STATEMENT OF WORK

FOR

TRANTER HEAT EXCHANGER

PREPARED BY:

721St CIVIL ENGINEER SQUADRON

1 NORAD RD

CHEYENNE MOUNTAIN AIR FORCE STATION, CO 80914

SCOPE OF WORK:

1.1 GENERAL: The work to be performed under this contract and in accordance with this Statement of Work shall consist of furnishing all necessary labor, tools, transportation, supplies, equipment, materials, and incidentals necessary for providing all work performed shown in the statement of work, and all applicable codes, regulations, standards, and criteria in effect at the date of solicitation.

1.2 PROJECT DESCRIPTION: The project consists of remove, and Install new plates from Tranter, Supercharger, Heat Exchanger, Model: UX-886-HP-302, SN: P-31897-H. CMAFS requires service to the following units:

1.2.1 REPAIR HEAT EXCHANGER: The existing Tranter Heat Exchanger has failed. The contractor shall open the Tranter UX-886-HP-302, the Contractor will purchase a new plate pack using 316SS, 0.5mm, and install new gaskets for the model and serial number specified above. Contractor will reassemble plates back into the frame, close unit and leak test by placing unit back on line. The Government expects the Contractor to ensure the unit is working correctly before turning back over the government.

1.2.2 MOBILIZATION AND PERFORMANCE PERIOD: The Contractor will have the submitted lead time plus 14 calendar days to mobilize and start work. The performance period of this contract shall be up to 60 calendar days.

1.3 WORK AND MECHANICS: The work for this project shall be executed in the best and most workmanlike manner, by qualified and efficient mechanics/tradesmen, skilled in their respective trades. The Contractor shall coordinate and perform all operations in a manner that will result in a professional and expeditiously completed project. Work and materials shall comply with this SOW for all applicable criteria, regulations, guidelines, codes, and industry standards.

1.4 WORK SCHEDULE: Working hours for the Contractor will normally be between the hours of 7:00 a.m. and 4:00 p.m. excluding Saturdays, Sundays, and Federal holidays.

1.5 WORK AREA ACCESS: This work is located inside a restricted area at CMAFS. The Contractor shall coordinate with the HVAC Shop Supervisor, Jim Thompson, at (719) 474-3650 and/or CCC (719) 474-3575 for access. Contractor will submit name, social security number for each employee Employees who fail to pass a background check will not be permitted to work at CMAFS. If Contractor requires a vehicle to be driven into the restricted area additional information will be required such as the make, model, color, VIN, license plate number, etc. This request must be submitted not later than 10 working days in advance of the first day of work. Contractor should note that this work is located inside a building located in an underground complex.

1.6 SAFETY: All Contractor operations shall be conducted and performed in accordance with Department of Labor, OSHA requirements found in 29 CFR 1910 (1910.146 and 1910.147) and 29 CFR 1926, and Air Force Occupational Safety & Health (AFOSH) AFOSH standards including 91-205. The Contractor shall also ensure that all work is performed in accordance with project identified national standards, military manuals, instructions, pamphlets, standards, and handbooks, and with the edition in effect on the date of this solicitation of the Corps of Engineers (COE) Safety Manual 385-1-1. All electrical work shall be done IAW National Electric Code NEC.

1.7 PROTECTION OF GOVERNMENT PROPERTY: The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor fails to use reasonable care and causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.

1.8 SITE MAINTENANCE AND CLEANUP:

1.8.1 SITE MAINTENANCE: The Contractor shall protect work area, and if necessary adjacent areas, from dust, dirt or other materials. Work areas shall be maintained in a neat, clean, and safe condition and shall, at a minimum, be cleaned at the end of each shift. All passageways in/or adjacent to the site shall remain free of project generated trash and debris at all times.

1.8.2 DAILY CLEANING: The Contractor shall keep the site free from debris at all times and shall perform daily cleaning of all areas.

1.8.3 CLEANUP: The Contractor shall collect any and all trash, debris, refuse, garbage, etc., that is generated and place it in appropriate containers with lids or approved covers on a periodic basis or as directed by the HVAC Shop Supervisor. The aforementioned materials shall be hauled from the site by appropriate means on a daily basis, unless otherwise approved by the HVAC Shop Supervisor. Disposal shall be outside the limits of Government property. Disposal shall be by sanitary landfill or other approved methods and shall conform to all local, state, and federal guidelines, criteria, and regulations. Upon completion of the work, the Contractor shall leave the work site and storage area(s) in a clean, neat, and workmanlike condition satisfactory to the HVAC Shop Supervisor. Hazardous waste or ozone depleting chemical waste generated as part of this project shall be disposed of by the 721st Civil Engineer Squadron (721 CES). Such wastes shall be appropriate captured and contained and provided to 721 CES in a safe manner.

1.9 MANUALS: The Contractor shall provide all applicable documents for operations and maintenance of the new system. Additionally the Contractor shall provide a separate detailed report for condition and maintenance actions required. This report becomes property of the US Government and shall not be shared with third parties except with written permission from the 721 CES.
