Answer #1: Yes

Where can the dewatering system be discharged to on site? (i.e. storm basin / retention pond)
Answer #2: Dewatering can only be discharged to groundwater in the general area of the site (i.e. grass area). Dewatering cannot be discharge to surface water conveyances (i.e. storm sewers or swales). See below for further details and location maps attached (Attach 10_ Area 6 & Attach 11_ Area 7).
PFOS/PFOA impacted areas (in the grassy area of F705 and the two tanks or the grassy area to the south of 750 ‐ both areas attached). We would prefer the area around F705, due to its already high concentrations. A DewateringPlan by the contractor with the discharge location and estimated discharge volume would get us all on the same page to ensure we do not potentially redistribute PFOS/PFOA to non‐impacted areas. Also, there should not be PFOS/PFOA related soil impacts above the water table within the footprint of the lift station install, however, we do not know if there are soil impacts at the water table or deeper, so that soil would need to be retained in the hole or staged and properly sampled for disposal.

Answer #3: Yes, the contractor is responsible for hauling excess dirt off-site.

Is the building that this station services staying in use during the replacement making a by-pass pump system a requirement?
Answer #4: The lift station on serves two restrooms, which will be out of service during the project. A by-pass pump system will not be required.

Please provide as-builts of the existing foundation of Bldg 750 at the lift station and were the new force main is to be installed.
Answer #5: The new force main is to be installed under the concrete apron. Attachment 12 is the as-built drawing of the new concrete apron pavement section. The drawing required a minimum of 8 inches of concrete, but the actual thickness was up to 13 inches thick.

Where will the contractor be allowed to stage ground water generated by the dewatering operation?
Answer #6: Yes, the contractor will be able to temporarily store ground water, but will need to be released back to the ground and not to surface water. See below for further details and location maps attached (Attach 10_ Area 6 & Attach 11_ Area 7).

Answer #8: No, by-pass is not need. Also, groundwater may contain PFOS & PFOA contaminants and cannot be released into the sanitary sewer system through the existing force main. See below for further details and location maps attached (Attach 10_ Area 6 & Attach 11_ Area 7).

Drawings and specs show a SCADA system and mention a PLC. What SCADA do they require (brand or name of system)? Or is a PLC required?
Answer #9:
No SCADA system is currently present. Drawing E-502, General Note 1 is intended to have data to be transferred in the future via RF. Contractor is to provide a new remote terminal unit (Ethernet LAN System) for future connection of the control panel to the SCADA network. PLC is required, see Sheet E-504.

Answer #10: No manufacturer is specified for the UPS or radio, see E 502, E-504, E-506.

Is the contractor responsible to obtain an Airfield Construction Waiver?
Answer #12: Per Wing Safety, an airfield construction waiver per se is not required. However, if a crane is used, and the extended crane boom height is taller than the hangar – then 45 SW Flight Safety (494-3353) must be contacted so that airfield NOTAMS can be developed.
