PURCHASE DESCRIPTION

FOR

Large Format

Long Wavelength Infrared Hybridized Focal Plane Array

1. SCOPE:

This purchase description describes a plan to purchase up to three large format long wavelength infrared (LWIR) focal plane arrays (FPAs) that are each hybridized to readout integrated circuits (ROICs) for an infrared (IR) radiance calibration transfer radiometer called the User Transfer Radiometer (UXR).

This purchase does not include the purchase of the electronics to drive the ROIC, but does include a requirement for factory acceptance testing of either the delivered devices or surrogate devices to demonstrate key performance requirements, and complete documentation for installation, interface control, operation, maintenance, and handling.

The UXR is a portable precision optical system designed especially for the calibration and characterization of low power IR test chambers that are used for the calibration and testing of missile defense kill vehicle sensors. During operation, the UXR accepts a 20.0 cm diameter beam and telescopes it down to a 4.6 cm diameter beam. The reduced beam is then passed through spectral bandpass filter wheels for course spectral analysis. After the filter wheels, the beam strikes a flat fold mirror that can direct the beam in one of two directions: 1) Directly to imaging optics that create an image at a plane where the purchased FPA would be placed for low power signals that require long integration times, or 2) through a Fourier Transform Spectrometer and then through the same imaging optics and on to the same image plane for high power signals where the signals need to be read from the FPA at a high rate. To support these two modes of measurement the hybridized FPA will need to be able to operate in both a lower power long integration mode, as well as a high-speed readout mode.

It is important to note that during normal test and operating conditions, the entire optical system of the UXR will be at cryogenic temperatures as will be the sources being calibrated. The UXR optical system will be controlled in temperature between 80 K and 20 K according to the capabilities of FPA that is purchased. The sources being calibrated by the UXR will also be operated at cryogenic (~80 K) test conditions. This means that nearly all the photo-absorption that the FPA will experience will be true signal to be measured, and very little, if any, will be from the background environment. As a result, the noise performance of the FPA will be limited by the properties of the FPA and ROIC, not the background radiance. It is also worth noting that the UXR will not be making measurements in terms of radiance temperature, but simply as radiance. This means that the appropriate noise performance figure of merit for the FPAs that will be under consideration for this purchase will not be Noise Equivalent Delta Temperature (NEDT), but will be equivalent electron noise at the FPA pixel, also called input referenced electron noise. Finally, the optical system of the UXR has been finalized, and the FPA must be 1024 x 1024 in pixel count with an 18 um pixel pitch.

2. REQUIREMENTS:

2.1. Operation Requirements.

2.1.1. Spectral Responsivity Range: The measurable photo carrier generation quantum efficiency of the hybridized FPA shall be no less than 0.25 and an average greater than 0.40 from

6.0 um – 12.0 um.

2.1.2. FPA Size: The pixel size of the FPA shall be 1024 pixels x 1024 pixels.

2.1.3. FPA Pixel Pitch: The pixel pitch of the FPA shall be 18 um in both directions.

2.1.4. Operating Temperature Range: The hybridized FPA and all proposed components that must be within 30 cm of the FPA in order to achieve full function of the hybridized FPA shall meet all requirements at least at one temperature between the range of 10 K and 80 K, inclusive.

2.1.5. Operating Pressure: The hybridized FPA and all proposed components that must be within 30 cm of the FPA in order to achieve full function of the hybridized FPA shall be vacuum compatible at room temperature at all pressures from atmospheric to 10-6 Torr.

2.1.6. FPA Image Read Frame Rate Range:

2.1.6.1. Full Frame: The full frame rate shall be from less than or equal to 0.2 Hz to greater than or equal to 100 frames per second.

2.1.6.2. Windowed: The windowed frame rate shall be greater than or equal to 1600 frames per second while reading more than 10,000 pixels in a single rectangular cluster that is at least 16 pixels in one dimension.

2.1.7. Power Dissipation at Full Frame Rate for 1024 Pixel x 1024 Pixel FPA: If the operating temperature is greater than or equal to 10 K and less than or equal to 20 K, the power dissipation shall be less than 200 mW. If the operating temperature is greater than 20 K and less than or equal to 50 K, the power dissipation shall be less than 500 mW. If the operating temperature is greater than 50 K and less than or equal to 80 K, the power dissipation shall be less than 1000 mW.

2.1.8. Dark Current per Pixel at Operating Temperature: The dark current per pixel shall be less than or equal to 2 x 106 electrons per second per pixel. Pixels that do not meet this requirement shall not be counted towards meeting the operability requirement (2.1.13).

2.1.9. ROIC Single Pixel Well Size: The designed pixel well size shall be equal to or greater than 1 x 106 electrons and capable of holding at least 5 seconds of FPA pixel dark current at the operating temperature. Pixels that are not within 3% of the designed pixel well size and cannot hold 5 seconds of FPA pixel dark current shall not be counted towards meeting the operability requirement (2.1.13).

2.1.10. Input-Referred Read Temporal Noise at 100 Hz Full Frame Rate: The input-reffered read temporal noise at a frame rate of 100 Hz shall be less than 2000 electrons RMS. Pixels that do not meet this requirement shall not be counted towards meeting the operability requirement (2.1.13).

