Purchase Description

For

Vacuum Calibration System

1.0 Scope

This purchase description sets the minimum performance and capabilities requirement for a

Vacuum Calibration System (VCS). The VCS will include a two stage pumping system and a vacuum chamber. The VCS will be used by the Air Force Precision Measurement Equipment

Laboratories (PMEL) for vacuum calibrations by comparison.

2.0 PERFORMANCE REQUIREMENTS

2.1 Operational Range: The VCS shall generate absolute pressures throughout the range of 760 to 1x10-7 Torr.

2.2 System stability: The VCS shall be capable of maintaining a vacuum level within its range with a fluctuation not to exceed 0.1% of reading per 10 seconds.

2.3 Pumping sub system: The VCS shall have a primary pump capable of producing at least

215 liters/sec pumping speed and a secondary/backup pump capable of extracting at least 3.6 m3 per hour. All pumps shall be dry pumps.

2.4 Operating Environment: The VCS shall operate in an environment of 73 ± 6°F and 20 to

50% Relative Humidity.

2.5 Noise Level: The VCS shall not have a noise level greater than 60 dB within 3 feet of the item when operating.

3.0 FUNCTIONAL REQUIREMENTS

3.1 Ports: The VCS shall have at minimum six ports, each with a KF40 connection. An adapter may be used to achieve this type of connection.

3.2 Chassis: The VCS shall have a metal/plastic chassis that contains all internal parts of the system.

3.3 Leak Valve: The VCS shall have a variable leak valve to be able to control the vacuum within the specified range in paragraph 2.1 with a sensitivity of 1x10-6 Torr; this shall not utilize any of the ports listed in 3.1 and 3.2.

4.0 Physical/Mechanical Requirements

4.1 Design and Construction: The VCS shall be designed and constructed of materials that meet the requirements of this specification and in accordance with the best practices for industry approved equipment. It shall be designed and manufactured to maximize reliability, maintainability, accuracy of operation, and ease of operation. All parts such as shafts, bearings, Attachment 1

Rev 2 regulators, switches, controls, connectors etc., shall have proper clearance and adjustments.

They shall work together so that the equipment will supply the rated requirements without unnecessary strains, vibrations, or overheating. They shall be able to withstand the conditions met in shipping, storage, installation, and service. All materials and parts of this equipment shall be capable of withstanding the environmental requirements of this specification.

4.2 Operation: The operation of the variable leak valve shall allow movement in any direction with minimal friction.

4.3 Power Requirement: The VCS shall operate on a line voltage of approximately 120 VAC, 50/60 Hz source.

4.3.1 Safety: Documentation shall be provided to support the means by which electrical safety considerations have been addressed. This documentation shall consist of a minimum of a citation of a UL or ANSI identified standard or equivalent United States Standard to which the equipment conforms.

4.3.2 Electrical Protection: The VCS shall have a fuse or circuit breaker to protect it in the event of excessive current. The AC line power fuses shall be user serviceable without removing any covers/panels or voiding a manufacturer’s service warranty.

4.4 Dimensions and Weight: The dimension of the VCS shall not exceed 36 inches in height, 30 inches in width, and 30 inches in depth. It shall not exceed 50 lbs.

4.5 Individual Unique Identifier Designation: This item shall be clearly labeled with a model number, serial number, and manufacturer’s name. Unique item identification labeling shall follow Item Identification and Valuation requirements as stated in the contract.

5.0 TESTING: The VCS will be inspected and accepted at a destination specified elsewhere in this contract. The item will be checked with test equipment and parameters equal to or better than those required assuring specified performance requirements are met. Test equipment has first echelon certification directly traceable to the National Institute of Standards and Technology

(NIST) or other AFMETCAL approved sources where required. Test will be performed to assure the VCS meets or exceeds all of the requirements of this purchase description. Such testing does not relieve the contractor of performing all inspections and quality control checks at the point of fabrication as necessary to assure performance as specified.

DATA REQUIREMENTS

MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format

(iPDF). The manuals shall comply with Data Item Description (DID) DI-TMSS-80527C and the Contract

Data Requirements List (DD Form 1423).
