PURCHASE DESCRIPTION
FOR
TENSIOMETER CALIBRATOR

1.0 SCOPE: This purchase description specifies a 2000 lbf Tensiometer Calibrator to be used for the calibration of cable tensiometers by selected Precision Measurement Equipment Laboratories (PMELs) .
2.0 PERFORMANCE REQUIREMENTS:
2.1 Measuring Range: The Tensiometer Calibrator shall have a measuring range of 10 to 2000 pounds.
2.2 Uncertainty: The Total Uncertainty of the Tensiometer Calibrator shall be within± 0.1 % of applied load over the entire measuring range.
2.2.1 Weight Calibration: The yoke and the weights supplied shall be calibrated with certification directly traceable to the National Institute of Standards and Technology (NIST) .
3.0 FUNCTIONAL REQUIREMENTS:
3.1 Weight Increments: The Calibrator shall be capable of applying any load from 10 to 2000 pounds in increments of 1 pound.
3.1.1 Weight Configuration: All weights shall be of nominal value following a 1-2-5 weight complement, adjusted to standard gravity.
3.2 Weight Location: All weights 10 pounds and greater shall be contained within the Calibrator' s frame. All weights less than 10 pounds may be hand weights and added to the yoke assembly by the Operator as needed. The hand weights shall be designed with a slot for easy placement on the yoke assembly.
3.3 Weight Loading: The weights contained within the Calibrator' s frame shall be able to be applied and removed without manual lifting by the Operator. Any combination of weights seleeted within the calibrator's frame shall be completely loaded or unloaded within one minute.
3.4 Loading: The rate of application shall be such that the "Shock Loads" do not exceed 2 inches per minute when the weights are applied or removed. The Operator shall be able to apply and remove the amount of weight selected using a switch or button.
3.5 Control Panel: Weights loaded on the Calibrator shall be operator selectable via a control panel located in front of the calibrator and no higher than 6 feet from where the operator is standing to the top of the control panel.
3.6 Load Rotation Limiter: The Calibrator shall have a mechanism which steadies the load, and limits the rotation of the applied load while it ' s hanging in place. This Load Rotation Limiter shall not affect the applied weight when the Calibrator is in use.
4.0 MECHANICAL & PHYSICAL REQUIREMENTS:

4.1 Corrosion Resistant: All weights shall be corrosion resistant. All weights shall be made of stainless steel and/or nickel plated steel.
4.2 Accessories: All accessories used in forming the actual load applied to the cable, which can be considered weight, shall be made of stainless steel and/or nickel plated steel. This includes the yoke assembly, rods, hooks, beams, bars, or other devices, for holding the weights when suspended from the cable being used. All accessories necessary for normal operation of the equipment shall be supplied.
4.3 Weights: All weights shall be permanently marked with a unique serial number and its nominal weight value.
4.4 Case: A case shall be provided to protect and store the hand weights when not in use.
4.5 Protection: All weights, yoke, and weight assemblies shall be protected from being damaged during normal use. The weights installed on the Calibrator shall be fully enclosed by a steel cabinet with "see through" plexi-glass panels in the front. The cabinet shall protect the weights and keep them clean.
4.6 Assembled Dimension: The assembled Calibrator shall not be more than 8' 9" tall with a footprint of 3' 6" by 3' 6".
4.6.1 Assembled Weight: The assembled Calibrator shall not be more than 4,800 pounds.
4.6.2 Unassembled Dimensions: Individual components shall be capable of fitting through door measuring 3 ' wide by 6' 8" high.
4. 7 Cable Mounting: The Calibrator shall stand in place and be capable of mounting a cable of varying diameters. The cable will be 60 +/- 1 inches long and have "eye bolt" holes at each end. The cable could have any required load, from 10 to 2000 pounds of deadweight, hanging from it. Cable diameters range in thickness from 1116 to 1/2 inch. Cable stretch will not exceed two inches whenever load is applied and maintained. This beam shall have the capability and capacity to support up to 2000 pounds of deadweight on various sized aircraft cables hanging from it. Only one cable will be used at a time.
4.7.1 Cables: Cables will be provided IA W MIL-DTL-83420 for flexible cable and MIL-DTL-87161 for non-flexible. A flexible and non-flexible cable shall be provided for each size listed below:

