United States Space Force and Air Force Global Strike Command Integrated Library System (ILS)

Statement of Work (SOW)

24 May 2021

DESCRIPTION OF CLOUD SUBSCRIPTION: United States Space Force (USSF) and Air Force Global Strike Command (AFGSC) libraries support the mission essential, educational, and quality of life support materials, programs, and services. The contractor shall provide an established, current and proven cloud-based Active Server Pages (ASP) Integrated Library System (ILS) to support 3 USSF general libraries and 1 Air Force Global Strike Command (AFGSC) general library at the following locations:

The ILS must be accessible to authorized users from any computer with Internet access (office, home, etc.) on a 24-hour basis. The ILS will list all the materials in the online catalog as-well-as providing the full-text articles and books available through databases and other electronic resources provided by USSF, AFGSC, and the Air Force Library Program. The ILS will build content virtual spaces accessible to all system users, enabling users to obtain information within subject specific areas that represent content contextually and permit contextualized searches.

System Requirements:

1. Unauthorized users shall not have access to the system or any of the data in the ILS. There shall not be any instances of unauthorized access.

2. The ILS will have the security accreditation documentation needed for the DoD Information

Technology Security Certification and accreditation (DITSCAP).

2.1. The ILS security will be determined through user profiles not security levels.

2.2. User profiles will accommodate groups of users as well as individual users.

2.3. User profiles will identify the library processes/actions an individual/group can access, to include but not limited to utilities, reports, lists, and over-ride actions.

2.4. The ILS will have proxy server capability that prevents unauthorized access when connecting to/from the Internet.

3. The ILS shall provide access to an unlimited number of client personal computers. Client personal computers may be located in the library, at work, at home, or wherever authorized users have Internet access. The ILS shall be accessible 24 hours per day, 7 days per week, and 52 weeks per year.

4. A designated Government Representative shall have administrative access to the ILS for oversight and reporting purposes.

4.1. The ILS shall provide single search capability through federated searching with Open URL link, as well as contextual searching and management technology, allowing users to access content from library materials, the Internet, World Wide Web, electronic databases and other electronic content/services. There shall be no instances of users needing to search those features separately, except with user error.

5. The ILS shall provide the capability to create subject specific virtual spaces (portals) for specific interest groups and/or communities of practice for all system users at all times.

6. The ILS shall support customizable specific content management user interfaces.

6.1. The subject specific virtual spaces will permit contextual searching with management technology that allows complete content access from any source from anywhere at any time.

7. The contractor shall be responsible for all maintenance and upgrades of the ILS that are provided with the subscription during the period of performance. Maintenance and upgrades can be completed online or remotely.

7.1. The contractor shall provide enhancements to the web-based ILS upon release.

7.2. Upgrade actions are performed within 48 hours with no slow-downs due to Contractor delays.

8. The contractor shall provide remote customer support when problems are encountered at library locations. Wait times for support on problems encountered shall not exceed 2 hours from initial notification by the library staff or end-users.

8.1. The contractor shall provide help desk and technical support services 24 hours a day, 7 days a week, regardless of holidays.

8.2. The contractor shall ensure system availability for all users with the exception of scheduled maintenance during normal hours of operation approximately 55 hours per week from 0600 EST to 2100 PST.

8.3. The contractor shall provide notification to library administrator or designee of unexpected outages immediately and provide updates upon notification, of anticipated time system will become operational.

8.4. The contractor shall provide notification not less than two weeks prior to scheduled maintenance of any downtime necessary to perform maintenance.

8.5. The contractor shall perform unexpected maintenance on system within 48 hours.

8.6. The contractor shall provide recovery service (within 72 hours) to include reconfiguring and reloading the library system in case of natural disaster.

8.7. Perform recurring off-site system backup for each installation that allows for a minimum of 13 months of retrieval information.

9. The contractor shall provide system redundancies to protect data in the event of a system failure.

10. Library staffs will be able to profile and modify system parameters based on library requirements without having to program changes; i.e. allowing ILS customization without vendor involvement.

10.1. Store, monitor and dispose of log files quarterly. Off-line storage of history and statistics logs shall be maintained for the duration of the contract, and one year after the contract expires.

10.2. Ensure excess log files and defunct processes are cleared from the system at least monthly.

10.3. Maintain and monitor memory and disk requirements of the server and expanding storage space as needed to meet data storage/recovery standards for the duration of the contract term.

11. The web-based ILS shall have, but not be limited to, the following report capabilities in various 06formats without necessary vendor interaction:

11.1. Reports that can be created through the selection of any element or combination of elements in the appropriate records.

11.2. Reports that can be directed to any workstation for display.

11.3. Reports that can be imported into word processing or spreadsheet applications.

11.4. Reports that can be printed on a variety of types and brands of printers.

11.5. Reports that can be output to an American Standard Code for Information Interchange

(ASCII) file.

11.6. Reports that can be directed to an e-mail address.

12. Report capabilities shall be available whenever needed (daily, weekly, monthly, annually, etc.), accessible by library staff members, and shall include, but are not limited to:

12.1. List-type reports that meet one or more of the specified criteria.

12.2. Statistical reports in “column and row” tables of statistical information, combining record counts by record type, and that may be divided by user type.

12.3. Notice reports, created by library customers and/or staff, which result in selective or inclusive listing of specified criteria. Includes the capability to print or send (via e-mail) reports.

