LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) PROCESS

Section M - EVALUATION BASIS FOR AWARD

I. Basis for Contract Award

Source Selection Methodology: This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) source selection procedure in accordance with FAR 15.101-2 and 15.3 as supplemented by the DoD Source Selection Procedures referenced in DFARS 215.300 to make an integrated assessment for a best value award decision. The Government intends to award one (1) firm fixed priced (FFP) contract as a result of this solicitation. A decision on the technical acceptability of each offeror’s proposal will be made. Among those offerors who are determined to be technically acceptable, award will be made to the offeror having the lowest total evaluated price. Award will be made to the responsible offeror whose proposal is technically acceptable, conforms to all solicitation requirements, such as terms and conditions, representations and certifications, technical requirements, and also provides the best value to the Government based on the results of the evaluation described in paragraph II below. Contract terms and conditions consistent with customary commercial practices are specified in the solicitation with otherwise tailored terms and conditions specified in the Addendum to the solicitation.

II. Proposal Evaluation: The evaluation process will be accomplished as follows (Organized by Volume):

A. General: The Government intends to award without discussions, but reserves the right to conduct discussions if determined necessary. Any discussions will be conducted in accordance with FAR 15.306. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer, with the concurrence of the Source Selection Authority, may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. While the Government will strive for maximum objectivity, the evaluation process, by its nature, is subjective; and therefore, professional judgment is implicit throughout the entire process.

B. Volume I - Completed RFP:

The Request for Proposal (RFP) contains requirements that must be contractually satisfied in order to be eligible for contract award. These requirements are essential characteristics for execution of this contract. Offerors are required to meet all solicitation requirements including terms and conditions, representations and certifications, and technical requirements. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable.

C. Volume II – Written Technical Proposal:

1. General: Each offeror’s written technical proposal shall be evaluated to determine if the offeror provides a sound, compliant approach that meets the requirements of all paragraphs of the Purchase Description and demonstrates a thorough knowledge and understanding of those requirements.

The following evaluation factors will be used to evaluate each proposal:

Award will be based on technical acceptability (acceptable or not acceptable) as defined in Table 1 and then lowest total evaluated price among those offers deemed technically acceptable.

2. Technical Factor: The technical rating reflects the evaluation of the acceptability of the offeror’s technical approach for meeting the Government’s requirement. The offeror’s proposal shall be evaluated to determine whether the proposal is acceptable or unacceptable, using the ratings and descriptions outlined in the table above. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this request for proposal. Any paragraph from the purchase description evaluated as “Unacceptable” will render the entire proposal unacceptable and, therefore, unawardable. Technical Tradeoffs will not be made and no additional credit will be given for exceeding acceptability. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. However, the offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.

3. Price Factor: Price proposals will be evaluated for (1) reasonableness (completeness) (2) unbalanced pricing, and (3) Total Evaluated Price. Offerors whose price is determined to be incomplete and/or unreasonable will not be considered for award. Additionally, an offer may be rejected if the CO determines unbalanced pricing poses an unacceptable risk to the Government.

The total evaluated price will be calculated as follows:

(1) On the basic year, the evaluated price will be the unit price proposed multiplied by the specified unit quantity (e.g. 2 each);

(2) For option years, the evaluated price will be the unit price proposed multiplied by the maximum quantity available on the Option CLIN;

(3) The sum of all CLINs (Basic Year and Options) will represent the total evaluated price (TEP).

Evaluation of all options to determine the total evaluated price shall not obligate the Government to exercise such options
