Mobile Telemetry System Procurement Requirements Document

10 August 2017

1. The 45th Range Management Squadron has a requirement for a turn-key mobile telemetry system which will augment existing Eastern Range (ER) telemetry (TLM) systems that provides limited off-the-pad coverage for current and future ER launches. The system must receive, record, and process rocket telemetry formats in use on Cape Canaveral Air Force Station and provide the capability to be field-configurable to support emergent telemetry formats.

The TLM system shall consist of all hardware and software components that are fully configurable to support existing and known future telemetry formats listed in paragraph two, while providing seamless integration into ER communications infrastructure for transport of telemetry streams. The mobile system shall consist of an antenna system capable of remote deployment/operation and a self-contained, mobile, tri-band telemetry system.

This acquisition will procure a Commercial Off-The-Shelf (COTS), self-contained TLM system to meet or exceed the technical requirements identified in paragraph two. The delivery will include operator training, maintenance and engineering documentations, initial spare, and a recommended spare parts list.

2. Distinguishing, salient characteristics and performance requirements:

a. The mobile telemetry system shall, at a minimum, meet the following requirements:

1) Tri-band (L, S, C)

2) Modulation: PCM-FM (BPSK, QPSK, A/O/U/SO QPSK); Multi-h CPM

(IRIG 106-13 Tier III Multi-h CPM) Forward Error Coding (FEC) (LDPC, Viterbi)

3) Adaptive equalization to reduce effects of multipath 4 links

4) Direct digital recording of IF/RF signals

5) Digital recording of telemetry data

6) TLM distribution over IP: TMoIP (UDP/Ch10)

7) Remotely controlled auto-track antenna system (trailer mounted)

8) Infra-Red optical tracking capability

9) Separate, deployable, trailered, auto-tracking antenna system capable of independent, remote operation

10) Self-contained, environmentally controlled equipment van such as a

“sprinter van” or “panel van” to accommodate two operators and equipment.

11) Equipment van shall include sufficient power generation capability to power all systems, including telemetry, comm, antenna and environmental systems.

b. IA compliance
