PURCHASE DESCRIPTION

FOR

SPECTRORADIOMETER

1.0 SCOPE: This purchase description identifies the performance requirements for a handheld

Spectroradiometer. The Spectroradiometer will be used to measure the Correlated Color Temperature (CCT), Luminance, CIE Chromaticity, and/or Spectral Radiance of various Air Force light sources.

2.0 REQUIREMENTS: The following will discuss the minimum performance, design, functional, environmental, reliability requirements and quality assurance provisions for this Spectroradiometer. The Spectroradiometer shall be capable of measuring Luminance from 0.01 to 30,000 foot-Lamberts (fL) with a sensitivity of at least 0.003 fL when using a 1° aperture at 2856 Kelvin. The Spectroradiometer shall be capable of measuring CIE Chromaticity with a color accuracy of x, y ≤ 0.0015 for Illuminant A. The Spectroradiometer shall also be capable of measuring Correlated Color Temperature with a repeatability of ≤ 0.0005 at a CCT of 2856 Kelvin.

3.0 SALIENT CHARACTERISTICS:

3.1 Specifications: The Spectroradiometer shall meet or exceed the following measurement specifications with a 95% confidence level for 1-year measurement uncertainties. Items that are commercially available shall also meet the specifications published by the manufacturer.

3.1.1 Luminance Range: The Spectroradiometer shall have a luminance range of at least

0.01 to 30,000 fL.

3.1.2 Luminance Accuracy: The Spectroradiometer display shall have a luminance accuracy of at least ± 2% relative to NIST-traceable luminance standards at 2856 Kelvin.

3.1.3 Luminance Repeatability: The Spectroradiometer shall have a luminance repeatability of better than or equal to 1% at the 0.01 fL luminance level.

3.1.4 Luminance Sensitivity: The Spectroradiometer shall have a luminance sensitivity of at least 0.003 fL (0.01 cd/m2) using the 1° aperture at 2856 Kelvin.

3.1.5 Color Accuracy for Illuminant A: The Spectroradiometer shall have a color accuracy of at least x, y ≤ 0.0015.

3.1.6 Color Repeatability: The Spectroradiometer shall have a color repeatability of ≤

0.0005 at a CCT of 2856 Kelvin.

3.2 Spectral Wavelength Range: The Spectroradiometer shall have a measuring wavelength range of at least 380 to 780 nm with a spectral resolution of at least 2 nm and a bandwidth of at least 3 nm with a 0.125° aperture.

3.3 Selectable Internal Apertures: The Spectroradiometer must have selectable internal aperture of 1°. The Spectroradiometer shall have additional selectable internal apertures of 0.5°, 0.250°, and 0.125°. If the unit does not have selectable apertures of 0.5°, 0.250°, and 0.125°, the alternative aperture sizes shall be detailed and documentation provided on the measurement ranges when using each aperture.

3.4 Objective Lens: The lens used with the Spectroradiometer shall have a high resolution and low flare.

3.4.1 Focus Distance: The Spectroradiometer shall have a focusable distance of at least

16 inches to infinity without changing or attaching additional lens(es).

3.4.2 Minimum Measuring Area: The Spectroradiometer shall have a measuring area of ≤

0.25 mm with the use of the standard objective lens and 0.125° aperture.

3.5 Measurement Display: The Spectroradiometer shall have a digital display that can be selected to display Correlated Color Temperature (CCT) in Kelvin, Luminance, in foot-lambert (fL) and cd/m2, and CIE (1931) x,y; CIE (1931) X, Y, Z tristimulus values, and CIE (1976) u’v’.

3.5.1 LCD Display: The Spectroradiometer shall have a back-lit LCD display.

3.5.2 Display Update: The Spectroradiometer display shall have an update rate of at least

1 measurement per second.

3.6 Visual Alignment: The Spectroradiometer shall have an eyepiece to allow visual alignment of the Test Article. The field of view of the visual alignment system shall be ≤ 8.5°.

3.6.1 Measuring Field: The Spectroradiometer shall have a marking/spot that clearly and accurately defines the measuring field.

3.7 Automated and Manual Control: Automated and manual operation capability shall be provided.

3.8 User Interface: Operations performed using automated measurement software provided by the manufacturer and with the use of front panel controls.