4.8 Power Requirements: The Calibrator shall operate on a 110 volt, 60 Hz, 15 amp power outlet, if applicable.
4.9 Pneumatics: If pneumatics are used to position weights, the Calibrator shall require no more than 120 psi of shop air supply.
4.9.1 Manual Unloading: Operator shall be able to manually unload weights if pressure is lost.
4.10 Components: Commercial parts and materials that are used shall have properties consistent with a precision laboratory instrument.
4.11 Use of Best Commercial Practices: The equipment shall be designed and constructed of materials that meet the requirements of this specification and in accordance with the best commercial practices for industry approved equipment. It shall be designed and manufactured to maximize reliability, maintainability, accuracy of operation, and ease of operation. All parts (which include, but are not limited to, shafts, bearings, regulators, switches, controls) shall have proper clearance and adjustments. They shall work together so that the equipment will supply the rated requirements without unnecessary strains, vibrations or overheating. They shall be able to withstand the conditions met in shipping, storage, installation and service. All materials and parts of this equipment shall be capable of withstanding the environmental requirements of this specification.
4.12 Matched and Selected Components: These shall be kept to an absolute minimum. Use of specially built, nonstandard components shall be avoided.

4.13 Model and Serial Number Identification: Item's Part Number, Manufacturer, and Serial Number shall be identified clearly on the item in a location visible to the operator. Unique item identification shall follow the Item Identification and Valuation clause as stated in the contract.
4.14 Operating Environment/Storage:
4.14.1 Operating Temperature: Electrical, electronic, and electromechanical items shall be capable of operating in an ambient temperature of 67 to 79 degrees F without loss of required performance.
4.14.2 Operating Humidity: The equipment shall maintain specified performance in an atmosphere from 20% to 50% relative humidity without loss of required performance.
4.15 Installation: The tensiometer calibrator shall be shipped along with all the necessary equipment required to assemble the item in a room with a 9 foot ceiling. Individual components shall be capable of fitting through doorway measuring 3' wide by 6' 8" high.
5.0 TESTING: This item will be inspected and accepted at destination as stated in the contract. The item will be checked with test equipment with parameters equal to or better than those required to assure that specified performance parameters are met. Test equipment used shall have first echelon certification directly traceable to the National Institute of Standards Technology (NIST) or other AFMETCAL approved equivalent international laboratory. Tests will be performed to assure that the item meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of manufacture as necessary to assure performance as specified herein.
6.0 MANUAL: Assembly instructions, including a list of required equipment, shall be provided in the Owner' s Manual.

Tensiometer Calibrator
DATA REQUIREMENTS
MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format
(iPDF) . The manuals shall comply with Data Item Description (DID) Dl-TMSS-80527C and the Contract
Data Requirements List (DD Form 1423).
CALIBRATION CERTIFICATE: A calibration certificate, traceable to the National Institute of Standards and Technology (NIST) or other national metrology institutes (NM ls) shall be provided with each instrument. The calibration certificate shall comply with Data Item Description (DID) Dl-QCIC-80798C and the Contract Data Requirements List (DD Form 1423).
PRODUCT DRAWINGS AND ASSOCIATED LISTS: The product drawings shall be delivered to the
Government with delivery of the evaluation unit. The drawings shall be in contract format and document the information specified and in accordance with Data Item Description Dl-SESS-81000E and
Contract Data Requirements List (DD Form 1423). When possible, product drawings and associated lists shall be delivered on CD-ROM in Indexed Portable Document Format (iPDF) .
