Statement of Work (SOW) Lenel Access Control System (ACS), Building 1319

Patrick AFB, Florida

Revised, 5 March 2020

The 45th Security Forces Squadron (45 SFS) has a requirement for a new Lenel Access Control System (ACS) at building 1319, Patrick Air Force Base (PAFB), Florida. All monitoring and lock/unlock controls will be located in the 45 SFS Base Defense Operations Center (BDOC), room 151. The system shall include ability to interface with the existing Lenel ACS on Patrick AFB, which are (SWS-32ES) and (SWS-PRO).

1. Scope of Requirement

1.1. Contractor shall provide all labor, software, hardware, supervision, tooling and miscellaneous consumables to complete the removal of the existing ACS and installation of new Lenel ACS. This will be a Brand Name requirement for Lenel Onguard software and associated hardware. All other equipment items are considered "brand name or equal." Please see attached Single Source J&A for brand name and “or equal” requirements.

Install software, program access control 1

1.3. Requirements

The install must be part of a complete turn-key system to including testing, labeling, programing and commissioning. A total of eighteen (18) eighteen doors have been identified, interior and exterior, for access control with applicable hardware, as illustrated in Appendix A. System shall include all miscellaneous mounting hardware, including pipes and J-hooks, as applicable. Vendor must utilize armored cable from the communications room to access doors. Applicable enclosures may be installed in the communications where USG electrical outlets and fiber connectivity to existing Lenel system is available. Current access control system panels/hardware must be removed.

Prime contractor must be an authorized Lenel S2 Value Added Reseller (VAR) and possess the Lenel OnGuard certification. Proof of VAR and OnGuard certification must be provided at time of bid submission for evaluation.

2. Technical Requirements The contractor shall ensure that all applicable Commercial-Off-The-Shelf (COTS) IA and IA-enabled products comply with AFI 17-130, Air Force Cybersecurity Program Management.

2.2 Energy Star Mandate

The contractor shall ensure the product meets Energy Star guidelines, as applicable.

2.3 Technical Refresh

In order to ensure new design enhancements and technological updates or advances, the contractor shall offer, under this purchase order, hardware and software components available to the contractor's commercial customers. Furthermore, the contractor shall make available any commercially available updates to the hardware and software provided under this purchase order. If such updates are available to other customers without charge, then they shall also be made available to the Government without additional charge. The contractor will ship these updates to existing customers who have acquired the hardware/software being updated under this purchase order.

Vendor commercial product offerings shall include “state of the art” technology, i.e., the most current proven level of development available in each product category.

2.4 Trade Agreement Act (TAA)

All proposed products must be compliant with the Trade Agreements Act of 1979 (TAA) and related clauses in Section I of this contract. In accordance with DFARS 252.225-7021, the Trade Agreements Certificate at DFARS 252.225-7020 shall be provided for each end item defined and specified in a solicitation that exceeds the TAA threshold subject to the waivers and exceptions provided in FAR 25.4, and DFARS 225.4 offered in response to any RFQ issued under this contract.

Please note that Federal Acquisition Regulation (FAR) paragraph 25.103(e) includes an exemption from the Buy American Act (BAA) for acquisition of information technology that is commercial items.

2.5 Items on Backorder

In their response to a Request for Quote (RFQ), the contractor shall provide notification, if applicable, that a particular item is on backorder, the expected lead-time to fulfill the order, etc. It shall be implicit that a response to an RFQ with no items identified on backorder is a declaration that the items are available at the time of quote submission.

2.6 Warranty

The contractor shall provide any OEM pass through warranty and standard commercial warranties applicable to the products being purchased at no cost.

2.7 Hardware and Associated Software and Peripherals

All hardware delivered under this purchase order shall include associated software, documentation and associated peripherals required for operations (such as controllers, connectors, cables, drivers, adapters, etc.) as provided by the OEM. This is true only if the applicable OEM provides such items with the product itself.

2.7.1 Software

For all software that is outside of hardware and purchased independently, the contractor shall provide the software license registered to the customer’s organization.

2.7.2 Product Maintenance

The contractor shall provide associated maintenance and upgrades to include spares/parts and emergency support, during the warranty period.

3. Delivery and Installation

3.1 Installation includes inside delivery, unpacking and removal of packaging materials, set-up/installation and debris removal. Installation also includes removal and disposal of previous access control system. Final product shall be delivered, installed and turnkey useable for mission partner no later than 90 days after contract award.

3.2 No “Drop Shipments” will be permitted.

3.3 F.O.B.

3.4 Work Hours

Delivery and installation may be completed between the hours of 7:00 AM and 4:00 PM, Monday through Friday, excluding all federal holidays. Escorts will be provided throughout the building, if necessary.

4. Government Furnished Utilities Water and electricity shall be furnished to the contractor from existing systems/outlets at no cost to the contractor. The contractor shall furnish all equipment, material and labor to obtain the utilities from existing systems/outlets. This excludes wiring hookups to network/electrical grid.

5. Base Access Proof of current vehicle registration, driver’s license and vehicle insurance must be made available prior to issuance of base access permits. The contractor shall obtain base access for personnel, subcontractors, vehicles and equipment.

6. Regulations and Standards The contractor shall comply with all Patrick AFB safety standards and all OSHA standards.

Resolution of citations for violations of the Occupational Safety, Health Act Safety and Health Standards is the contractor’s responsibility.

7. Trash and Litter Control The contractor shall clean up and remove all packaging materials and associated litter from installation site. Contractor is responsible for disposal of all packaging materials and litter.

8. No Smoking Policy There is an Air Force Policy of NO SMOKING in any Government building or vehicle in accordance with AFI 40.102 (03 Jan 1994).

All work described and provided in this SOW, shall be performed in accordance with this Statement of Work and Addendums if hereby applicable. This SOW will become effective on the date the vendor receives the Purchase Order signed by the cognizant Contracting Officer.
