1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

2. This solicitation, FA2517-14-T-5003, is being issued as a Request for Quotation (RFQ) to install Safe-T-element units on Peterson AFB in accordance with (IAW) the attached Statement of Work (SOW). Simplified Acquisition Procedures (SAP) are being used for the solicitation.

3. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular

(FAC) 2005-76 (dated 25 Aug 14) and are found either in the Federal Acquisition Regulation (FAR); Defense Federal Acquisition Regulation (DFAR); Air Force Federal Acquisition Regulation (AFFAR).

4. This procurement is a 100% small business set-aside, under the North American Industrial Classification System (NAICS) code: 335221-Household Cooking Appliance Manufacturing, with a size standard of 750 employees.

5. Prospective Contractor quotes shall utilize the below contract line item number (CLIN) structure when preparing quotes:

Contract Line Item Number (CLIN) 0001: Installation Description: A certified technician shall perform the installation of Safe-T-element cook tops in dorm buildings 1158 and 1270, IAW the manufacturer’s installation instructions provided in Attachment 1. The technician shall test all cook tops and ensure that it is operating according to manufacturer’s specifications.

CLIN 0002: Safe-T-Elements Description: 106 Safe-T-elements.

6. The following commercial item is requested in this solicitation:

A non-personal service to provide all labor, parts, tools, materials, equipment, personnel, supervision, and transportation necessary to install Safe-T-elements to cook tops in dorm buildings 1158 and 1270 (IAW) the attached Statement of Work (SOW).

7. Period of performance of this purchase order will be 90 days after date of contract award.

8. The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors/Commercial Items. All firms must be registered in Wide Area Workflow (WAWF) at https://wawf.eb.mil at time of quote submittal, DUNS, Cage Code, terms and conditions shall be submitted with quote.

9. FAR 52.212-2(a) Evaluation - Commercial Items, applies to this acquisition. An offeror shall assure a thorough understanding, knowledge, and capability to provide the specifics listed in the SOW. An offeror shall provide electrician license certification for installation. The following factors shall be used to evaluate the offers:

10. The provision at FAR 52.212-3, Offeror Representations and Certification-Commercial Items, is applicable to this acquisition. All vendors must be registered in the System for Award Management at www.sam.gov at the time of award.

11. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to the acquisition.

12. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (Deviation), applies to this acquisition.

14. Defense Priorities and Allocations System (DPAS) and assigned rating does not apply to this acquisition.