3.8.1 General Software: The contractor shall provide full command set and operating control codes to operate with the following:

3.8.1.1 Operating System: Microsoft Windows 10

3.8.1.2 Communications Interface: USB, RS-232, or GPIB IEEE-488

3.9 I/O Communications Interface: The Spectroradiometer shall be equipped with a functional USB, RS-232, or IEEE-488 interface

4.0 PHYSICAL/MECHANICAL REQUIREMENTS:

4.1 Weight: The Spectroradiometer shall be portable and not weigh more than 25 lbs.

4.2 Workmanship: The workmanship shall be first class, of neat general appearance in compliance with standard commercial practices. The standards of workmanship shall be such that the system complies with the requirements set forth in this purchase description.

4.3 Selected Components: Matched and selected components shall be kept to an absolute minimum. Use of specially built non-standard components other than switches and similar individual assemblies shall be avoided.

4.4 Commercial Parts: Commercial parts and materials that are used shall have properties consistent with a precision laboratory instrument.

4.5 Metals: Metals shall be of corrosion resistant type or suitably treated to resist corrosion due to atmosphere conditions likely to be met in storage, services or transportation.

Dissimilar metals in intimate contact shall be kept to a minimum.

4.6 Continuous Operation: After the required 30 minute warm-up period, the equipment shall meet the specifications of this purchase description and shall not display any intermittent characteristics or overheating for an extended period of not less than 120 hours (5 days) of continuous operation.

4.7 Mounting: The Spectroradiometer shall be capable of being mounted along its optical axis.

4.8 Protective Covers: All exposed connectors and apertures shall be protected by dust cover or caps.

4.9 Accessories: All accessories, connectors and cables necessary for normal operation and calibration of the equipment shall be supplied.

4.10 Power Requirements:

4.10.1 Electrical Power and Connections: 110V ± 10%, 60Hz ±5%

4.10.2 Electrical Safety: Equipment shall be designed such that it shall not be of any hazard to itself or to any person operating it using reasonable precautionary procedures.

4.10.3 Power Cord: Each item that requires power shall be supplied with one assembled power cord, 3 to 6 feet in length, and connectable to a standard 15 Amp, 120VAC, local power source.

4.10.4 Battery Power: The Spectroradiometer shall include an internal battery source capable of powering the unit for at least three hours of continuous operation.

4.11 Operating Environment/Storage:

4.11.1 Operating Temperature Range: The unit shall perform to full specifications at 22.8°C +/-3.3°C.

4.11.2 Operating Humidity Range: The unit shall perform to full specifications from 20 to 50 % RH.

4.11.3 Storage Conditions: The unit shall be capable of surviving in standard shipping conditions without damage to the instrument.

5.0 CALIBRATION:

Calibration of the Spectroradiometer shall be accomplished by comparison to external standards traceable to a National Metrology Institute (NMI) or other AFMETCAL approved laboratory when required. Any unique hardware and software accessories required for calibration of this item, to the specifications of this purchase description and to all commercial specifications, shall be furnished by the contractor. Unique hardware and software accessories are defined as software packages, licenses, cables, and other equipment that are specifically required for calibration of the Spectroradiometer and not otherwise commonly found in a calibration laboratory.

6.0 TESTING:

This item shall be inspected and tested at destination, as specified elsewhere in this contract.

This item shall be checked with test equipment with parameters equal to or better than those required to assure that specified performance requirements are met. Test equipment used has first echelon certification directly traceable to a National Metrology Institute (NMI) or other AFMETCAL approved laboratory when required. Tests shall be performed to assure the item meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of fabrication, as specified elsewhere in this contract, or as necessary, to ensure performance, as specified herein. In addition to all elements of this purchase description, all commercially published components provided with this system must, as a minimum, satisfy their commercially published performance specifications (and must be provided by the contractor).

7.0 LICENSING:

Where licensing issues apply to any part of the Spectroradiometer, such licensing and associated documents shall be obtained and provided by the contractor. Licenses shall not contravene federal law, federal procurement regulations, or the requirements of this acquisition.

8.0 MODEL AND SERIAL NUMBER IDENTIFICATION (IUID):

This item shall be clearly labeled with a model, serial number, and manufacturer’s name.

Unique item identification labeling shall follow the Item Identification and Valuation clause as stated in the contract.

DATA REQUIREMENTS

MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format (iPDF). The manuals shall comply with Data Item Description (DID) DI-TMSS-80527C and the Contract Data Requirements List (DD Form 1423).
