Performance Work Statement

Update/Modify EMCS Automation and Controls

Network (Lon Works) Based System

BLDGS 1500, 821, 822, 415, 424 and 533

Patrick AFB, FL

30 Sept 2018

1. SCOPE OF WORK: Update/ Modify Energy Management Control System Automation and

Controls Network (Lon Works) based system. This includes connectivity to particular controllers, logic controllers, and all input/output devices. Items of work included are as follows:

2. REQUIREMENT

2.1. Specialized service to provide upgrade controls to buildings. (See attachments:

1a,1b,1c,1d,1f, and 1g).

2.2. All graphics for the Building Level Network Controllers (BLNC) will be configured on the SmartStruxure Enterprise Sever Workstation located in Bldg 1060 PAFB, FL.

2.3. All direct digital logic hardware to be in compliance with Unified Facilities Criteria

(UFC) 3-470-0. Lonworks Utility Monitoring and Control System (UMCS)

2.4. The BLNC shall connect to and manage all existing field level Schneider Electric I/A

Series LonWorks reference in attachment sections1a through 1d.

2.5. The BLNC shall also connect to the existing SmartStruxure Enterprise Sever to allow creation of graphical user interface screens, DDC programming, direct browsing, read/write of current values, alarm receipt and acknowledgement, and historical trend log data of its local field level DDC's.

2.6. The BLNC shall automatically back-up the local field level DDC's application programs, configured control points, alarms, and trends. The BLNC shall be capable of being backed-up by the existing SmartStruxure Enterprise Server to provide an Enterprise

Level back-up of the entire base wide BAS System.

2.7. Provide closeout documentation (one hard copy and two electronic copies).

2.7.1. Engineered As-Built Drawings

2.7.2. Operation and maintenance Manuals.

2.8. The system shall be complete in all respect, put in operation and calibrated under occupied conditions. Contractor service responsible for providing all sequences of operations specified.

2.9. Disconnect and remove existing UNC Network Controller and return to the government

(EMCS office). Safeguard 120vac power, LonWorks communication cable, and Ethernet network cabling for reconnection to new BLNC. Install new BLNC complete with power supply and back plate with (1) 10/100 Ethernet Port, (2) RS-485 ports, (1) built-in I/O bus port, integrated LonWorks functionality, BACnet/IP and

BACnet MS/TP networks functionality, Modbus RS-485 master and slave configuration functionality and Web Browser Support.

2.10. Configure new BLNC for connection to the existing SmartStruxure Enterprise Server.

Program all new controllers, Time of Day Schedules, and Alarms into new BLNC. The

BLNC will allow completion of Graphical User Interface Screens. Provide One (1) year warranty to include service labor on site.

2.11. Base of Design for BLNC is Schneider Electric:

3. GENERAL OVERVEIW

3.1. Patrick AFB Energy Management Control Systems (EMCS) is a distributed logic control system complete with Direct Digital Control (DDC) and Direct Analog Control (DAC). In accordance with Engineer Technical Letter (ETL 11-1): Civil Engineer Industrial Control

System Information Assurance Compliance and Unified Facilities Criteria (UFC 3-470-01), Lon Works communication is the designated language to control all mechanical equipment, including air handlers, heating equipment, fans, pumps, and other specified equipment, directly without intervening electric, analog electronic, or other non-Lon works compliant controls.

3.2. The EMCS communication network between controllers conforms to Lon Works and communicates at a minimum of 156 kbps. The ASHRAE Lon Works over Bacnet and

Modbus standards have been adopted by and are in use at Patrick AFB. Any existing BacNet and Modbus are integrated with LonWorks functionality I/O bus port.

3.3. The entire processing system is in compliance with Lon Works specification outlined in

ETL 11-1 and UFC 3-470-01. It is the hierarchy native communication protocol between distributed controllers communicating on the controller network (i.e. Field Bus) and is in conformance class 3.

3.4. All logic control terminal units, air handlers and central mechanical equipment communicates and shares data, utilizing Lon Works protocols, at 38.4 kbps or faster for the terminal controls and 156 kbps or faster for the primary equipment controllers serving air handling units, chillers, boilers etc.

3.5. Connection from any BLNC to SmartStruxure Enterprise Server is through EMCS router/bridge to the base wide ICS/VLAN. Connection to the existing Central EMCS workstations or any other workstations is through the accredited ICS/VLAN which resides on the base wide LAN.

4. Basic System Features

4.1. Zone by zone direct digital logic control of space temperature, scheduling, optimum starting, equipment alarm reporting, and override timers for after-hours usage. A zone is the area served by one Heating, Ventilation, Air-Conditioning (HVAC) logic controller unit (for each Variable Air Volume (VAV) box, heat pump, unit ventilator, fan coil, etc.)

4.2. The complete system, including, but not limited to terminal unit controllers, global controllers and operator’s terminals, are to reside in auto-restart, without operator intervention, on resumption of power after a power failure. BLNC Databases are to be stored in global controller memory and should be battery backed up for a minimum of 1 year. All other logic controllers are to utilize Electronically Erasable Programmable Read Only

Memory (EEPROM) for all variable data storage

4.3. All BLNCs require the use of CEA-709.1 communication protocol over a TP/FT-10 network connected in a doubly-terminated topology.

5. REFERENCE

5.1. The latest edition of the following standards in effect and amended as of the date of contractor's proposal, to include any proposal and any subsections thereof as applicable, shall govern design and selection of equipment and material supplied:

5.1.1. Unified Facilities Criteria (UFC) 3-470-01

5.1.2. Engineering Technical Letter (ETL) 11-1: Civil Engineer Industrial Control

System Information Assurance Compliance.
