SUBJECT: REQUEST FOR QUOTE (RFQ) FOR HQ SpOC COMMUNICATION SERVER RACKS
AMENDMENT 0002 (31 AUGUST 2022): RE-SOLICITATION UPDATED WITH NEW DUE DATE OF
7 SEPTEMBER 2022. NO OTHER CHANGES HAVE BEEN MADE.
REQUEST FOR QUOTATION:
i. This Request for Quote (RFQ), FA2517-22-Q-0083, is for communication server racks.
The Contractor shall provide all components and equipment for the communication server racks.
ii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06, dated 26 May 2022. Provisions and clauses may be obtained via http://acquisition.gov.
iii. This procurement is 100% small business set-aside.
iv. The North American Industrial Classification System (NAICS) code is 337215 –
Showcase, Partition, Shelving and Locker Manufacturing. The size standard is 500 employees. The offeror must be registered for the NAICS for award purposes.
v. The purpose of this combined synopsis and solicitation is for the acquisition of communication server racks in accordance with Attachment 1. The bid schedule and contract CLIN schedule are below.

vi. A single award will be issued as a result of the evaluation of the quotes received.
The government will make award based on the lowest price technically acceptable quote. Received quotes will be ranked in order of lowest to highest price. The lowest two offers received will be submitted for technical evaluation. With award being made to the lowest price technically acceptable solution. In order to be technically acceptable, the quoted maintenance must meet all of the requirements identified in Attachment 1.
a Acceptable is defined as the items quoted provide a solution that meets all of the requirements in attachment 1: Statement of Work.
b Unacceptable is defined as the quote not meeting all of the requirements in attachment 1: Statement of Work.
vii. The Government intends to award a Firm Fixed Price (FFP) Purchase Order (PO).
Equipment shall be delivered to B.L. Harbert International LLC, attention Dan Glore, 421 Industrial Ln Birmingham, AL 35211.
viii. Only a warranted Contracting Officer (CO) can obligate Government funds through a fully executed contract action. It is strongly suggested that no Offeror/Contractor incur any costs associated with the RFQ until a fully executed contract is signed by the CO and distributed to the awardee.
ix. The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items (Jul
2021), applies to this acquisition and the addendum to FAR 52.212-1 is as follows:
a. Please provide a Firm Fixed-Price Quote including name, address, point-of-contact information, CAGE code, UEI number and small business category.
b. The offeror shall specify the associated CLIN for each item included in the quote.
c. Each deliverable must be priced within the pricing worksheet to calculate the total price for each CLIN. A resulting award will be created with the one CLIN structured as a lot. Offeror shall round all calculations to the nearest dollar. A quote submitted with extended figures hidden or set to display to the nearest dollar without rounding may not be accepted, and may therefore be un-awardable.
d. Please provide a 30-calendar day acceptance period for your quote.
e. Terms and content of your quote: Quotes must be based on the terms of this
RFQ. The Government may reject any quote that is not based on these terms.
Quotes must contain information relevant to all of the information contain within this solicitation and its attachments.
f. Responsibility Determination: Information obtained from sources, included but not limited to the System for Award Management (SAM) and Past Performance
Information Retrieval System (PPIRS) may be used as part of the responsibility determination made IAW FAR 9.104-1.
g. Quotes should include:
i. A detailed description of the quoted items as outlined in Attachment
1.
ii. The solicitation number, quote number, business name, address, DUNS, CAGE code, acknowledgment of all solicitation amendments (if applicable), and terms of any express warranty.
iii. Quotes shall be submitted via email to both points of contact listed in paragraph xiii. Hard copies of quotes will not be accepted. Soft copy formats are limited to Microsoft Excel, PDF, or Microsoft Word.
vii. All communications with the requiring activity concerning this solicitation shall cease until the award is announced. During this period, interaction is only allowed with the Contracting Officer.
viii. Offerors are advised to include a completed copy of the following provisions/representations:

(Feb 2021), with their offer.

a. AFFARS 5352.201-9101 OMBUDSMAN (Oct 2019)
i. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official.
Further, the ombudsman does not participate in the evaluation of
Quotes, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
ii. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution.
Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
iii. If resolution cannot be made by the Contracting Officer, the interested party may contact the ombudsman, AFICC/OL-SPC, Director or Deputy Director of Contracting, 250 S. iv. The ombudsman has no authority to render a decision that binds the agency.
