DIRECTORATE OF METROLOGY

PURCHASE DESCRIPTION

FOR

Cryostat

1. SCOPE: This Purchase Description (PD) identifies performance requirements for a Cryostat, which will be used as support equipment in conjunction with the NIST-developed planar bolometric radiometer

(PBR). Listed in this purchase description are Air Force minimum functional requirements that are to be satisfied. The Air Force requirements for this item are satisfied by the Montana Instruments Model

Nanoscale Workstation NW2. The Montana Instruments NW2 is required in order to properly interface with specialized hardware and software previously developed by NIST.

2. PERFORMANCE REQUIREMENTS:

2.1. The measurement capabilities required are those of the following instrument:

2.1.1. Brand Name: Montana Instruments Model Nanoscale Workstation NW2

3. FUNCTIONAL REQUIREMENTS:

3.1. Ancillary Equipment: The Cryostat shall have all necessary support or mounting equipment, hook-up wire, cables or accessories required for routine operation and calibration of the temperature sensors.

3.2. Calibration Requirement: Calibration of the Cryostat temperature sensors shall be accomplished by comparison to external standards traceable to the National Institute of Standards and

Technology (NIST) or an equivalent National Measurement Institution (NMI). Any unique hardware and software accessories required for calibration of this item, to the specifications of this purchase description and to its published specification, shall be furnished by the manufacturer.

3.3. Portability: The accuracies and stability shall not be altered from normal handling and transportation of the Cryostat.

3.4. Shipment Orientation: Damage or accuracy deterioration to the Cryostat shall not result due to normal shipment of the unit.

3.5. Commercial Air Transportation: The Cryostat shall be suitable for commercial air transportation and shall meet all shipping regulations that apply.

4. TECHINCAL REQUIREMENTS:

4.1. Temperature:

4.1.1. Temperature Range: The Cryostat shall be operated at 4.2 K, with temperature control ranging from 4.2 K to 350 K.

4.1.2. Temperature Stability: The Cryostat shall have stability of <10 mK rms at the damped sample mount.

4.1.3. Temperature Sensors: The Cryostat shall have no less than two (2) calibrated temperature sensors.

These sensors shall be compatible with the Stanford Research Systems SIM 921 AC Resistance

Bridge.

4.2. Wiring:

4.2.1. System Control: The system wiring shall be interfaced using mini-D ribbon 26 cabling located in the base platform of the Cryostat. Flex PCB shall be used to connect system sensors; no PCB shall be located within the vacuum.

4.2.2. Thermal Anchoring: All wiring located within the temperature-controlled chamber of the Cryostat shall be thermally anchored at the 35K and 4K radiation shields to prevent parasitic heat leakage.

Wiring to the calibrated temperature sensors shall have appropriate heatsinks to minimize false readings.

4.3. Vibrational Stability: The cryostat shall have a peak-to-peak vibrational stability of <20 nm on the sample platform.

4.4. Cooling: The Cryostat shall be air cooled. Cooling shall be accomplished using a closed-loop compressed liquid helium system. All cooling system functions shall be automatically controlled via laptop controller to within specifications at the user set point.

4.4.1. Cooling Power: The Cryostat shall supply a minimum of 100mW cooling power at 4.2 K via mechanical cooling.

4.4.2. Compressor: If a compressor is required for operation of the Cryostat, it shall be a variable speed compressor for noise reduction purposes. The compressor shall have a loudness of <65 dB.

4.5. Vacuum: The sample mount of the Cryostat shall be held under vacuum pressure of <10-4 mbar.

4.6. Compressor and Vacuum Lines: All required high-pressure helium and vacuum lines shall be galvanically isolated.

4.7. Inert Gas Purge: The Cryostat shall be equipped with capability for system purge with dry nitrogen.

4.8. Vacuum Fittings and Radiation Shields:

4.8.1. Window Fittings: A minimum of five (5) NW40 vacuum fittings, 4 radial and one overhead.

4.8.2. Base Fittings: Minimum of two (2) NW25 vacuum fittings and dual fiber feedthrough.

4.8.3. Radiation Shields: The Cryostat shall have two radiation shields fitted with a minimum of seven (7) window ports. One shield shall be maintained at 35 K and the second shield at 4 K.

