II. CONTRACTING ACTIVITY
I IThis report pertains to an acquisition with a Buy Strategy as a "Justification for Other Than Full ,and Open Competition" (Sole Source). The contracting agency whom is implementing this jprocurement is: Department of the Air Force, AFLCMC/WNMK, Contracting, 813 Irving-Wick IDr W, Bldg. 2, Heath, OH 43056-6116 I
In. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED I I !The contractual action that needs approval is the solicitation of an offer from a sole source. The jproposed contractor will be Fluke Corporation, 6920 Seaway Blvd, Everett, WA 98203-5829.
!Telephone number: (425) 446-5400 with POC, Leslie Woo. Based on Market Research, Fluke !Corporation is the only manufacturer that can supply this upgrade. The object of this upgrade is Ito procure all necessary equipment required to have a fully functional ADCS-601-AF at Wright !Patterson Air Force Base (WP AFB). This unit was transferred from Kadena AB, Japan to IWP AFB and crucial components were not received. This upgrade is to procure the additional !components necessary along with installation to ensure WP AFB has a fully functioning ADCS- 1601-AF. This item is used to calibrate air speed and altitude for all aircraft. This upgrade will I include procuring the necessary components as well as installation of them onto the existing !components received. The risk should be minimal as Fluke Corporation produces these !components routinely at their facility. The total estimated price for the upgrade is $108,250.

!AGENCY'S NEEDS
I several components will be procured from Fluke to complete the configuration of the ADCS !601-AF. Several of the main components were received at WP AFB, but many of the accessory !cables and miscellaneous hardware was not received. Once this equipment is procured along I iwith the necessary communication cables, the system must be configured by Fluke to ensure to !internal electronics communications and functions are setup per Original Equipment !Manufacturer (OEM) that are exclusive to the OEM.

I !As described in Section VI above, market research, in accordance with FAR Part 10, was !conducted by contacting the vendor of the original system. Based on market research results, no !other vendor besides Fluke Corporation was found to be able to perform this upgrade as !described in this Justification and Approval. Because of the proprietary issues and the fact that !the manufacturer is unwilling to sell this to anyone, this procurement is a sole source.
I iIX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND loPEN COMPETITION
The upgrade to the ADCS-601-AF by Fluke Corporation will be able to satisfy customer requirements based upon the market research perfonned and the engineer's knowledge of the items to be procured. The schedule will be satisfied because the items are off the shelf, so there •1ar~ no d~lays in delivery expected: Th~e is no expectation that administration of this contract , will be difficult because all the umts will be sent to the AFMETCAL for acceptance testmg on , these items .

For this !requirement there is no other action that can be accomplished to generate competition.
