WINDOW FILM TREATMANT, Phase 2

BACKGROUND INFORMATION

1. Purpose: The contractor shall provide all labor, management, supervision, tools, material, and equipment require to perform the installation of a SD 2500/SD 2510 window film or approved equal at the Air Force Technical Applications Center (AFTAC) facilities, to include Areas A, B, & C (Headquarters, HQ). The SD 2500/SD 2510 or approved equal shall meet the TEMPEST requirements for the directive ICD 705 and the DoD Infrared and Radio Frequency Emanation Protection Standards. The product shall be ASTM F3057-14 tested and exceeds IC requirements for RF attenuation. From a TSCM (Technical Surveillance Counter-Measure) perspective, the films should mitigate the largest amount of eavesdropping and espionage threats. The film must match existing material.

2. Background: The AFTAC facilities are located on Patrick Air Force Base (PAFB), Florida.

All work will be in HQ Areas A, B, & C. The estimated Square Footage (SF) for HQ Areas A, B, & C consists of approximately 32,000 Square Feet. Contractor shall verify quantity of materials required to cover all windows in HQ Areas A, B, & C. Contractor shall have set hours to be determined by mission requirements. Contractor shall be escorted at all times by AFTAC personnel due to security requirements. Contractor shall meet escort at the HQ AFTAC front lobby to be signed in and presented a visitor’s badge. No electronic equipment is authorized in AFTAC facilities to include phones, pagers, two-way radios, Bluetooth-equipped electronics, GPS tracking devices and cameras.

3. Scope of Work: The contractor shall provide a schedule for approval before work begins.

Eighty percent of the facilities are SCIF work areas and will require a well-coordinated schedule with the users. Prior to submitting a schedule, contractor shall inspect installation areas to ensure enough work space is available and provide a well calculated number of windows to be covered within a specified time frame. This will allow users time to prepare areas for film installation and ensure the contractor has all necessary equipment to complete the project.

WINDOW FILM TREATMANT – PHASE 2

Performance Work Statement

21 August 2018

1. Overview:

Installation services for SD2510 or approved equal (that reject RF/IR/UV signals) resistant Window Film (WF) (see Attachment 1 - SD2510 Technical Specifications Sheet, and a LLumar®

Deluxe DL05GSRCDF Solar Control Film (See Attachment 2 - LLumar® Deluxe DL05GSRCDF Specifications Sheet) to include the following:

(a) Survey current condition and advise COR of any anticipated problems that would occur in installation of subject resistant window film.

(b) Remove any material attached to the window which would prevent the application of new window film and prepare window for application

(c) If automatic blinds impede installation of window film, contractor shall remove blinds.

(d) Install RF resistive window film and Solar Control Film as a single application (See Attachment 3 - Existing Window Specifications for information on existing windows)

2. Measurement:

The Contractor shall measure the total area of window surfaces that are to receive application of window film. Measurement must be performed by on-site surveying. The Government will indicate which windows are to be covered during the site visit.

3. Installation:

3.1 Examination and Preparation:

(a) The Contractor shall inspect existing surfaces of glazing sheets where application of film is required. The Contractor shall report to the COR and Contracting Officer:

(1) Any defective existing conditions that would impair successful installation and performance of applied film, such as loose installation of glass in frame.

(2) Recommended procedure for overcoming the defects.

(b) The Contractor shall await response from COR before proceeding with application of film on such defective units of glazing. When approved to proceed, the Contractor shall:

(1) Remove (temporarily) existing shades, blinds, and draperies from window units

(2) Remove (temporarily) existing interior window grilles, if any.

(3) Remove existing shatter resistant window film, if any.

(4) Clean the glass of paint, foreign compounds, smears, and spattered surfaces where the resistant window film is to be applied. After the initial cleaning, the Contractor shall further clean the surface to receive the film following the film manufacturer instructions.

3.2 Application:

After surface preparation, the Contractor shall apply the WF with the manufacturer's recommendations and instructions. The Contractor shall apply WF to the interior (room) side of the glass for both single and double glazed sheets, unless otherwise required by the Contracting Officer. Multiple applications of film to achieve specified performance are not allowed. The Contractor shall not apply the WF if there:

(a) Are visible dust particles in the air

(b) Is frost on the glazing, or

(c) If any room condition such as temperature and humidity that does not meet the manufacturer's instructions.

The Contractor shall follow the manufacturer's instructions on film application and room conditions to allow for proper curing of the adhesive. The Contractor shall apply a scratch resistant hard coat over the film to extend the life of the film following the manufacturer’s instructions, if any. In the absence of manufacturer’s instructions, the Contractor shall consult with the Contracting Officer.

3.2.1. Application:

To Existing Glass Without Dismantlement - The Contractor shall apply WF to extend to within

1.6 mm (1/16 inch) with a maximum of 5-mm (1/8 inch) of the edge of the visible glass area.

3.2.2. Splicing:

Splices or seams in resistant WF are permitted only when a sheet of glass has a dimension exceeding 1.475 meters (58 inches) in both directions. All seams shall have a minimum overlap of 6-mm (1/4 inch).

3.3. Cleaning:

The Contractor shall follow the manufacturer’s instructions for cleaning of the WF windows.

4. Field Inspection/Quality Control:

(a) The applied WF shall be clean and free of peeling, splitting, scratches, creases, wrinkles, discoloration, edge damage, foreign particles, or other optical defects or distortions.

(b) The film application shall be free of air bubbles after 30 days.

(c) WF shall not show signs of waviness and distortion at the time the work is accepted.