2.1.11. Non-Linearity: The deviation from linearity shall be less than 5% of the signal from 10% of full well capacity to 90% of full well capacity. Pixels that do not meet this requirement shall not be counted towards meeting the operability requirement (2.1.13).

2.1.12. Responsivity Non-Uniformity: The deviation of the responsivity from the mean of any individual pixel shall not exceed 3% of the mean of all operable pixels. Pixels that do not meet this requirement shall not be counted towards meeting the operability requirement (2.1.13).

2.1.13. Operability: Greater than 99% of all pixels shall meet each of the dark current (2.1.8), the ROIC single pixel well size (2.1.9), the input-referred read noise (2.1.10), the non-linearity (2.1.11), and responsivity non-uniformity (2.1.12) performance requirements.

2.2. Interface Requirements:

2.2.1. Hybridized FPA and ROIC Mounting Structure: The hybridized FPA and ROIC shall be physically mounted on a ceramic based electrical interface structure that is smaller in each dimension than 1.8” x 1.8” x 0.2”.

2.2.2. Physical Interface: The physical interface to the Mounting Structure shall be achievable through a commercially available interface system (like a leadless chip carrier (LCC) socket) or through mechanical support structure provided by the Seller that is smaller in size than 3.6” x 3.6” x 1.2” and the front surface of the FPA is within 0.6” of one of the sides of the maximum enclosed volume just described.

2.2.3. Electrical Interface: The physical interface for the hybridized FPA shall provide convenient electrical interface for all the electrical inputs and outputs of the ROIC. The electrical connections to the physical interface shall be achievable through a commercially available connector system (like a leadless chip carrier (LCC) socket) or through electrical connectors provided by the Contractor that provide electrical wire pigtails that are at least 50 cm in length.

3. TESTING:

3.1. Factory Acceptance Testing (FAT): Testing of either the deliverable devices shall be performed at the Contractor’s location to demonstrate key performance requirements.

3.1.1. Any surrogate materials used in the FAT shall be approved by mutual consensus between the Contractor and the Government.

3.1.2. Tested performance properties shall be presented to the Government to demonstrate full compliance with the requirements.

3.1.3. The Government shall approve the FAT results before shipment of the deliverables to the Government.

3.1.4. The requirements that shall be tested during FAT shall be:

3.1.4.3. Dark Current per Pixel at Operating Temperature (2.1.8)

3.1.4.4. ROIC Single Pixel Well Size (2.1.9)

3.1.4.6. Non-Linearity (2.1.11)

3.1.4.7. Responsivity Non-Uniformity (2.1.12)

3.1.4.8. Operability (2.1.13)

3.1.5. The other performance requirements shall be verified by design or inspection.

3.2. User Acceptance Testing (UAT): At least one of the delivered hybridized FPAs will be tested by the Government upon receipt to verify required performance.

3.2.1. The requirements that shall be tested during UAT shall be:

3.3. The Government shall have 45 days to complete testing and analysis to determine satisfactory performance of the hybridized FPA before the Contractor can submit the final invoice.

4. DOCUMENTATION:

4.1. Test Results: The Contractor shall provide a report of all FAT results to the Government for approval prior to shipment of one to three hybridized FPA(s). The report shall be a Microsoft PowerPoint or Word document. Within the test report the performance of the tested hybridized FPA against each requirement shall be put in its own section with the requirement name and number in the section header name. The contractor may use their own reporting format for the remaining features of the report. All data that is tabulated or plotted in the report shall also be referenced to and provided as tabulated data in a single Microsoft Excel workbook where the original tables and plots are created.

4.2. Interface Control Documents: The interface control documents for the delivered hybridized FPA shall provide the following information;

4.2.1. Complete electrical interface for control, signal measurement, diagnostics, long term maintenance and care, and general hardware safety.

4.2.2. Complete mechanical interface for electrical connections, proper physical support, and proper heat sinking for cooling purposes.

4.2.3. Complete instructions for the proper handling for the transfer of the hybridized FPA to and from its storage container and its interface by which it can be properly operated.

4.3. Mechanical Drawings: Provide detailed mechanical drawings of the complete hybridized FPA to be delivered. The preferred file format would be SolidWorks 2017, but .STEP would be acceptable.

DATA REQUIREMENTS

MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format (iPDF). The manuals shall comply with Data Item Description (DID) DI-TMSS-80527C and the Contract Data Requirements List (DD Form 1423).

ACCEPTANCE TEST PLAN: The acceptance test plan shall be delivered to and approved by the government prior to delivery of the evaluation unit. The acceptance test plan shall detail the criteria, performance objectives, and description of tests to be performed. The plan shall be prepared in accordance with Data Item Description DI-QCIC-80553A and Contract Data Requirements List (DD Form 1423).

TEST/INSPECTION REPORT: The test/inspection report shall document the results of the acceptance test performed on each production unit. A copy of the test report shall be shipped with each unit. The test/inspection report shall be prepared in accordance with Data Item Description DI-NDTI-80809B and Contract Data Requirements List (DD Form 1423)

PRODUCT DRAWINGS AND ASSOCIATED LISTS: The product drawings shall be delivered to the Government with delivery of the evaluation unit. The drawings shall be in contract format and document the information specified and in accordance with Data Item Description DI-SESS-81000E and Contract Data Requirements List (DD Form 1423). When possible, product drawings and associated lists shall be delivered on CD-ROM in Indexed Portable Document Format (iPDF).
