NIST is currently developing a next-generation absolute cryogenic radiometer for AFMETCAL under . This project involves integrating a NIST-developed nanofabricated thermal detector with various optics, ancillary support equipment, and instrumentation providing an optical source. The complete project, will develop a total system with automatic software controls employing this NIST technology to create an absolute standard for optical power comparable to the current state-of-the-art, the absolute cryogenic radiometer.
A Helium-free optical table-top cryostat, meeting requirements of vibration control, compact footprint, temperature fluctuations and lowest power usage is required for a next-generation absolute cryogenic radiometer developed by NIST. Montana Instruments with modifications is required in order to properly interface with previously-developed NIST hardware and software. This Cryostat is ancillary support equipment required to cool the NIST-developed detector to its operating temperature of 4.2 K. The Cryostat is not an end-item for the overall project, , and will require integration with the other components as part of the ongoing research and development effort.

NIST-Boulder is developing a custom detector system for AFMETCAL that requires the use of a Montana Instruments in order to interface with proprietary hardware/software and previously developed work at NIST.
Failure to acquire the Montana Instruments will result in increased development costs for as well as schedule delays; NIST would be forced to redesign significant portions of the project in order to properly interface the NIST detector software to the winning contractor's cryostat control software.
Section 0: Efforts to Obtain Competition
Cryostats are highly specialized equipment sold to a niche market, and as such there are few companies capable of manufacturing these units. Market research identified one company in addition to Montana Instruments that could provide an item similar to the Montana Instruments High Precision Devices (HPD) manufactures cryostats and has the expertise necessary to build a similar unit. However, HPD does not have any existing models that can support the requirements. HPD provided a cost estimate to NIST to develop a unit that could meet requirements, but the cost was significantly higher than the item sold by Montana Instruments due to the amount of design work necessary.

Only one cryostat is required for . Because of the limited number of items and the level of customization required, it is very difficult to develop additional sources that can provide equipment fully compatible with the previous NIST developments at a cost comparable to the Montana Instruments item. Additional procurements for a cryostat are unlikely, as this acquisition is in support of an ongoing research and development effort for which only one unit is required.
