PURCHASE DESCRIPTION
FOR
OPTICAL SPECTRUM ANALYZER
1. SCOPE: This Purchase Description (PD) describes an Optical Spectrum Analyzer that will be used to support fiber optic calibrations in the PMELs.
2. DEFINITION: The following will discuss the minimum performance, design, functional, environmental, reliability requirements, and quality assurance provisions for this Optical Spectrum Analyzer. The Optical Spectrum Analyzer shall be capable of measuring source wavelengths from 600 nm to 1700 nm with spectral full width at half maximum (FWHM) of less than 100 nm. Power sensitivity shall be ≥ -40 dBm/nm. The instrument shall be capable of withstanding maximum input power of ≥ +13 dBm. This instrument shall be laboratory grade and capable of state-of-the-art high wavelength measurements.
3. SALIENT CHARACTERISTICS:
3.1. Specifications: The Optical Spectrum Analyzer shall meet or exceed the following measurement specifications with a 95% confidence level for 1 year measurement uncertainties. Items that are commercially available shall also meet the specifications published by the manufacturer.
3.2. Wavelength Range: The Optical Spectrum Analyzer shall be capable of wavelength measurements between 600 nm and 1700 nm.
3.3. Spectral Width: The Optical Spectrum Analyzer shall be capable of the measurement of coherent laser sources and narrow-band LEDs with a FWHM of less than 100 nm.
3.4. Wavelength Measurement Accuracy: The wavelength measurement accuracy shall be ≤1 nm throughout the entire measurement range.
3.5. Wavelength Measurement Resolution: The wavelength measurement resolution shall be
≤1 nm throughout the entire measurement range.
3.6. Wavelength Measurement Repeatability: The wavelength measurement shall be repeatable to ±0.25 nm for period of no less than 24 hours.
3.7. Operating Environment: The instrument shall perform to all specifications within the following environment:
3.7.1. Temperature Range: 22.8ºC ±3.3 ºC (73 ±6 ºF).
3.7.2. Humidity Range: 20% to 50% RH
3.8. Storage Environment: Damage to the unit shall not occur as a result of storage in the following environment:
3.8.1. Temperature Range: 0ºC to 50ºC (32ºF to 122ºF)
3.8.2. Humidity Range: 20% to 80% RH
3.9. Input Connectors: The Optical Spectrum Analyzer shall have front and/or rear panel input connectors. All adapters and/or cables necessary to connect the Optical Spectrum Analyzer to –ST terminated single-mode and multimode cables shall be provided.
3.10. Instrument Operation: The Optical Spectrum Analyzer shall have an interface for remote operation. The Optical Spectrum Analyzer may also have front panel controls for manual operation. If the Optical Spectrum analyzer does not have front panel controls, an external controller shall be provided.
3.10.1. Remote Interface/Programming: This item shall be programmable via an
IEEE-488 interface connection, USB interface connection, or Ethernet interface connection by an external controller. Complete command documentation shall be included.
3.11. Display: The Optical Spectrum Analyzer shall have a digital display of no less than 5 ½ digits to indicate the measured wavelength and any significant information pertaining to the measurement or operation. If the Optical Spectrum Analyzer requires an external controller to operate, the controller shall display no less than 5 ½ digits to indicate the measured wavelength and any significant information pertaining to the measurement or operation.
3.12. Portable Controller: If necessary to operate the Optical Spectrum Analyzer, an external controller shall be provided. Any provided laptop controller is required to efficiently operate under Microsoft Windows 10 Professional 64 bit operating system. All major components of the system must be commercially available and fully supportable by commercial sources. Where specific brands are identified in this specification, no substitutes are allowed without prior approval from the AFMETCAL. The Controller must meet or exceed Microsoft Windows 10 Professional hardware requirements.
3.12.1. Salient Characteristics:
3.12.1.1 Processor: Intel Pentium V or otherwise equivalent or better generation minimum, 2.0 GHz clock speed minimum.
3.12.1.2 Memory: Minimum 8 GB system Memory.
3.12.1.3 Input Output (I/O) External Ports, Slots and Connectors: At minimum, the following types of I/O interface connections must be available on the controller or via port replication:
3.12.1.3.1 USB: Minimum of four integrated USB Ver 2.0
compliant ports.
