicle, and may conduct a search of any baggage, articles, or vehicles on
SAFB.
5.7 Contractor employees requiring entry, but not requiring unescorted entry, will be issued a visitor badge and will be under direct surveillance at all times by a Contractor employee possessing a restricted/controlled area badge with escort authority. Contractor employees entering SAFB will obtain their visitor badge from the 50 SFS, Building 200. The visitor badge will be returned to the entry controller each time the employee departs the SAFB controlled area. While within the SAFB controlled area, Contractor personnel will display the visitor badge on their outer garment above the waist and shall remain at all times within view of the escort official. The escort for all Contractor personnel shall maintain positive visual contact with escorted employees at all times.
The Contractor shall immediately report the occurrence of lost badge(s) to the 50 CES Security Manager, who will in turn report to 50 SFS. If the 50 CES Security Manager is not available, the loss shall be reported directly to 50 SFS within one duty day of loss.
Replacement badge will not be issued until reporting procedures are satisfactorily completed.
5.8 All costs incurred by the Contractor associated with security requirements (with exception of the NAC investigations) including submission of necessary security investigation paperwork, routine entry/exit delays, and operational delays due to contingencies or exercises, are to be anticipated by the Contractor and shall be included in the price of the contract. Base exercises are estimated to occur approximately 15 workdays per year;
however, during contingencies and exercises the Contractor’s work will normally be rescheduled.
The Contractor shall obtain all necessary cards, passes, buttons, decals, or other items required for access to the area or areas in which work will be performed. The Contractor shall apply for all vehicle and individual identification media at the SAFB Security Forces Squadron; Visitor Control Center, Building 15. All personnel operating a vehicle on SAFB shall obtain a vehicle registration pass. The Contractor shall provide proper state registration, proof of insurance, valid driver’s license and proof of vehicle emissions testing in order to register the vehicle and drive on base. Upon completion or termination of the contract or an individual’s employment on the job, the Contractor shall immediately retrieve the identification media issued above and surrender it to the Security Forces, SAFB Visitor Control Center, and Building 15.
On average, approximately 15 times per year, for four hours in duration, small portions of the installation will be closed to non-essential personnel due to disaster, emergency and contingency responses or exercises. This does not relieve the Contractor from responsibilities of performing work in a timely manner, except when the base is closed by the Wing Commander for weather.
The Contractor shall be responsible for safeguarding all Government property. At the close of each workday, Government facilities, equipment and materials shall be secured.
6.0 ENVIRONMENTAL REQUIREMENTS: The Contractor is responsible for adhering to all environmental protection requirements, as applicable.
The Contractor must comply with the SAFB Overarching Environmental Specifications, which outlines provisions to help ensure Contractor compliance with environmental law.
Contractor must provide Spill Prevention and Response Plan with every project.
Contractor must meet all terms and conditions as stated in the contract. Below is only a partial list of the terms and conditions. Please see environmental attachment for in depth inquiries. The most stringent code should be adhered to.
6.1 Permits:
Permits, Applications, Supporting Documents, and Fees:
The Contractor shall be responsible for identifying all required environmental permits, notices, reviews, and approvals required for the project according to appropriate federal, state, and local environmental agencies. Once the requirements are identified, the Contractor shall be responsible for coordinating the requirements with 50 CES/CEIE and the Contracting Officer. The Contractor shall ensure that all coordination, permits, notices, reviews and approvals are completed with each applicable phase of the design prior to starting each phase. The Contractor shall be responsible for any contract delays resulting from failure to obtain required environmental permits, notices, reviews, and approvals.
The Contractor shall obtain and complete all environmental permit applications and notices, including any documents required for a modification for an existing permit held by the base. The Contractor is responsible for preparing all supporting documents, including but not limited to engineering reports, emission surveys, diagrams, pollutant load calculations, etc. If, in lieu of permits, the governing agency requires review and approval of the design, the Contractor shall submit and obtain approval of the design and associated documents. The Contractor shall be responsible for all fees associated with the permits, applications, reviews, approvals, and notices.
Codes, References, Guidelines:
Contractors shall comply with federal, State of Colorado, U.S. Air Force and Schriever AFB regulatory requirements for environmental aspects of performance. Additional guidance specific to Schriever Air Force Base (SAFB) can be referenced in established plans and programs.
6.2 Hazardous Materials Management
Prior Approval Required:
Prior to any Hazardous Materials (HM) being brought on to the installation, to include renovation materials, a list of the proposed HM shall be submitted to the Hazardous Material Program Manager. All associated Material Safety Data Sheets (MSDS) and Technical Orders (TO) shall accompany this list to be considered during the program manager’s review.
During the review, any available safer substitutes for listed HM may be mandated for use.
Upon approval, 50 CES/CEIE will provide a HM tracking spread sheet that will serve as the initial inventory of the HM utilized for the project. Contractors shall use this spread sheet to report to 50 CES/CEIE the usage and storage of the HM on a monthly basis.
For contracts with larger quantities of approved HM usage, contract personnel may be required to input the initial inventory into the Air Force single HM tracking database commonly known as the Enterprise Environmental Safety and Occupational Health – Management Information System (EESOH-MIS).
6.3 Hazardous Waste Management
Contractor Generated Waste It is the responsibility of the Contractor to remove and properly dispose of all regulated waste generated during a project. Regulated wastes are substances defined as Hazardous Waste (HW) in 40 CFR 261 and Universal Waste (UW) as defined in 40 CFR 273; or, as defined by applicable state and local laws/regulations. At no time shall HM, HW, and UW be deposited into any solid waste stream or refuse container.
Regulated substances generated by contract activities shall be removed from the work area to the designated and clearly marked accumulation area within 24 hours of generation. HW shall be removed from the designated accumulation area within 60 days. The Contractor is responsible for proper packaging, labeling, and transportation of HW and UW from accumulation area to a facility for ultimate disposal. The Contractor shall ensure the waste is disposed at a properly permitted treatment/disposal facility and that copies of all manifests and other required documents are provided to 50 CES/CEIE. The Contractor shall pay all costs associated with regulated substance management and disposal. The Contractor shall pay all fines/penalties assessed by federal, state, or local agencies for the improper management or illegal disposal of regulated substances; or laws/regulations violated by the Contractor. No HW or UW may be stored, accumulated or left on the property after finalization of project.
6.4 Solid Waste & Recycling
Recycling and Waste Minimization:
Schriever AFB operates a Qualified Recycling Program (QRP); Contractors and base personnel shall participate in the program.
Contractor Recycling Items recycled through the actions of a project shall be reported to 50 CES/CEIE. The report shall include type of material recycled, method of recycling, weight recycled, prices per pound (if applicable), facility utilized and net proceeds. The proceeds from recycling shall be turned into the QRP Manager, who will present these funds to 50 CES/CEIA (Resource Manager) for deposit in to the QRP account.
7.0 ADDITIONAL GUIDANCE AND SPECIFICATIONS: The project shall conform to all applicable Federal, State, and local laws, regulations and base-specific standards and applicable Unified Facilities Criteria (UFC). Where there is a conflict between the referenced standards, the most stringent shall take precedence. Specific guidance for this requirement can be found in the following:
