Section B: Description of the Supplies/Services Required
The purpose of this requirement is to procure a new Lenel Onguard Access Control System (ACS) for the 45th Security Forces Squadron (45 SFS) headquarters building (bldg. 1319) at Patrick Air Force Base (PAFB), Florida. The contractor shall provide all labor, software comapatible with existing systems (SWS-32ES and SWS-PRO) , hardware, supervision, tooling and miscellaneous consumables to complete the removal of the existing Lenel ACS and installation of new Lenel ACS. This will be a Brand Name requirement for Lenel Onguard software and associated hardware. All other equipment items are considered "brand name or equal."Please see attached Market Research Report (MRR) and Statement of Work (SOW).
Brand Specific Requirements:
(1) Lenel OnGuard Door License: Software, user interface, system monitoring, lock/unlock features, event monitoring
(1) Lenel Client License: Software-based management, user interface, event monitoring, lock/unlock
(4) LNL-AL600ULX-4CB6 UL Enclosures: 24.25 x 18.25 x 4.75, lockable, input 115 VAC, output 12 VDC, input/output indicators
(1) LNL-2220 Dual Network Interface Module: On-board 10/100T, 6MB RAM, connection to onGuard Server
(9) LNL-1320 Dual Reader Interface Module: Card reader support, 12/24 VDC power, on-board jumpers
Brand Name or Equal Requirements:
(12) Crash Bars with Rim Lock: Electric exit devices, depress push pad, latch bolt, case dimensions 8" x 2 3/4" x 2 3/8, push bar neutral and depressed. Similar to Von Duprin part#s RX-QELA-98-L-US26D-3'-LHR-996-03-US26D-299- PBT=US32D-CYL-3216-SNB, RX-QELA-9875-L-F-US26D-3'-RHR-996-03-US26D-576A-PBT=US32D-CYL-3215, and RX-9827-

(6) Door Strikes: 10 x 3 x 2, surface mount, tamper resistant, dual 12/24 VDC, UL 1034 compliant, stainless steel, 1500 lb static strength, 1 million cycle endurance, internal solenoid , electric strike plate for rim mounted hardware. Similar to Von Duprin, part# Hes 9400.
(18) Door Contacts: Surface mounted, magnetic contact, pry tamper, triple-biased reeds, 4.25 x 1.50 x .75, brushed anodized aluminum, 30V AC/DC maximum, detection of door open/closed. Similar to Sentrol part #2707A
(18) RP40 Readers: 3.3" x 4.8" x 1.0, contactless card support, OSDP, 5-12 VDC, Compatible with Federal issued Common Access Cards, contactless for proximity. Similar to HID Global, part #RP40
(1) Misc Mounting Hardware: Associated infrastructure, conduit, mounts, etc.
(4) Power Supply: 12/24 volt, mounted inside enclosure, compatible power supply to operate Lenel controller. Similar to Altronics AL1024XXXX.
(18) 150' Armored Access Control Cable: Shielded, access control cable, aluminum, multi cable interior from communications room to each door to operate each components (e.g. data, power, locks etc). Similar to Southwire H91602-1.
(18) Request to Exit Devices: Push button, wall mounted, 2” diameter, label “Push to Exit,” plate depth 2.5”, mounted on single gang inside facility, electric release of magnetic doors, disable alarm when depressed. Similar to Alarm Controls TS-2TD.

Section C: Justification for Soliciting from a Single Source or Brand Name
The subject requirement is to support and maintain the equipment procured for the expansion of the Automated Access Control System (ACS) on NETCENTS Contract FA8732-13-D-0018, task order TJ02. The contract was subcontracted out to SmartWatch Security and Sound LLC on 18 August 2016, who is a Woman Owned Small Business(WOSB) registered on System for Award Management (SAM). The Lenel ACS and corresponding software is currently being employed at Patrick AFB for access control at buildings 523 and 524, as well as at every communication room on Patrick AFB.
In Accordance With (IAW) FAR 13.106-1(b), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). 45 SFS requires secure access points in every main entrance and exit within the headquarters facility at PAFB. Several access points serve as crucial locations for internal response units and confinement of individuals for safety purposes. Therefore, it has been determined that utilizing the same system and software throughout the entire installation is necessary to allow for interoperability, continuity and consistent functionality for security concerns at PAFB. Each system uses the same programming and software that allows security managers the capability to secure classified and unclassified documents, as well as provide measures for containment in the event of a real world event. Additionally, having one system would allow all facilities to be shut down and controlled swiftly by one system with one action, as opposed to having to perform two separate procedures.
All other identified hardware has been deemed brand name or equal, and "similar or equal to" substitutions will be accepted based on the aforementioned salient characteristics listed in the attached SOW.
Section D: Efforts to Obtain Competition
On 17 September 2019, combined synopsis solicitation no. FA252119QB0102 was posted to FBO with a close date of 25 September 2019. The extent of competition for the solicitation was for Women-owned Small Businesses, as market research dictated that there were at least three (3) known WOSB's capable of providing the requirement. At the close of the solicitation, nine (9) responses were received. Of 9 responses received, only 3 were verified to be Value Added Resalers (VARS) of Lenel S2. A VAR is similar to that of an authorized distributor, where certain vendors are certified to supply Lenel S2 products and services. VAR status is a required element of the acquisition, as the absence of VAR status with Lenel S2 precludes any contractor (prime or subcontractor) from obtaining hardware and software licensing for the ACS from the manufacturer. Section E: Steps to Preclude Future Single Source or Brand Name Awards
Market Research will continually be performed periodically as well as each time a new requirement need for equipment purchase, service or replacement arises to determine if there are other manufacturer brands available