3.12.1.3.2 Ethernet: One 100/1000 BaseT Ethernet RJ45 port.
3.12.1.3.3 Video: Graphics card that supports Windows
Display Driver Model (WDDM 1.0) and that supports Direct X 9.
3.12.1.4 Display Panel: Minimum 14.1-inch flat panel LCD Color Display Panel with at least 1366 x 768 resolution
3.12.1.5 Hard Drive: 80 GB (Minimum) Hard Disk Drive.
3.12.1.6 DVD-ROM: DVD/RW: at least 8X Speed
3.12.1.7 Operating System and Software: All software must run under or Microsoft Windows 10 (Professional operating system or greater 64bit, latest version release). All software must run Windows 10 as a non-elevated user.
3.12.1.8 Additional Hardware: Additional hardware required to make this system function as identified by this purchase description shall be required.
3.12.2 Interchangeability:
3.12.2.1 Units and all replaceable assemblies, subassemblies, parts, firmware, and software of a designated model provided under this contract shall be interchangeable.
3.12.2.2 All replaceable assemblies, subassemblies, parts, firmware, and software of a designated model provided by a manufacturer shall be interchangeable on a noninterference basis with all such designated models provided by that manufacturer. Different suffix letters or other suitable identifiers acceptable to the procuring activity shall constitute different models for the purpose of this requirement
3.12.2.3 When firmware or software upgrade is anticipated by a manufacturer during the life cycle of this contract, the contractor shall contact AFMETCAL for concurrence. If AFMETCAL concurs with the proposed upgrade all previous units shall be updated to this upgrade.
3.12.2.4 All firmware or software provided under this contract shall be at the same version, revision, build number, and revision date at the completion of the contract.
3.12.3 Licensing: The Optical Spectrum Analyzers hall provide an environment for development and execution of automatic calibration procedures/processes for Test Measurement and Diagnostic Equipment (TMDE). The Optical Spectrum Analyzer will be distributed to approximately 15 Air Force Precision Measurement Laboratories (PMELS) worldwide. Software configuration and distribution will be centrally managed at AFMETCAL. Software licensing shall allow AFMETCAL to monitor and distribute licenses based upon AF needs.
The Air Force shall be given the rights and provided the tools that facilitate the capability to freely distribute, modify, and reuse any commercially acquired drivers or calibration procedure modules within the Air Force if desired.
3.12.4 Software Identification: All software used in conjunction with instrument shall be identified by Name, Version, and Date; to be displayed upon startup or located in an “About” menu in the software.
3.12.5 Software Maintenance: Copies of all code used in these applications, with rights to reuse and modify, shall be provided when necessary for performing automatic measurements via remote control interface.
3.12.6 Warranty: The contractor shall warrant that the software product meets this purchase description and is free from defects in design and operation and will perform to stated specifications from the date of shipment through warranty expiration date of the equipment. The contractor's Commercial Warranty or Addendum shall include verbiage to assure the following minimum requirements are satisfied. All other clauses of the contractor's warranty shall remain in effect unless they contradict the requirements stated below.
3.12.6.1 The contractor shall (at no additional cost) update, or replace the software product as necessary to correct any deficiencies identified in the software. Replacement software shall meet or exceed the requirements in this purchase description, shall not require additional training to operate and be warranted for the remainder of the original warranty.
3.12.6.2 The contractor shall bear transportation costs for all replacement products.
4. GENERAL REQUIREMENTS
4.1. Weight: The weight of the Optical Spectrum Analyzer shall not exceed 50 pounds. It must be able to be carried by one person.
4.2. Automated and Manual Control: The Optical Spectrum Analyzer shall have the capability to perform automatic data acquisition through the measurement function(s) and range(s). Any additional data and programs not specifically identified hereafter, yet required to perform the stated tasks shall be provided by the contractor.
4.3. Power: 120 VAC ± 10%, 60 Hz ±3%
4.4. Power Cord: Where required for operation, an assembled power cord of at least 6 feet in length for 110 to 120 volt operation shall be provided with each Optical Spectrum Analyzer.
4.5. Accessories and Adapters: Any-and-All ancillary equipment/items and accessories (not otherwise specified) needed to perform as described shall be provided by the contractor.
