PURCHASE DESCRIPTION

FOR

Low Pressure Standard (LPS)

1.0 SCOPE: This purchase description identifies performance requirements for the LPS used at the AFPSL and PMELs.

2.0 PERFORMANCE REQUIREMENTS:

2.1 Operational Range: The LPS shall be capable of controlling and measuring low pressures ranging from -60 inH20 to +60 inH20.

2.2 Total System Uncertainty: The control and measurement uncertainty shall not be greater than± 0.009% Rdg. from -60 inH20 to +60 inH20 , with the exception of± 0.00099 inH20 from -11 inH20 to +11 inH20 .

2.2.1 LPS uncertainty shall include the combined effects of pressure, hysteresis, repeatability, linearity, and temperature compensation.

2.3 Stability Over Time: The LPS shall remain within the limits of uncertainty required in paragraph 2.2 for a minimum of 12 months.

2.4 Resolution: The LPS shall have a resolution to at least lppm, user adjustable.

3.0 FUNCTIONAL REQUIREMENTS:

3.1 Display: The LPS shall have an alphanumeric display. It shall be an illuminated vacuum fluorescent, LED, LCD, or plasma display. All information required by the user to operate all modes and functions shall be accessible through the front panel interface.

3.1.1 Display Requirement: The display shall be capable of displaying the pressure in multiple units .

The units shall include: psi, inH20 , mmHg, and inHg as a minimum.

3.2 Front Panel Controls: All modes and functions of the equipment shall be operable using front panel controls. The locations and labeling of indicators, controls, and switches shall provide for maximum clarity and easily-understood operation without reference to tables, charts, or diagrams. If the controls are in a menu format, the menu structure shall be efficient with related controls grouped together. If a menu format is not used, each main parameter shall have its own selection key and the control buttons shall be logically organized on the front panel.

3.2.1 Industrial Environment: Display and front panel controls shall be oil resistant and designed to function in an industrial environment.

3.3 Operator Calibration: The LPS shall have a Calibration Mode able to verify that the pressure indications are within the required tolerance when compared to a higher-level standard. The higher-level standard shall provide the pressure generation and control. The Calibration Mode shall display pass/fail conditions and allow for adjustment of transducer coefficients when required.

3.3.1 Calibration Coefficients: The operator calibration shall utilize a maximum of a second order polynomial fit.

3.4 Head Correction: The LPS shall be able to apply a head correction if the Device Under Test (DUT) cannot be brought to the same elevation as the LPS. There shall be a front panel indicator displaying whether or not a head correction has been applied.

3.5 Zero Correction: If an external standard is required for zero correction, the LPS shall not require this zero correction more often than once every 30 days to maintain the system uncertainty.

3.6 Stability Indicator: The front panel indicator shall display a ready/not-ready condition. The parameters for the stability indicator shall be user-selectable through the front panel controls.

3. 7 Operating Temperature/Humidity Ranges: The operating range shall be 73 °P ± 6 °P with 20% to

50%RH.

3.8 On/Off Switch: The LPS shall have an on/off switch.

3.9 Communication: The LPS shall be compatible with USB or RS232 connections.

3.10 Gas Type: User selectable gas types shall be air and nitrogen, at a minimum. The LPS will automatically correct for user's gas selection.

4.0 PHYSICAL/MECHANICAL REQUIREMENTS: The equipment shall be constructed of materials that meet the requirements of this specification and in accordance with the best commercial practices for industry-approved equipment. It shall be designed and manufactured to maximize reliability, maintainability, accuracy of operation, and ease of operation. All parts such as shafts, bearings, regulators, switches, controls, etc., shall have proper clearance and adjustments. They shall work together so that the equipment will supply the rated requirements without unnecessary strains, vibrations, or overheating. They shall be able to withstand the conditions met in shipping, storage, installation, and service. All materials and parts of this equipment shall be capable of withstanding the environmental requirements of this specification.

4.1 Workmanship: The workmanship shall be first class, of neat general appearance in compliance with standard commercial practices. The standards of workmanship shall be such that the system complies with the requirements set forth in this purchase description.

