ADDENDUM

52.212-2 EVALUATION – COMMERCIAL ITEMS

1. Basis for Contract Award.

A. The Government intends to award a firm fixed-price contract under Simplified

Acquisition Procedures (SAP) in accordance with FAR Part 13 – Simplified Acquisition

Procedures and FAR Part 12 – Acquisition of Commercial Items as supplemented by the

Defense Federal Acquisition Regulation Supplement (DFARS) and the Air Force Federal

Acquisition Regulation Supplement (AFFARS). These regulations are available electronically at the Air Force FAR site, http://farsite.hill.af.mil. A decision on the technical acceptability of each offeror’s proposal will be made. Among those offerors who are determined to be technically acceptable, award will be made to the offeror having the lowest total evaluated price. Award will be made to the responsible offeror whose proposal conforms to all solicitation requirements, such as terms and conditions, representations and certifications, technical requirements, and also provides the best value to the Government based on the results of the evaluation described in paragraph 2 below. Contract terms and conditions consistent with customary commercial practices are specified in the solicitation/contract, with otherwise tailored terms and conditions specified in the Addendum to the solicitation/contract.

B. The Contracting Officer reserves the right, in limited circumstances, to award without discussions. If, during the evaluation period, it is determined to be in the best interest of the

Government to hold discussions, offeror responses to the Evaluation Notices (ENs) and the

Final Proposal Revision (FPR) will be considered in making the final award decision. If the offeror’s proposal has been evaluated as acceptable at the time discussions are closed, any changes or exceptions in the Final Proposal Revision are subject to evaluation and may introduce risk that the offeror’s proposal be determined unacceptable and ineligible for award.

2. Proposal Evaluation. The evaluation process will be accomplished as follows.

A. Technical Factor.

Each offeror’s technical proposal shall be evaluated to determine if the offeror provides a sound, compliant approach that meets the requirements of Purchase Description 18M-226A-VA, Rev. 2, dated 27 June 2017 and demonstrates a thorough knowledge and understanding of those requirements.

The offeror’s proposal shall be evaluated to determine whether the proposal is acceptable or unacceptable, using the ratings and descriptions outlined below.