This would include, but is not limited to, special tools, cables, fixtures, programs, adapters and Standards.
4.6. Design and Construction: The equipment shall be designed and constructed of materials that meet the requirements of this specification and in accordance with the best commercial practices for industry approved equipment. It shall be designed and manufactured to achieve reliability, maintainability, accuracy of operation, and ease of operation. All parts such as shafts, bearings, regulators, switches, controls, etc., shall have proper clearance and adjustments. They shall work together so that the equipment will supply the rated requirements without unnecessary strains, vibrations, or overheating. They shall be able to withstand the conditions met in shipping, storage, installation, and service. All material and parts of this equipment shall be capable of withstanding the environmental requirements of this specification.
4.7. Metals: Metals shall be of corrosion resistant type or suitable treated to resist corrosion due to atmosphere conditions likely to be met in storage, service or transportation.
Dissimilar metals in intimate contact shall be kept to a minimum.
4.8. Firmware: When firmware or software upgrade is anticipated by a manufacturer during the lifecycle of this contract, the contractor shall contact AFMETCAL for concurrence.
If AFMETCAL concurs with the proposed upgrade all previous units shall be updated to this upgrade. All firmware or software provided under this contract shall be at the same version, revision and revision date at the completion of the contract.
4.9. Special Hardware/ Software/Licenses Requirements: Any special equipment, fixtures, tools, standards, etc., required for calibration and verification and not common to a secondary calibration laboratory must be supplied with the Optical Spectrum Analyzer.
Any unique accessories including software required for calibration of this item shall be furnished by the manufacturer. Units that fail calibration and are recommended to be aligned or adjusted, either manually or using an automated alignment/adjustment software, the special hardware, manual instructions, software, software instructions and software licenses (where required by the manufacturer, and shall be valid for the life of the instrument) needed to perform the alignment/adjustment process shall be included with the Optical Spectrum Analyzer. A list of peripheral support TMDE equipment required to accomplish the calibration/alignment/adjustments of the unit must be provided with the Optical Spectrum Analyzer. Any unique accessories including software required for calibration of this item shall be furnished by the manufacturer.
4.10. Grounding: During operation of the fully assembled test equipment, all electrically conductive external surfaces except trim and identification plates shall be at earth ground potential. Ground connection shall be of sufficient mechanical strength to minimize the possibility of ground disconnection. Such ground path shall have sufficiently low impedance and ample capacity to conduct safely any operating or fault currents imposed on it.
4.11. Licensing: Where licensing issues apply to any part of the Optical Spectrum Analyzer, such licensing and associated documents shall be obtained and provided by the contractor.
4.12. Model and Serial Number Identification: This item shall be clearly labeled with a model number, serial number, and manufacturer’s name. Unique item identification labeling shall follow the Item Identification and Valuation clause as stated in the contract.
5. SAFETY: The Optical Spectrum Analyzer shall be designed such that it will not be of any hazard to itself or to any person operating it using reasonable precautionary procedures.
6. WORKMANSHIP: The workmanship shall be first class, of neat general appearance, and comply with standard commercial practices. The standard of workmanship shall be such that the Optical Spectrum Analyzer complies with the requirements set forth in this purchase description.
7. ANCILLARY/ACCESSORIES: Any and all ancillary equipment/items and accessories (not otherwise specified) needed to perform as described shall be provided by the contractor.
This would include, but not limited to, special tools, cables, fixtures, programs and standards.
8. INTERCHANGEABILITY: All replaceable assemblies, subassemblies, components, and parts of a designated model provided under a single contractor or ordered from any one manufacturer shall be fully interchangeable without interference or degradation of performance.
9. TESTING: This instrument shall be tested and inspected at destination as specified elsewhere in this contract. The instrument will be checked with test equipment with parameters equal to, or better than, those required to assure specified performance requirements are met. Test equipment used has first echelon certification directly traceable to NIST or other AFMETCAL approved equivalent laboratory, where required. Tests will be performed to assure the instrument meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of fabrication, as is specified elsewhere in this contract, or as necessary to assure performance as specified herein. In addition to all elements of this purchase description, all commercially available components provided with this instrument must, as a minimum, satisfy their commercially published performance specifications. The Government reserves the right to inspect the manufacture’s test data as proof of such conformance upon 30 days advance notice.