4.8.4. Sample Access: The Cryostat shall not require any hardware (screws, etc.) in order to access the sample mount while the Cryostat is mounted to the optical table.

4.9. Sample Mount: The sample mount platform shall contain tapped holes.

4.10. Portable Controller Specifications:

4.10.1. General Description: A laptop controller is required that can efficiently operate under Microsoft

Windows 10 Professional 64-bit operating system. All major components of the system must be commercially available and fully supportable by commercial sources. Where specific brands are identified in this specification, no substitutes are allowed without prior approval from AFTMETCAL.

The Controller shall meet or exceed Microsoft Windows 10 Professional 64-bit hardware requirements.

4.10.2. Salient Characteristics:

4.10.2.1. Processor: Intel Pentium V or otherwise equivalent or better generation; 2.0 GHz clock speed minimum.

4.10.2.2. Memory: Minimum of 8 GB system memory.

4.10.2.3. Input Output (I/O) External Ports, Slots, and Connectors: At minimum, the following types of I/O interface connections must be available on the controller or via port replication.

4.10.2.3.1. USB: Minimum of four integrated USB 2.0 compliant ports.

4.10.2.3.2. Ethernet: One 100/1000 BaseT RJ45 Ethernet port.

4.10.2.3.3. Video: Areo-capable graphics card that supports Windows Display Driver Model (WDDM)

1.0 with a minimum of 128 MB dedicated memory that supports DirectX 9.

4.10.2.4. Display Panel: Minimum 14.1-inch flat panel LCD Color Display Panel with at least 1600 x

900 resolution for a 16:9 aspect ratio.

4.10.2.5. Hard Drive: Minimum of 80 GB hard disk drive (HDD).

4.10.2.6. DVD-ROM: DVD/RW: at least 8X speed.

4.10.2.7. Operating System and Software: All software must run under Microsoft Windows 10

Professional 64-bit, latest version release. All software must run Windows 10 as a non-elevated user. Shall be supplied with Microsoft Word and Excel with a non-renewable license.

4.10.2.8. Additional Hardware: Any additional hardware required to make this system function as identified within the Purchase Description shall be supplied.

5. PHYSICAL/MECHANICAL REQUIREMENTS:

5.1. Design and Construction: The equipment will be designed and constructed of materials that meet the requirements of this specification and in accordance with the best commercial practices for industry approved equipment. It will be the contractor's responsibility to assure the government that such design objectives as reliability, accuracy of operation, maintainability and ease of operation have been given due consideration in the manufacture of this equipment. All parts such as shafts, bearings, regulators, switches, controls, etc. shall have proper clearance and adjustments. They shall work together so that the equipment will supply the rated requirements without unnecessary strains, vibrations, and overheating. They shall be able to withstand the conditions met in shipping, storage, installation, and services. All material and parts of this equipment shall be capable of withstanding environmental testing requirements of this specification.

5.2. Dimensions: The overall dimensions of the Cryostat shall be rectangular with dimensions of less than 20 inches in height, 12 inches in width and 28 inches in depth. These dimensions shall apply to the footprint of the base platform only; supporting electronics, compressors, pumps, and controllers are not subject to this requirement

5.3. Weight: The Cryostat shall not exceed seventy-five (75) lbs. This restriction shall apply to the base platform only; supporting electronics, compressors, pumps, and controllers are not subject to this requirement.

5.4. Mounting: The Cryostat shall be capable of mounting on a standard optical table with imperial mounting hole dimensions.

5.5. Model and Serial Number Identification: This item shall be clearly labeled with a model number, serial number and manufacturer’s name. Unique item identification labeling shall follow the Item

Identification and Valuation clause as stated in the contract.

