Cathodic Protection Repair and Maintenance Requirement

Q&A for FA2521-18-Q-A022

Aug 27, 2018:

1Q. Regarding the coating repair line items 10AA, 10AB, & 10AC: Is there an approximate quantity of surface area that is presently in need of repair or is that something that needs to be inspected during the initial maintenance survey? How should the proposal be laid out for the coating repair?

1A. The work required and estimates for CLIN 10AA,AB,&AC are based upon an estimate prepared and provided by CorrTech in March 2018. Approximate surface area was not provided or referenced in the estimate. That said, I will assume that a Pre-Inspection will be required to adequately determine the affected area.

I have additionally included the tank inspection report from January, 2018. This includes detailed descriptions of any discovered discrepancies, as well as high-resolution photos.

Considering the majority of these repairs are either on or in the tank bowl (which will require either a high-reach, or a harnessed climb), hopefully the report and photographs will be sufficient.

28 Aug 2018:

1Q. Can we be provided with a copy of the document referenced in the PWS: “1.1 INITIAL SYSTEM CONDITION REPORT. Prior to start of any repairs or maintenance, KTR will be provided a system assessment report"

2Q. Can a diagram of all Boat Davits be provided, and are these Davits in Brackish waters?

2A. Two aluminum alloy boat davits are installed south of the Marina Dock, Facility 600.

No drawings or records are available for the boat davits. A galvanic anode CP system comprised of four aluminum or zinc anodes has previously been installed on the submerged boat davit supports, but the anodes have completely dissipated and the CP system is no longer functional. The anode support cables and connections to the structure are still in place and the connections can be re-used with new anodes. Davits are located in Brackish waters.

3Q. For all ICCP systems, what is the AST and Elevated Tank construction (dimensions, capacities, submerged surfaces, and CP system diagram)?

4Q. What type of piping exists (bell & spigot ductile iron pipe with bonded joints, or non-metallic bell & spigot pipe with metallic fittings, such as 45 and 90-degree Elbows, Hydrants, PIVs and other ferrous components)?

5Q. Some drawings indicate Insulating Flange Kits (IFK) are they only where indicated, which means there are only two in the entire system, or will we find more, not listed?