4.2 Size and Weight: The overall size of the unit shall not exceed 20 x 20 x 10 inches (L x W x H). It shall not exceed 50 lbs.

4.3 Model and Serial Number Designation: The LPS shall be assigned a model number, serial number, and manufacturer' s name. Unique identification labeling shall follow the Unique Identifier Designation requirements as stated in the contract.

4.4 Electrical Safety: Documentation shall be provided to support the means by which all electric safety considerations for the LPS have been addressed. The safety of all personnel shall be assured during any personnel conductive or non-conductive contact with the outside of the equipment, and during the changing of the fuse, with the power to the system and its components in the on position. This documentation shall consist of a minimum of a citing of a UL (Underwriters Laboratories) or ANSI identified standard or equivalent United States Standard that the equipment conforms to.

4.5 Electrical Protection: The LPS shall have a fuse or circuit breaker to protect it in the event of excessive current. The AC line power fuses shall be user serviceable without removing any covers /panels or voiding a manufacturer's service warranty.

4.6 Power Requirements: The LPS shall operate on a line power of 100 - 120 VAC, and line frequency of 50/60 hertz. The LPS shall be supplied with a power cord that is a minimum of 6 feet long.

4.7 Pressure and Vacuum Input: The LPS shall be equipped with standard pneumatic connections to allow connection of a pressure source, a vacuum pump, and a test port to allow connection of a test instrument or a calibration standard.

4.8 Pressure Safety Features: The LPS shall have pressure safety features to prevent damage to the LPS and the DUT due to rapid changes in pressure.

4.8.1 Pressure Limiters and Relief Valves: The LPS shall be equipped with pressure limiters and relief valves located and designed so that the pressure transducers are adequately protected from potentially damaging overpressures and negative pressures.

4.8.2 Audible Overpressure Alarm: The LPS shall be equipped with an audible alarm, which will alert the operator to an overpressure condition.

4.9 Shipping/Carrying Case(s): A reusable case(s) shall allow for shipment of the LPS. The case shall be rugged, rigid, waterproof, and capable of withstanding shock and vibration from day-to-day shipping.

The case will be inspected by the Air Force and shall be free from any defects (i.e. poor molding fabrication, loose materials, damaged or improperly assembled cases, peeling, or chipping of plating or finish, nicks or burrs of metal parts, and post-molding warping) which affect the durability, strength, safety, or serviceability. The finish of exposed edges/surfaces shall be smooth and free of sharp or jagged edges.

4.9.1 Case: Storage Case shall be secured using latches, and have carrying handles capable to support the weight of all components. Storage case shall have cushioning and mounting provisions inside the case that provides protection to prevent damage from normal handling during transportation. Storage case interior material shall be manufactured from a material that will not corrode any part of the components; the material shall be oil resistant and not deteriorate.

5.0 OPERATOR'S MANUAL: The hardware manual shall describe how to set up and operate the unit along with a design schematic of the unit as stated in the DD 1423 and DIDs. Remote commands shall be listed in the operator's manual.

5.1 Individual Component Listings: The manual shall list the individual components that require calibration, along with their range, uncertainty, Original Equipment Manufacturer's (OEM) name, and OEM part number.

5.2 Calibration and Alignment Procedures: The manual shall have calibration (verification) and alignment procedures for calibrating and aligning the pressure transducers and any other component that requires periodic calibration.

5.3 Remote Command Listings: The manual shall list the input/output parameters, command strings and other pertinent data required to accomplish remote operation of the LPS by means of a PC.

6.0 TESTING: The LPS shall be inspected and accepted at a destination specified elsewhere in this contract. The item will be checked with test equipment and parameters equal to or better than those required assuring specified performance requirements are met. Test equipment has first echelon certification directly traceable to the National Institute of Standards and Technology (NIST) or other AFMETCAL approved sources where required. Tests will be performed to assure the LPS meets or exceeds all of the requirements of this purchase description. Such testing does not relieve the contractor of performing all inspections and quality control checks at the point of fabrication as necessary to assure performance as specified.

MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format . Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format

(iPDF) . The manuals shall comply with Data Item Description (DID) DI-TMSS-80527( and the Contract

Data Requirements List (DD Form 1423}.