5.6. Components: Matched and selected components shall be kept to an absolute minimum. Use of specially built non-standard components other than switches and similar individual assemblies shall be avoided.

5.7. Material: Material shall be of corrosion resistance type or suitably treated to resist corrosion due to atmospheric conditions likely to be met in storage, service, or transportation.

5.8. Operating Environment:

5.8.1. Operating Temperature Range: The equipment shall perform to full specification at 22.8 °C ± 3.3

°C and at 20 to 50% relative humidity.

5.8.2. Operating Humidity Range: The equipment shall perform to full specifications from 20 to 50%

Relative Humidity.

5.8.3. Storage Temperature: Storage temperature of -20°C to 60°C without damage to the instrument.

5.8.4. Storage Humidity: Storage humidity of 15 to 80% relative humidity without damage to the instrument.

5.9. Power Requirements:

5.9.1. Electrical Power and Connections: 110 V ± 10% and/or 200 - 240 V ± 10%, 50 to 60 Hz ± 5%.

5.9.2. Power Cord: Each item that requires 110V power shall be supplied with assembled power cord(s), 3 to 6 feet in length, and connectable to a standard local power source. Each item that requires

200 – 240 V power shall be supplied with assembled power cord(s) 20 to 40 feet in length, and connectable to standard local power source.

5.10. Safety: The design, material and manufacture of the Cryostat shall follow the best commercial safety standards and practices to ensure that it is safe for the operator and maintenance personnel throughout the life of the equipment.

5.11. Workmanship: The workmanship shall be first class, of neat general appearance, and comply with standard commercial practices. The standards of workmanship shall be such that the instruments shall comply with the requirements of this purchase description. All components, subassemblies, and final assembly shall comply with the examination and tests in section 6.

6. TESTING: This item shall be inspected and tested at destination, as specified elsewhere in this contract. This item shall be checked with test equipment with parameters equal to or greater than those required to assure that specified performance requirements are met. Test equipment used has first echelon certification directly traceable to an AFMETCAL approved NMI where required. Test shall be performed to assure the item meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of fabrication, as specified elsewhere in this contract, or as necessary, to ensure performance, as specified herein. In addition to all elements of this purchase description, all commercially published components provided with this system must, as a minimum, satisfy their commercially published performance specifications (and must be provided by the contractor).

6.1. Thermal Stability: A thermal stability test shall be performed on the detector mount. A SIM 921 AC resistance bridge shall be used to record the temperature of a calibrated temperature sensor at 1 second intervals at approx. 30 mV excitation signal, in constant power mode. The results shall be logged for 30 minutes. The average temperature and standard deviation shall be reported. The standard deviation shall be used as a measure of the temperature noise and shall be less than or equal to 50 µK. Testing for thermal stability shall be performed by the contractor prior to delivery of the Cryostat.

6.2. Vibrational Stability: Vibrational stability shall be measured at the radiation detector mount and reported. The vibrational stability shall be less than or equal to 50 nm. Testing for vibrational stability shall be performed by the contractor prior to delivery of the Cryostat.

DATA REQUIREMENTS

MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format

(iPDF). The manuals shall comply with Data Item Description (DID) DI-TMSS-80527C and the Contract

Data Requirements List (DD Form 1423).

SOFTWARE USER MANUAL: The software user manual shall contain instructions to execute one or more related computer software configuration items. The software user manual shall be provided in paper format and prepared in accordance with Data Item Description DI-IPSC-81443A and Contract Data

Requirements List (DD Form 1423).

PRODUCT DRAWINGS AND ASSOCIATED LISTS: The product drawings shall be delivered to the

Government with delivery of the evaluation unit. The drawings shall be in contract format and document the information specified and in accordance with Data Item Description DI-SESS-81000E and

Contract Data Requirements List (DD Form 1423). When possible, product drawings and associated lists shall be delivered on CD-ROM in Indexed Portable Document Format (iPDF).