(d) The unaided eye (except for corrective prescription glasses) shall make this determination, when the film is viewed from a distance of 3 meters (10 feet) from the interior room side at angles up to 45 degrees when looking at a clear or uniformly overcast sky.

(e) The Contractor shall remove unacceptable WF applications following the manufacturer's instructions and apply new film.

5. Reinstallation:

The Contractor shall reinstall any shades, blinds, draperies, and other window dressing elements that were temporarily removed to facilitate WF application.

6. Warranty:

The Contractor warrants items and services provided, following FAR 52.212-4, Contract Terms and Conditions-Commercial Items. The Contractor shall obtain and furnish to the Government all information required to make any subcontractor's, manufacturer’s, or supplier's guarantee or warranty legally binding and effective. The Contractor shall submit both the information and the guarantee or warranty to the Government in sufficient time to permit the Government to meet any time limit in the guarantee or warranty, but not later than completion and acceptance of all work under this contract. Installation of the WF will require the Contractor at its own expense to replace the WF if cracking, crazing, peeling, or inadequate adhesion occurs.

7. Period Of Performance:

All work under this contract, including clean up and reinstallation of window dressings, shall not exceed a specific number of calendar days (to be determined after award) after the start date.

8. Contractor's Submission of Deliverables:

(a) Include any drawings, product data, samples and other submittals required by the contract. May be required by the Contracting Officer to achieve coordination with work by the Government and any separate contractors used by the Government. The Contractor shall submit a schedule that sequences work to minimize disruption at the job site.

(b) All deliverables shall be in the English language, unless otherwise provided, and any system of dimensions (such as English or metric) shown shall be consistent with that used in the contract. The Government in approving the deliverables if the Contractor fails to act timely in submitting its deliverables shall allow no extension of time for a delay. The Contractor shall identify each deliverable as required by the contract.

9. Acceptance Of Schedule:

When the Government has accepted any time schedule, it shall be binding upon the Contractor.

The completion date is fixed and may be extended only by a written contract modification signed by the Contracting Officer. Acceptance or approval of any schedule or revision by the Government shall not:

(a) Extend the completion date or obligate the Government to do so,

(b) Constitute acceptance or approval of any delay, nor

(c) Excuse or relieve the Contractor of its obligation to maintain the progress of the work and achieve final completion by the established completion date.

10. Work Hours:

The Contractor shall perform all work Monday through Friday from 0730 to 1600 except for the holidays identified below. Mission requirements may require work to be completed between Friday at 1600 through Monday at 0700. The Contracting Officer may approve other hours.

The Contractor shall give 24 hours advance notice to the Contracting Officer who may consider any deviation from the hours identified above. Changes, initiated by the Contractor, in work hours will not be cause for a price increase.

10.1 The Air Force Observes The Following Days As Holidays:

New Year's Day Martin Luther King's Birthday Washington’s Birthday Memorial Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day

And any other day designated by Federal law, Executive Order, or Presidential Proclamation.

10.2 Other Observance:

When any such day falls on a Saturday, the preceding Friday is observed; when any such day falls on a Sunday, the following Monday is observed. Observance of such days by Government personnel shall not be cause for additional period of performance or entitlement to compensation except as set forth in the contract. If the Contractor's personnel work on a holiday, no form of holiday or other premium compensation will be reimbursed either as a direct or indirect cost.

11. Personnel Requirements

11.1 Removal of Personnel

11.1.1 The Contractor shall:

(a) Maintain discipline at the site and at all times;

(b) Take all reasonable precautions to prevent any unlawful, riotous or disorderly conduct by or amongst those employed at the site; and

(c) Take all reasonable precautions for the preservation of peace and protection of persons and property in the neighborhood of the project against unlawful, riotous, or disorderly conduct.

11.1.2 The Contracting Officer may require, in writing, the Contractor remove from the work any employee that the Contracting Officer determines:

(a) Incompetent,

(b) Careless,

(c) Insubordinate

(d) Otherwise objectionable, or

(e) Whose continued employment on the project is deemed by the Contracting Officer to be contrary to the Government's interest.

11.2 Construction Personnel Security

After award of the contract, the Contractor has ten (10) days to submit to the Contracting Officer a list of workers and supervisors assigned to this project for the Government to conduct security checks. It is anticipated that security checks will take up to 5 business days to perform. For each individual the list shall include:

(a) Full Name

(b) Place and Date of Birth

(c) Current Address

(d) Identification Number

Failure to provide any of the above information may be considered grounds for rejection and/or re-submittal of the application. Once the Government has completed the security screening and approved the applicants a badge will be provided to the individual for access to the site. The Government may revoke this badge at any time due to the falsification of data, or misconduct on site.

11.3 Language Proficiency

The manager assigned by the Contractor to superintend the work on-site, as required by FAR 52.236-6, "Superintendence by the Contractor," shall be fluent in written and spoken English.

12. Utilities The Government cannot ensure that utilities will be available at all properties at all times. The Contractor shall have an alternate source of power (such as a generator) available if needed to ensure that film shall be applied in conformance with manufacturer's specifications. The Contractor shall not adjust the heating or air conditioning controls in properties with utilities turned on to maintain temperature. Contractor shall have its own source of water available for clean up if the water has been turned off in the property for winterization of the plumbing system.

13. Materials and Equipment The Contractor shall provide all necessary supplies and equipment, including brushes, rollers, buckets, mixers, space heaters, drop cloths, scrapers, if necessary to perform the work. The list of materials to be furnished by the Government is listed in Attachment 2.
