SUBJECT: Combined Synopsis/Solicitation PROJECT TITLE: Integrated Library System
SOLICITATION: FA2517-21-Q-6097
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The Request for Quotation (RFQ) number FA2517-21-Q-6097 shall be used to reference any written quote provided under this RFQ.
The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-05, effective 10 Mar 21.
This procurement is a 100% small business set-aside.
The North American Industrial Classification System (NAICS) code is 511199 - All Other Publishers and the size standard is 500 employees.
The purpose of this combined synopsis and solicitations is for the purchase of a cloud-based Integrated Library System (ILS) with the attached Statement of Work (SOW). The bid schedule and contract CLIN schedule are below.

FAR Provision 52.212-1, Instructions to Offerors – Commercial Items (Jan 2017) applies to this acquisition and the following addendum applies:
The following words stating “offer”, “offeror”, and “proposal” are replaced with “quotation”, “vendor”, and “quote”.
Paragraph (a) first sentence revised as follows: “The NAICS code and small business size standard for this acquisition appear above.”
Paragraph (c) first sentence revised as follows: “The vendor agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the quote.”
All companies must be registered in the System for Award Management at https://www.sam.gov/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.

Provide a simple migration plan timeline (approximate timeline to ensure data completion no later than 01 August 2021).
Provide pricing for each option year.
Provide information for compliance with the SOW including the DoD Information Technology Security Certification and accreditation (DITSCAP).
FAR Provision *52.212-2, Evaluation -- Commercial Items (Oct 14), applies to this acquisition and the following evaluation is applicable:
Award will be made using the Lowest Price Technical Acceptability (LPTA) as an evaluation approach for a cloud-based Integrated Library System (ILS). Meaning, the Government will award to the lowest priced Offeror that is determined technically acceptable.
The lowest priced quote will then be sent for technical evaluation to be completed by our customer. If the lowest priced quote is unacceptable, the next lowest priced quote will be sent for technical evaluation, continuing until a technically acceptable quote is identified. Once a quote has been determined technically acceptable then the evaluation process stops and no other quotes will be evaluated for technical acceptability.
If the lowest priced quote does not receive an “acceptable” technical rating, the Government reserves the right to hold interchanges at any time during evaluations. The Government intends to award a contract without discussions;
however, reserves the right to conduct interchanges, clarifications, and/or exchanges if the Contracting Officer determines them to be necessary.
The following factors shall be used to evaluate submitted quotes:
Factor One (1): Price Factor Two (2): Technical
Factor One (1) Price: The Government will evaluate all quotes for their total price, arranging the quotes from the lowest total proposed price to highest total proposed price. The Government reserves the right to evaluate each item on an individual level, if needed.
Factor Two (2) Technical: Technical Capability will be evaluated on an acceptable/unacceptable basis, from the factors below:
Contractor shall have an active registration in the System for Award Management System (sam.gov) at the time of award and no negative past performance records in SAM or Federal Awardee Performance and Integrity Information System (FAPIIS).
The contractor shall be evaluated based on migration completion and adequate training prior to 01 August 2021.
The quote satisfies all requirements of the Statement of Work dated 01 June 2021. This includes, but is not limited to, DoD Information Technology Security Certification and accreditation (DITSCAP).
Completion of the attachments.
AWARD PROCESS:
The Government intends to award one Firm-Fixed Price (FFP) Purchase Order (PO) to the LPTA offer after technical evaluation in accordance with the solicitation language and procedures incorporated within.

52.225-18 – Place of Manufacture (Mar 2015)
(a) Definitions. As used in this clause—
“Manufactured end product” means any end product in Federal Supply Classes (FSC) 1000-9999, except—
(1) FSC 5510, Lumber and Related Basic Wood Materials;
(2) Federal Supply Group (FSG) 87, Agricultural Supplies;
(3) FSG 88, Live Animals;
(4) FSG 89, Food and Related Consumables;
(5) FSC 9410, Crude Grades of Plant Materials;
(6) FSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) FSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) FSC 9610, Ores;
(9) FSC 9620, Minerals, Natural and Synthetic; and
(10) FSC 9630, Additive Metal Materials.
“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
(b) For statistical purposes only, the offeror shall indicate whether the place of manufacture of the end products it expects to provide in response to this solicitation is predominantly—
(1) [ ] In the United States (Check this box if the total anticipated price of offered end products manufactured in the United States exceeds the total anticipated price of offered end products manufactured outside the United States); or
(2) [ ] Outside the United States.

Interchanges: The government intends to award a purchase order without interchanges with respective vendors/quoters. The government however, reserves the right to conduct interchanges if deemed in its best interest.
The Government may conduct Interchanges with one, some, none or all Vendors at its discretion.
FAR Provision *52.212-3, Offeror Representations and Certifications -- Commercial Items (Nov 17), with its Alternate I (Oct 14), applies to this acquisition. All vendors must be registered in System for Award Management at https://www.sam.gov/portal/public/SAM/ at the time of Quote submittal.
FAR clause at 52.212-4, Contract Terms and Conditions -- Commercial Items (Jan 17), applies to this acquisition with the following Addendum: Paragraph (c) of this clause is tailored as follows: Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.
Note: The vendor acknowledges that should the quote terms and conditions and/or agreement conflict with mandatory provisions of the Federal Acquisition Regulation (FAR) and other Federal law applicable to commercial acquisitions, to the extent of such conflict the FAR and Federal law govern and conflicting vendor terms and conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract.

52.217-8, Option to Extend Services (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

(a) The Government may extend the term of this contract by written notice to the Contractor at least 15 days prior to the contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years and 6 months.

5352.201-9101 USSF Ombudsman (Oct 2019)
a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, for USSF (United States Space Force) acquisitions (excluding SMC acquisitions) please contact the Director of Contracts, Air Force Installation Contracting Center, Operating Location-Space (AFICC/KS OL-SPC) via the following e-mail workflow address: afica.ks.wf@us.af.mil.
