18 August 2017 SUBJECT: Request for Quote (RFQ) for Tranter Heat Exchanger at Cheyenne Mountain Air Force Station, CO.

The 21st Contracting Squadron, Peterson Air Force Base (AFB), Colorado announces a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This solicitation FA2517-17-Q-5042 is being issued as a Request for Quotes (RFQ) to performed under this purchase order and in accordance with this Statement of Work (SOW) shall consist of furnishing all necessary labor, tools, transportation, supplies, equipment, materials, and incidentals necessary for providing all work performed shown in the statement of work, and all applicable codes, regulations, standards, and criteria in effect at the date of solicitation.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95 effective 19 January 2017.

This procurement is 100% small business set-aside, under the North American Industrial Classification System (NAICS) code of 332410 (Power Boiler Heat Exchanger Manufacturing) and the size standard is 750 employees.

The Government contemplates soliciting and awarding a Firm Fixed Price (FFP) purchase order with a delivery of 60 calendar days.

Description: The Contractor shall remove, and Install new plates from Tranter, Supercharger, Heat Exchanger, Model: UX-886-HP-302, SN: P-31897-H. Furnishing all necessary labor, tools, transportation, supplies, equipment, materials, and incidentals necessary for providing all work performed shown in the statement of work, and all applicable codes, regulations, standards on Cheyenne Mountain Air Force Station, CO in accordance with (IAW) SOW. Prospective Contractor quotes shall utilize the Contract Line Item Number (CLIN) structure when preparing quotes using Attachment 2, Contractor Submittal Form.

CLIN 0001 – Install new plates for Tranter Heat Exchanger, 721 Civil Engineer Squadron, 1 Norad Road, Cheyenne Mountain Air Force Station, CO 80914, Delivery days – 60 calendar days after receipt of purchase order.

Anticipated award date: 1 September 2017

The following provisions and clauses apply to this acquisition. All provisions and clauses regulations references are found either in the Federal Acquisition Regulation (FAR); Dept. of Defense Federal Acquisition Regulation Supplement (DFARS); Air Force Federal Acquisition Regulation Supplement (AFFARS) and may be viewed under https://www.acquisition.gov. These applicable provisions and clauses will be incorporated either by reference or in full text and made part of the contract upon award.

Provision FAR 52.212-1, Instructions to Offerors-Commercial Items (Jan 2017) applies to this solicitation.

Addendum to FAR 52.212-1:

a. In order to be evaluated for technical acceptability, the quote shall provide new plates to fit: Tranter, Supercharger, Heat Exchanger, Model: UX-886-HP-302, SN: P-31897-H and shall also include a schedule. The quote is limited to 3 pages.

b. The contractor shall fill out Attachment 2, Contractor Submittal Form.

Provision FAR 52.212-2(a) Evaluation – Commercial Items (Oct 2014), applies to this solicitation.

1. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes Addendum to FAR 52.212-2:

a. Technical Acceptability:

Technical acceptability will be evaluated and rated as Acceptable or Unacceptable.

Technically Acceptable is defined as the plates being offered to the Government which fit Tranter, Supercharger, Heat Exchanger, Model: UX-886-HP-302, SN: P-31897-H identified in the SOW.

Technically Unacceptable is defined as the plates being offered to the Government which fit Tranter, Supercharger, Heat Exchanger, Model: UX-886-HP-302, SN: P-31897-H not identified in the SOW.

b. Price:

Price will be evaluated to determine price fair and reasonable using one or more of the techniques IAW FAR Part 13.106-3. Quotes should be sufficiently detailed to demonstrate reasonableness.

2. Award Process: The Government will first rank all quotes from lowest to highest price. The lowest priced quote will then be evaluated for its technical acceptability. If the lowest priced quote is technically acceptable, the evaluation process stops. The lowest priced offeror who is technically acceptable will receive the award. The award will be made to that offeror without further considerations.

Site Visit Instructions:

A Site Visit will be conducted on 23 August 2017 at 8:30 a.m. Mountain Standard Time. All individuals planning to attend the site visit must be pre-registered no later than 21 August 2017 by 10:00 a.m MST. Pre-registration requires all individuals to submit on company letterhead the following: Each individual’s name, last four of their social security number, driver’s license number and state, date of birth, and a phone number to reach you in the event any changes occur for the visit. The letter with requested information is to be electronically submitted to Renada Cooper at renada.cooper@us.af.mil AND Aaron Caraway at aaron.caraway@us.af.mil.

The Day of the Site Visit: Please arrive at least 15 minutes early at the CMAFS Visitor Center. Each individual must have two valid photo identification cards. The Government is not responsible for anyone who does not pre-register or provide the appropriate documentation for access to CMAFS.

Submit any questions regarding this RFQ to Renada Cooper at renada.cooper@us.af.mil AND Aaron Caraway at aaron.caraway@us.af.mil no later than 23 August 2017 by 1:00 p.m. MST.

Request for Quotes (RFQ) are due on or before 28 August 2017, 12:00 p.m. MST.