12.4. Printed label reports.

12.5. Removal reports.

12.6. Housekeeping reports.

12.7. Statistical reports required for the Library Annual Report (LARP) per Air Force

Instruction, 34-101 paragraphs 16.19, 16.21.1, and other applicable sections. Statistics must be available for 1 Oct through 30 Sep each year.

13. The web-based ILS applications must be compatible with Windows operating system.

13.1. The web-based ILS will use a single Windows-based graphical client that spans all areas of library operations. The client will use technology that streamlines and allows redesign of work tasks on a daily basis as necessary.

14. Access to the graphical client will be through encrypted passwords maintained on a database that is separate from the database for user records.

15. Contractor employees must speak, read and understand English.

16. The contractor shall provide a complete system implementation schedule and checkout list.

17. The contractor shall provide hosted data to the government in the event of contract termination and/or at the expiration of this contract. The contractor will be required to maintain data securely for one year.

18. Records other than catalog data will be provided by the Government in ASCII format and the contractor will be responsible for transfer to the new system.

19. The system shall allow for category designation for specific patron groups in accordance with industry standards.

20. Access to the ILS will not require a .mil network.

Subscription Requirements:

1. Cataloging and Authority Control

1.1. Online Public Access Catalog (OPAC); Interlibrary Loan; Circulation Control; Reports and Notices; Academic Reserves; Virtual Content Space Builder

2. The ILS must support the following formats for bibliographic data: Machine Readable Cataloging (MARC) 21; Universal MARC (USMARC); United States MARC; Dublin Core; Committee on Scientific and Technical Information (COMMINFO); Commerce, Energy, NASA, and NLM.

3. The web-based ILS shall have, but not be limited to, modules capable to perform inventory shelf list for circulation, cataloging, on-line public access catalog (OPAC) acquisitions and serials through a web-based access ASP system. The module and capabilities include, but are not limited to:

3.1. Circulation Module shall:

3.1.1. Allow lending and return of materials to patrons. Include charges and discharges renewals, holds, reports, notices and view customer accounts and history.

3.1.2. Allow unlimited user profiles, item types, item locations, and variable loan periods.

3.2. Cataloging Module shall:

3.2.1. Allow for classifying and indexing materials.

3.2.2. Utilize standard MARC formatting and allow records to be accessed from multiple 50 on-line Databases (OCLS and LOC).

3.2.3. Structured according to the American National Standard for Bibliographic

Information Exchange Standards as supported by the Library of Congress (www.loc.gov).

3.2.4. Support original and copy cataloging, allowing access to standard cataloging information, such as descriptive cataloging, subject cataloging, and classifications.

3.2.5. Include serial maintenance to allow access to standard cataloging information.

3.2.6. Maintain new customer registration, item and catalog records to ensure data integrity, accountability, currency, and accurate reporting.

3.3. Online Public Access Catalog (OPAC) Module shall:

3.3.1. Allow interface for users with easy searchable access for on-site users and remote locations to the library's holdings.

3.3.2. Allow users to reserve and renew materials, to access all aspects of user accounts, to access bestseller lists and provide direct links to other library catalogs and databases such as EBSCO.

3.4. Acquisitions Module shall:

3.4.1. Order, receive, track and invoice materials to include the most requested titles/hold lists, missing titles and be able to create list(s) of titles in needed subject areas.

3.5. Serials Module shall:

3.5.1. Receive, track, delete, and alert to missing magazine and newspaper holdings.

MISCELLANEOUS:

The government will provide the contractor with patron and bibliographic records for the ILS. Upon completion of the contract, the contractor will provide the government, the updated records.

STANDARDS:

The ILS must comply with the following Library Industry Standards:

American National Standards Institute (ANSI); National Information Standards Organization (NISO);

International Standards Organization (ISO); ANSI/NISO Z39.50, Version 3; ANSI/NISO Z39.88; San Antonio Protocol (SAP1); San Antonio Protocol (SAP2); International Standards Organization (ISO) 10160/10161; Simple Internet Protocol (SIP)2; National Circulation Interchange Protocol (NCIP);

Electronic data Interchange (EDI); Unicode; Extensible Markup Language (XML)

SECURITY:

The contractor shall comply with Privacy Act and protect licensed products while allowing authorized user's access to library resources. Protected information will not be disclosed to a third party in any manner without express written permission from the Contracting Officer.

The contractor shall ensure data is secure from unauthorized access.

The contractor shall adhere to all local installation traffic laws while operating a motor vehicle. This includes mandatory use of seatbelts and using only hands-free telephone devices. There is a minimal anticipation of minimum installation visits.

The contractor shall not possess weapons, firearms, or ammunition, on themselves or in any vehicle while on the installation.

The contractor shall provide and maintain Application Server Provided (ASP) Network Access for the server equipment. Dedicated bandwidth for library equipment is through dedicated telecom level line speeds and access. Firewalls and high-speed routers are used to filter and control access to secure library data from unintended access or malicious activities. Other security mechanisms may be used as needed to ensure integrity and security of both contractor equipment and library data upon approval by government personnel.

ILS will comply with all current Defense Information Systems Agency (DISA) and Air Force directives for system certification and accreditation.

A designated Government representative will ensure compliance of this SOW by conducting periodic checks. Any concerns will be brought to the Contracting Officer’s attention.
