Combined Synopsis/Solicitation

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation number FA2521-17-Q-Z003 shall be used to reference any written quote provided under this request for quote.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95; Effective 19 Jan 2017.

The North American Industry Classification System (NAICS) code for this project is 334515 with a size standard of 750 employees.

This requirement is to provide a turn-key mobile telemetry system which will augment existing Eastern Range (ER) telemetry (TLM) systems that provides limited off-the-pad coverage for current and future ER launches. The system must receive, record, and process rocket telemetry formats in use on Cape Canaveral Air Force Station and provide the capability to be field-configurable to support emergent telemetry formats. The TLM system shall consist of all hardware and software components that are fully configurable to support existing and known future telemetry formats, while providing seamless integration into ER communications infrastructure for transport of telemetry streams. The mobile system shall consist of an antenna system capable of remote deployment/operation and a self-contained, mobile, tri-band telemetry system. This acquisition will procure a Commercial Off-The-Shelf (COTS), self-contained TLM system to meet or exceed the technical requirements. The delivery will include operator training, maintenance and engineering documentations, initial spare, and a recommended spare parts list.

FAR Provision 52.212-2, Evaluation -- Commercial Items (Oct 14), applies to this acquisition and the following evaluation is applicable:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Technical

(ii) Price http://www.acquisition.gov/ http://www.acquisition.gov/

Factor 1 – Technical:

To be considered Technically Acceptable, an offeror must be rated acceptable IAW Table A-1 (as provided below) in the following subfactors:

Subfactor 1: Delivery Schedule. The subfactor will be rated acceptable when it is demonstrated by the offeror the product shall be delivered within 120 days of contract award.

Subfactor 2: Technical Capability. An offeror must provide specific evidence that they are capable of fulfilling the requirement. Technical capability will be evaluated for compatibility/functionality of the offeror’s proposed approach to satisfying the requirements specified in Attachment 1.

Table A-1. Technical Acceptable/Unacceptable Ratings

Rating

Description

Acceptable

Quote clearly meets the minimum requirements of the solicitation and requirements document.

Unacceptable

Quote does not meet the minimum requirements of the solicitation and requirements document.

Factor 2 – Price: The price shall be reasonable and the Government reserves right to eliminate an offeror from competition if unreasonable.

Reasonable: The offeror’s price will be evaluated to ensure it is fair and reasonable, pursuant to FAR 15.404. For additional information, see FAR 31.201-3.

(a) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Small Business Subcontracting Plan: If the offeror is a large business, submit a complete Small Business Subcontracting Plan as part of the quote, in accordance with FAR 52.219-9 (DEV) and Alt II (DEVIATION 2016-O0009) (AUG 2016). The contracting officer shall evaluate the extent to which offerors identify and commit to small business performance of the contract, whether as a joint venture, teaming arrangement, or subcontractor. Failure to submit such a plan will render a large business offeror ineligible for award.

(End of Provision)

Discussions: The government intends to award a purchase order without discussions with respective vendors/quoters. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
